December 15, 2016
The Planning and Zoning Commission met in a regular session on December 15, 2016 at 3:00
p.m. in the City Council Chambers, 800 Municipal Drive, Farmington, New Mexico

Call to Order
Temporary Chair Langenfeld called the meeting to order at 3:04 p.m. There being a quorum
present the following proceedings were duly had and taken.
Presentation of the Agenda
There were no changes to the agenda.
Approval of the Minutes
A motion was made by Commissioner Ragsdale and seconded by Commissioner Davis to
approve the minutes of the November 10, 2016 P&Z Meeting. This motion was approved
unanimously by a 5-0 vote.
COMMUNITY DEVELOPMENT PETITION REPORT
Petition No. FP 16-102
Final Plat – Little Creek Phase VI
Planning & Zoning Commission Discussion of Petitions FP 16- 102, 2016 on December 15, 2016
Director Mary Holton presented the staff report for FP 16-102, a request from Joe Kozimor,
represented by Cheney-Walters-Echols, Inc., for a final plat for Little Creek Phase VI, a
subdivision of 46 lots located on 12.64 acres north of Little Creek Phases IV and V and west of
Little Creek Phase 1 and 3.
Ms. Holton gave the Commissioners a map that described the different phases of the Little
Creek Subdivision. To date there are 170 lots already developed. Phase VI will consist of 46
lots. Ms. Holton stated that Mr. Kozimor expects 362 more lots in future phases for a total of
578 lots.
The property was annexed into the City with SF-7 zoning in 2013 at the owner’s request. This
zoning requires a minimum 7,000 square-foot lots. The proposal for the 46 lots exceeds this
minimum requirement. Access to the subdivision will be from Piedras Street and Starling Lane.
The Preliminary Plan, PP 16-65, was approved by City Council on August 23, 2016.
There is a planned detention pond that is outside of the City’s jurisdiction. Ms. Holton referred
to pages 4-6 of the Staff Report regarding the drainage agreement executed by the developer,
Joe Kozimor, and David Sypher with the Public Works Department. It states that staff is
currently preparing a Subdivision Improvement Agreement at the developer’s request. This
agreement will be recorded with the plat.
Ms. Holton said she has spoken with Mr. Kozimor and he assured her that he plans to continue
to develop Little Creek. Mr. Kozimor stated that he is involved in developing other properties
and subdivision. He is also developing commercial property.
Ms. Holton concluded that staff recommends approval subject to the petitioner and/or the
surveyor resolving and meeting all deficiencies and conditions identified in the Staff Report.
Joe Kozimor of 503 French Dr., Aztec, stated that he has nothing to add at this time. There
were no other questions for Mr. Kozimor from the Commissioners.
Planning & Zoning Commission Action of Petition FP 16- 102 on December 15, 2016
A motion was made by Commissioner Davis and seconded by Commissioner Brown to approve
Petition FP 16-102, a request from Joe Kozimor, represented by Cheney-Walters-Echols, Inc., for
a final plat for Little Creek Phase VI, a subdivision of 46 lots located on 12.64 acres north of
Little Creek Phases IV and V, Starling Lane and US 64 subject to resolution of deficiencies and
conditions identified in the Staff Report.
AYE: Temporary Chair Langenfeld, Commissioners Brown, Davis, Ragsdale, and Waldroup (Via
Phone)
NAY: None
Abstained: None
Absent: Chair Cardon, Commissioners Freeman, Thompson, Washburn, and Yazzie.
Motion passed 5-0

Business from Staff: Cindy Lopez presented the Commissioners with a Complete Streets
guideline booklet for the region. It was compiled by the Metropolitan Planning Organization
(MPO). There will be a presentation of the guidelines at the January 26, 2017 Planning &
Zoning Meeting.
Ms. Lopez mentioned that there will be a Planning & Zoning meeting on January 12, 2017.
Adjournment: With no further business and a motion by Commissioner Brown and seconded
by Commissioner Ragsdale, the Planning and Zoning Commission meeting of December 15,
2016 was adjourned at 3:18 p.m.
