The Planning and Zoning Commission met in a regular session on November 16, 2017 at 3:00
p.m. in the City Council Chambers, 800 Municipal Drive, Farmington, New Mexico.

Call to Order
Chair Joyce Cardon called the meeting to order at 3:00 p.m. There being a quorum present the
following proceedings were duly had and taken.
Presentation of the Agenda
There were no changes to the agenda.
Approval of the Minutes
A motion was made by Commissioner Ragsdale and seconded by Commissioner Waldroup to
approve the minutes of the September 28, 2017 P&Z Meeting. This motion was approved
unanimously by a 7‐0 vote.

PPJ 17‐79
Planning & Platting Jurisdiction
Planning & Zoning Commission Discussion of Petition PPJ 17‐79 on November 16, 2017
Associate Planner Teri Clashin presented the staff report for PPJ 17‐79, a request for a Planning
& Platting Jurisdiction Adjustment between the City of Farmington and the Town of Kirtland.
The City of Farmington is entitled to a 5‐mile Planning and Platting Jurisdiction (PPJ) and the
Town of Kirtland is entitled to a 3‐mile Planning and Platting Jurisdiction (PPJ), except where
Farmington’s PPJ exists.
The City’s Planning and Platting Jurisdiction consists of three Tiers. Tier 1 includes the portion of
land located within the City’s incorporated area. Tier 2 includes land that is close to and
immediately adjacent to the City. Tier 3 is the area located within 5 miles of the City’s
incorporated area. Areas located in Tier 3 are viewed as that land area that could be annexed
by the City in the longer term, perhaps within 20 years or more. The PPJ area that is proposed
to be transferred to the Town of Kirtland is located in Tier 3.
The current proposal considers the wishes of a property owner located east of Road 6200 to
remain within the City’s PPJ while ensuring the Town of Kirtland’s ponds east of Road 6200 will
be located with the Town’s PPJ. The proposal also includes all of Little Creek Subdivision and
Safety City to remain in the City’s PPJ. The area along Twin Peaks west of the City presents
future opportunities for residential and nonresidential growth for the City.
Staff recommends approval.
Larry Hathaway, Trustee for the Town of Kirtland, #9 Rd. 6070, stated the PPJ has been
considered for quite a while. The Board of Trustees approved the current proposal.
The Commissioners discussed the proposal.
Planning & Zoning Commission Action of Petition PPJ 17‐79 on November 16, 2017
A motion was made by Commissioner Langenfeld and seconded by Commissioner Brown to
approve Petition PPJ 17‐79, a request for a Planning & Platting Jurisdiction Adjustment
between the City of Farmington and the Town of Kirtland.
AYE: Chair Cardon, Commissioners Brown, Langenfeld, Ragsdale, Thompson, Waldroup, and
Washburn.
NAY: None
Abstained: None
Absent: Commissioners Freeman and Davis Thompson, and Washburn.
Motion passed 7‐0
Consideration of Cancellation of the P&Z December 28, 2017 Meeting
A motion was made by Commissioner Thompson and seconded by Commissioner Brown to
cancel the Planning & Zoning December 28, 2017 Meeting.

Business from the Floor: Chair Cardon displayed the Proclamation of Community Planning
Month to the Commissioners.
Business from the Chair: There was no business from the Chair.
Business from the Members: There was no business from the Members
Business from Staff: Julie Baird informed the Commissioners on the progress of the Civic
Center and Complete Streets Projects. The Commissioners were interested in future outdoor
dining opportunities downtown with the completion of the Complete Streets Project.
Adjournment: With no further business and a motion by Commissioner Thompson and
seconded by Commissioner Ragsdale, the Planning and Zoning Commission meeting of
November 16, 2017 was adjourned at 3:24 p.m.
