The Planning and Zoning Commission met in a regular session on January 12, 2017 at 3:00 p.m.
in the City Council Chambers, 800 Municipal Drive, Farmington, New Mexico

Call to Order
Chair Joyce Cardon called the meeting to order at 3:00 p.m. There being a quorum present the
following proceedings were duly had and taken.
Presentation of the Agenda
There were no changes to the agenda.
Approval of the Minutes
A motion was made by Commissioner Ragsdale and seconded by Commissioner Waldroup to
approve the minutes of the December 15, 2016 P&Z Meeting. This motion was approved
unanimously by a 9-0 vote.
Swearing in of Witnesses
All parties that wished to speak on behalf of any agenda items were sworn in by Karen Walker.
COMMUNITY DEVELOPMENT PETITION REPORT
Petition No. ZC 16-117
Zone Change
Planning & Zoning Commission Discussion of Petitions ZC 16-117, on January 12, 2017
Senior Planner Cindy Lopez presented the staff report for ZC 16-117, a request from James
Strickler for a zone change from OP, Office Professional to MF-L, Multiple Family Residential for
0.58 acres of land located at 908 E. 20th Street.
The petitioner is requesting the zone change to allow for the residential use and to be able to
convert the single family residence into two apartments. The property has an old farm house
that dates back to 1918, and has been used as a residence.
The properties to the east and west of this parcel are zoned OP, Office Professional. Property
to the east and northeast are residential buildings that have been converted to office buildings.
On the other side of the office complex on the west are more residences that are in the SF-7
Residential District. The properties to the north and south are in the SF-7 Single Family zoning
district and are used as residential. Converting this residential building to MF, Multiple Family
Residential would conform to the character of the area.
Ms. Lopez noted that the Comprehensive Plan suggests this area to be zoned OP, but the
surrounding area is currently residential. The Comprehensive Plan supports the need for Multi
Family options in that Objective 7.1, Action 7.11 states the Comprehensive Plan encourages
“the development of a variety of housing options to accommodate housing needs for all
residents, and identify the need for a mixture of housing types”. In that sense, stated Ms.
Lopez, the Comprehensive Plan supports MF.
Ms. Lopez continued to state that the UDC, Unified Development Code, says that MF districts
“are intended to accommodate a substantial portion of the city’s residential growth” and “may
also be appropriate for lands currently zoned Office Professional”.
The Community Development Department recommends approval as there will not be any
adverse impacts and the MF-L zoning is appropriate. Ms. Lopez mentioned that Community
Development Director Mary Holton included material in the agenda concerning the Missing
Middle Housing. This material describes the effort cities are making to accommodate different
choices for how people want to live.
Commissioner Langenfeld said in the agenda material it was stated that the size of the property
could allow up to 7 units if it was zoned MF. Ms. Langenfeld asked if 7 units were appropriate
for the area. Ms. Lopez said it would be appropriate because the property is along 20th Street.
Parking would also need to be considered if more units were added, and the property may not
actually be large enough for 7 units and the necessary parking requirements.
Commissioner Freeman asked why MU, Mixed Use was not considered instead of MF. Mr.
Freeman felt an upstairs residence and downstairs office would be appropriate for the area.
Ms. Lopez said the Comprehensive Plan and the UDC recommend MU for the Civic Center
district. Staff considered that MF is more appropriate with the other residences in the area.
James Strickler, who resides at 2204 N. Santiago Avenue, said he felt the area did not need
more offices in this area. He intends to improve the building and make it into a residence. He
did not want to tear down a 1918 structure. Mr. Strickler mentioned that he appreciated the
City’s support.
Planning & Zoning Commission Action of Petition ZC 16-117 on January 12, 2017
A motion was made by Commissioner Brown and seconded by Commissioner Thompson
to approve Petitions ZC 16-117, a request from James Strickler for a zone change from OP,
Office Professional to MF-L, Multiple Family Residential, for 0.58 acres located at 908 E. 20th
Street.
AYE: Chair Cardon, Commissioners Brown, Davis, Freeman, Langenfeld, Ragsdale, Thompson,
Waldroup, and Washburn.
NAY: None
Abstained: None
Absent: Commissioner Yazzie.
Motion passed 9-0

Business from Staff: Ms. Lopez introduced Helen Landaverde, Community Developments new
Associate Planner.
Ms. Lopez noted the next Planning & Zoning meeting on January 26, 2017, will include an
informative presentation on the Farmington Metropolitan Planning Organization’s Complete
Streets guidelines.
Adjournment: With no further business and a motion by Commissioner Waldroup and
seconded by Commissioner Ragsdale, the Planning and Zoning Commission meeting January 12,
2017 was adjourned at 3:16 p.m.
