Presentation of the Agenda There were no changes to the agenda. Approval of the Minutes A motion was made by Commissioner Ragsdale and seconded by Commissioner Waldroup to approve the minutes of the January 12, 2017 P&Z Meeting. This motion was approved unanimously by an 8-0 vote. Swearing in of Witnesses All parties that wished to speak on behalf of any agenda items were sworn in by Karen Walker. Commissioner Ryan Brown recused himself prior to the presentation of Petitions ZC 16-119 and SUP 16-120 due to a possible conflict of interest. COMMUNITY DEVELOPMENT PETITION REPORT Petition No. ZC 16-119 and SUP 16-120 Zone Change from IND to MF-M And Special Use Permit to allow livestock Planning & Zoning Commission Discussion of Petitions ZC 16-119 and SUP 16-120, on January 26, 2017 Senior Planner Cindy Lopez presented the staff report for ZC 16-119 and SUP 16-120, a request from Martin and Carrie Lamb for a Zone Change from IND, Industrial to MF-M, Multiple Family Medium Density Residential and for Special Use Permit for the keeping of animals (livestock) on 3.83 acres of land located at 750, 750A, and 760 Valentine Road. Ms. Lopez stated that the property has two residential structures. One structure has two dwelling units. Livestock has been kept on the property on and off over the years. The petitioner would like a zone change from IND to MF-M to allow for the three dwelling units that exist and to get a special use permit to allow for the keeping of at least four large animals, either horses and/or cattle. The property has a corral and outbuildings to accommodate these animals. The property was annexed into the City in 1994 as IND. The 2002 Comprehensive Plan recommends the area as IND. At the time of annexation, the property existed as a multiple family residence with horse and cattle uses. To the north, said Ms. Lopez, is MF-M, Multi Family, south and west is IND, Industrial, and east is SF-7, Single Family Residential. The Comprehensive Plan encourages the development of a variety of housing options to accommodate housing needs and says there is a need for more multi-family and affordable housing. Mesa View Middle School’s athletic fields buffer the corrals from the school buildings. The corral is at least 800 feet from the school structures. A ravine that is at least 145 feet wide separates the Valentine property from the residences in the Mesa Vista Subdivision to the east. The ravine is at least 28 feet deep. The ravine and elevation difference separates this property from having any adverse effect on the residential properties to the east. The River Song Planned Development area to the northwest and abutting a corner of this property could allow up to 188 apartments. Animals have been on this property prior to the school or the SF-7 zoning to the east. Although the Comprehensive Plan recommends this area as IND, properties to the northwest and to the east have not followed the Comprehensive Plan recommendations. Staff recommends approval of ZC 16-119 and SUP 16-120. Ms. Lopez concluded that the proposed use is compatible with the Comprehensive Plan and the character of the area. Commissioner Thompson asked if there have been any complaints from the housing development to the east due to the odor from animals. Ms. Lopez said she was not aware of any complaints. She added that the owners of the animals would be required to keep the area clean according to the Municipal Code. Martin Lamb, who resides at 96 Road 3777, is the owner of the property. He said he kept animals on the property when he lived on this property and has had renters who have kept animals (horses and cattle) on the property. Mr. Lamb said he was unaware of the IND zoning until he began the process of selling the property. Chair Cardon asked Mr. Lamb if he knew of any complaints from neighbors due to the animals. Mr. Lamb said he was not aware of any complaints. Planning & Zoning Commission Action of Petition ZC 16-119 and SUP 16-120 on January 26, 2017 A motion was made by Commissioner Thompson and seconded by Commissioner Waldroup to approve Petitions ZC 16-119, a request from Martin and Carrie Lamb for a Zone Change from IND, Industrial to MF-M, Multiple Family Medium Density Residential and for a Special Use Permit for the keeping of four large animals (livestock) on 3.83 acres of land located at 750, 750A, and 760 Valentine Road. AYE: Chair Cardon, Commissioners Davis, Freeman, Langenfeld, Ragsdale, Thompson, and Waldroup. NAY: None Abstained: Commissioner Brown. Absent: Commissioners Washburn and Yazzie. Motion passed 8-0 Business from the Floor: There was no business from the Floor. Business from the Chair: There was no business from the Chair. Business from Staff: Cindy Lopez stated that Petition ZC 16-117, a request from James Strickler for a zone change from OP, Office Professional to MF-L, Multiple Family Residential, for property located at 908 E. 20th Street passed on consent at the January 24, 2017 City Council meeting. Ms. Lopez gave a presentation for the P&Z Commissioners on the Farmington Metropolitan Planning Organization’s Context Sensitive Street Design Guidelines: Complete Streets Approach. Ms. Lopez discussed the conception of the project beginning with the walking audits involving Dan Burden. She pointed out the need for our streets to be accommodating to everyone. The goal of the Complete Streets guidelines is to promote economic vitality and to make the regions streets walkable, safe, and aesthetically pleasing for all modes of transportation (vehicular, pedestrian, bicycles, etc.). Ms. Lopez discussed the guidelines based on public input, to design roads, sidewalks, curbs, and intersections that would provide guidelines for governmental entities, developers, and citizens when retrofitting existing roads and adding new roads. Ms. Lopez finished the presentation by explaining that the City of Farmington invited Dan Burden back to work on Farmington’s Downtown MainStreet Project. A conceptual plan was adopted by the community to update the infrastructure in the downtown area, and funding is being investigated. Commissioner Waldroup asked for an update on the project. Ms. Lopez answered that the City is negotiating with a consultant to provide construction ready documents. Commissioner Davis asked what the estimate was to complete the project. Ms. Lopez said the preliminary estimate is $10-$12 million.
