Presentation of the Agenda There were no changes to the agenda. Approval of the Minutes 9 A motion was made by Commissioner Ragsdale and seconded by Commissioner Waldroup to approve the minutes of the June 25, 2015 P&Z Meeting. This motion was approved unanimously by a 7-0 vote. Swearing in of Witnesses All parties that wished to speak on behalf of any agenda item were sworn in by Karen Walker. COMMUNITY DEVELOPMENT PETITION REPORT Petition ZC 15-07 – Zone Change from SF-7 to SF-MH Planning & Zoning Commission Discussion of Petition ZC 15-07 on July 16, 2015 Senior Planner Cindy Lopez presented the staff report for ZC 15-07, a request from Almie Lambson, represented by Sakura Engineering & Surveying, for a zone change from SF-7 Single- family Residential to SF-MH Single-family Mobile Home for 0.29 acres of vacant land located at 5420 Hubbard Road. The petitioner is requesting a zone change from SF-7 Single-family Residential to SF-MH Single-family Mobile Home. They would like to place a mobile home on the property. Ms. Lopez said the property is north of Hubbard Road across from where Gold Avenue dead ends into Hubbard. A manufactured home was on the site at one time. The home site had to be elevated because of floodplain issues. Any new construction on the site will need to meet floodplain construction requirements. There is a well-site on the property to the west. Any new construction will need to be 100 feet away from production equipment of the well-site. Ms. Lopez explained the zoning on the north, east and west is SF-7 Single-family Residential. The zoning to the south is SF-7 SMHAO Single-family Residential with a Special Mobile Home Area Overlay. On the south there are many single-section mobile homes. The residential properties to the east are 132 feet away and 415 feet away on the west side. The Community Development Department recommends approval of Petition ZC 15-07. Sherry Blackmon of Sakura Engineering & Surveying, 125 W. Main, had nothing additional to add. Rose Goodman and Allen Brown were sworn in by Ms. Walker. 10 Rose Goodman of 4501 Rowe Avenue said she wanted the deer habitat surrounding the lot preserved and did not want to see a single-wide mobile home moved onto the property. Allen Brown of 4001 Gold said he owns three properties across from the proposed zone change property. He was not against the zone change if it was a single family that moved to the property. Planning & Zoning Commission Action of Petition PP 15-04 on July 16, 2015 A motion was made by Commissioner Freeman and seconded by Commissioner Waldroup to approve Petition ZC 15-07, a request from Almie Lambson, represented by Sakura Engineering & Surveying for a zone change from SF-7 Single-family Residential to SF-MH Single- family Mobile Home for 0.29 acres of vacant land located at 5420 Hubbard Road. AYE: Chair Cardon, Commissioners Freeman, Jaques, Langenfeld, Ragsdale, Waldroup, and Washburn. NAY: None Abstained: None Absent: Commissioners Davis, and Thompson. Motion passed 7-0 Business from the Floor: There was no business from the Floor. Business from the Chair: There was no business from the Chair. Business from the Members: There was no business from the Members. Business from Staff: Senior Planner Lopez stated Petition PP 15-04, a request from Michael Smith for a preliminary plan for Flora Vista Hillside Estates Subdivision, located at #6 County Road 3451, with a waiver to allow the 15-foot wide by approximately 280-foot long graveled access easement to be the only access from County Road 3451 to the private 60-foot wide access and utility easement ending in a cul-de-sac inside the subdivision remained on consent and was approved at the June 23, 2015 City Council Meeting. Petition PP 15-05, a request from Michael Smith for a preliminary plan for Amburn Estates Subdivision, Located at #33 County Road 3451, with a waiver to requirements of improvements to adjacent access for Lots 1 and 2 remained on consent and was approved at the June 23, 2015 City Council Meeting. 11 Adjournment: With no further business and a motion by Commissioner Langenfeld and seconded by Commissioner Washburn, the Planning and Zoning Commission meeting of July 16, 2015 was adjourned at 3:14 p.m. ____________________________ _____________________________ Joyce Cardon Karen Walker Chair Administrative Assistant 12
