Please contact the MPO Administrative Assistant if a summary or other type of accessible format is needed. 3  FARMINGTON METROPOLITAN PLANNING ORGANIZATION Agenda Item #3 Subject: Annual Election of Officers Prepared by: Peter Koeppel, MPO Officer Date: January 10, 2024 BACKGROUND ▪ As outlined in the MPO Committee Bylaws, the annual Election of Officers occurs every year. ▪ Each January, the Technical Committee selects the Chair and Vice-Chair from their membership who will serve until the next annual election. ▪ The Chair presides over the meetings and is responsible for the other duties outlined in the Committee Bylaws and Operating Procedures document. ▪ The Vice-Chair presides over the meetings in the absence of the Chair. ▪ Nick Porell has been serving as the current Technical Committee Chair; Dan Flack has been serving as the current Vice Chair. ELECTION ▪ Elections are to take place to select a Technical Committee Chair and Vice- Chair for 2024. RECOMMENDATION - ACTION ▪ It is recommended that the Technical Committee accept nominations and vote to elect the Chair and Vice-Chair for 2024. 4  FARMINGTON METROPOLITAN PLANNING ORGRANIZATION Agenda Item #4 Subject: National Performance Management Measures for Highway Safety Improvement Program (PM 1) Prepared by: Peter Koeppel, MPO Officer Date: January 10, 2024 BACKGROUND ▪ 23 CFR §490 Subpart B – National Performance Management Measures for Highway Safety Improvement Program ▪ The FHWA requires that MPOs establish targets for five (5) safety performance measures for all public roads in the MPO planning area within 180 days after the State establishes each target. ▪ The five Performance Measures to be considered are: 1) Number of Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 Million VMT (Vehicle Miles Traveled) or Fatality Rate, 4) Serious Injuries per 100 Million VMT (Vehicle Miles Traveled) or serious injury rate, and, 5) Number of Non-Motorized Fatalities and Non-Motorized Fatalities and Serious Injuries. ▪ The first three targets are common measures and must be identical to the targets established for the Highway Safety Plan (HSP). ▪ MPOs may either: Agree to support State targets OR Establish specific numeric targets for a safety performance measure (number or rate). ▪ Reporting is done on an annual basis, leaving the choice to adopt State standards vs. establish MPO specific targets up to the MPO Policy Committee each year. CURRENT ISSUES & RECOMMENDATIONS ▪ This item is being presented to both committees in November for their information. It will be brought back to both the Technical and Policy Committees in January for their recommendation/approval. ▪ Staff recommends that the state targets be adopted for 2024. ▪ FMPO Policy Committee action is due no later than February 28, 2024. WHEREAS, the Farmington MPO is the designated metropolitan planning organization for the cities/town of Aztec, Bloomfield, Kirtland, Farmington, and the urbanized area of San Juan County; and WHEREAS, the Farmington MPO Policy Committee is the decision-making body for the MPO; and WHEREAS, the Farmington MPO Technical Committee provides the MPO Policy Committee with technical advice and recommendations, and concurs with this resolution; and WHEREAS, the Farmington MPO is responsible, with the New Mexico Department of Transportation, for addressing the planning process in accordance with 23 CFR 450.306; and WHEREAS, the Farmington MPO annually addresses the major issues in the metropolitan planning area; and WHEREAS, federal regulation 23 CFR Part 490 requires states to set annual targets for five performance measures: 1) Number of Total Fatalities, 2) Number of Serious Injuries, 3) Fatalities per 100 million vehicle miles travelled (VMT) or fatality rate, 4) Serious injuries per 100 million VMT or serious injury rate; and, 5) Number of Non-Motorized Fatalities and Serious Injuries. The amount to be carried over totals $74,791.60 ($63,901.73 in federal funds plus the required local match of $10,889.87). ▪ On January 7, 2024 the 15-day public comment period for Amendment #1 to the FFY2023-2024 Unified Planning Work Program (UPWP) was advertised and posted on the MPO’s website. ▪ The Technical Committee will consider recommending approval of the proposed amendment and PC Resolution by the Policy Committee at its January 25, 2024 meeting. CURRENT WORK and ATTACHMENTS ▪ Proposed Policy Committee Resolution 2024-2. STAFF RECOMMENTATION, APPLICABLE CITATIONS, CONSEQUENCES OF NON-COMPLIANCE ▪ MPO Staff recommends that the MPO Technical Committee consider recommending approval of Amendment #1 to the FFY2023-23 UPWP and Policy Committee (PC) Resolution 2024-2 to the MPO Policy Committee. ▪ The NMDOT Policy and Procedures Manual requires the submittal of an Amendment on a quarterly basis (March 15; June 15; September 15 (in odd- numbered FFYs); December 15). ▪ The following citation is applicable: § 450.308 Funding for transportation planning and unified planning work programs. See next page for the citation. ▪ Consequences of not following this citation: The MPO would be in violation of § 450.308. NMDOT would likely add the violation to the MPO’s Corrective Action Plan (CAP) which would extend the CAP and potentially delay reimbursements to the fiscal agent. • §450.308 Funding for transportation planning and unified planning work programs. o (a) Funds provided under 23 U.S.C. 104(d), 49 U.S.C. 5305(d), and 49 U.S.C. 5307, are available to MPOs to accomplish activities described in this subpart. At the State's option, funds provided under 23 U.S.C. 9  104(b)(2) and 23 U.S.C. 505 may also be provided to MPOs for metropolitan transportation planning. At the option of the State and operators of public transportation, funds provided under 49 U.S.C. 5305(e) may also be provided to MPOs for activities that support metropolitan transportation planning. In addition, an MPO serving an urbanized area with a population over 200,000, as designated by the Bureau of the Census, may at its discretion use funds sub-allocated under 23 U.S.C. 133(d)(4) for metropolitan transportation planning activities. (b) An MPO shall document metropolitan transportation planning activities performed with funds provided under title 23 U.S.C. and title 49 U.S.C. Chapter 53 in a unified planning work program (UPWP) or simplified statement of work in accordance with the provisions of this section and 23 CFR part 420. (c) Except as provided in paragraph (d) of this section, each MPO, in cooperation with the State(s) and public transportation operator(s), shall develop a UPWP that includes a discussion of the planning priorities facing the MPA. The UPWP shall identify work proposed for the next 1- or 2-year period by major activity and task (including activities that address the planning factors in §450.306(b)), in sufficient detail to indicate who (e.g., MPO, State, public transportation operator, local government, or consultant) will perform the work, the schedule for completing the work, the resulting products, the proposed funding by activity/task, and a summary of the total amounts and sources of Federal and matching funds. (d) With the prior approval of the State and the FHWA and the FTA, an MPO in an area not designated as a TMA may prepare a simplified statement of work, in cooperation with the State(s) and the public transportation operator(s), in lieu of a UPWP. A simplified statement of work shall include a description of the major activities to be performed during the next 1- or 2-year period, who (e.g., State, MPO, public transportation operator, local government, or consultant) will perform the work, the resulting products, and a summary of the total amounts and sources of Federal and matching funds. If a simplified statement of work is used, it may be submitted as part of the State's planning work program, in accordance with 23 CFR part 420. (e) Arrangements may be made with the FHWA and the FTA to combine the UPWP or simplified statement of work with the work program(s) for other Federal planning funds. (f) Administrative requirements for UPWPs and simplified statements of work are contained in 23 CFR part 420 and FTA Circular C8100, as amended (Program Guidance for Metropolitan Planning and State Planning and Research Program Grants). 10  POLICY COMMITTEE RESOLUTION NO. 2024-2 TO ADOPT AMENDMENT NO. 1 TO THE FARMINGTON METROPOLITAN PLANNING ORGANIZATION'S FEDERAL FISCAL YEARS 2023-2024 UNIFIED PLANNING WORK PROGRAM (UPWP), IN ACCORDANCE WITH 23 CFR §420 AND 23 CFR §450.314. WHEREAS, the Farmington MPO is the designated metropolitan planning organization for the entities of Aztec, Bloomfield, Farmington, Kirtland, and the urbanized area of San Juan County; and WHEREAS, the Farmington MPO Policy Committee is the decision-making body for the MPO; and WHEREAS, the Farmington MPO Technical Committee provides the MPO Policy Committee with technical advice and recommendations, and concurs with this resolution; and WHEREAS, the Farmington MPO is responsible, with the New Mexico Department of Transportation, for addressing the planning process in accordance with 23 CFR 450.334; and WHEREAS, the Farmington MPO annually addresses the major transportation issues in the metropolitan planning area; and WHEREAS, the New Mexico Department of Transportation’s Planning Division on January 2, 2024 notified the Farmington MPO that the MPO would be allowed to carry-forward its 2023 FHWA PL unexpended balance of $63,901.73. The required local match amount for the carryover funding is $10,889.87. This change prompted the need to amend the MPO’s current Unified Planning Work Program (UPWP); NOW THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE FARMINGTON METROPOLITAN PLANNING ORGANIZATION (FMPO): Section 1. MAP-21 going on from 2020/2021, must track progress, there are other goals, want all assets to work together, goal areas and DOT performance measures (exact meaning) targets on cycle, safety every year other PMs are 2- or 4-year cycle, how achieve targets – either own targets or NMDOT adopted targets Safety – reduce injury and fatalities (every single street) No fatalities, rate of fatalities per VMT, serious injuries, non- motorized fatalities Safety trend maps for last 14/15 years, less fatalities but still lots of injuries 5 year rolling average – how to set goals, blue is where NMDOT wants the targets at 2024 We have 180 days to set own targets or adopt NMDOT’s targets Timeline not make sense – we usually support state targets, today informational, next month we will look for recommendation to approve to PC if that is the route we will take Nick Porell – what tangible things does the state do to implement for better safety?
