The Regular Council of the Village of Farwell was called to order on Monday, January 4, 2021,
at 6:00 PM in the Virtual via Zoom, with the following members present:
PRESENT: President Tracey Jackson, Trustee Allen Brewer, Trustee Linda Williams,
Trustee Amanda Pfruender, Trustee Gina Hamilton, Trustee Jeff Linton,

Trustee Allen Brewer made a motion to approve the agenda with the following
addition; item c.2 under Committee Reports-DPW, garbage truck repairs.

V. PUBLIC COMMENT
VI. UNFINISHED BUSINESS
a. Trustee Linda Williams made a motion to approve the addition of two cell
phone lines, one each for the Village President and Village Clerk, with $124.96
due at the time purchase and an approximate amount of $133.00 due monthly
in addition to the current billing. Trustee Amanda Pfruender seconded the
motion. Motion Carried
b.
The Spending Policy was discussed. The DPW Supervisor and Clerk/Treasurer
have an emergency spending limit of $200.00 and the Village President has an
emergency spending limit of $1,000.00. Day to day operational purchases that
were originally budgeted for are not considered to be emergency
spending/purchases.
c. Trustee Amanda Pfruender made a motion to approve the Key Policy as
presented Trustee Shawn Burger seconded the motion. Motion Carried 6-1
(opposed: Trustee Linda Williams).
VII. NEW BUSINESS
a.
A purchase offer for two properties owned by the Village was discussed.
Clerk/Treasurer A. Krawczynski will contact the real estate company for a
listing extension of three months so that negotiations can be made on the
properties. The Council would like to see that stipulations are made to ensure
that the properties cannot be resold within 3 years of their purchase, and that
the purchaser will take action to ensure the properties are developed within 3
years of their purchase. Future negotiation will be brought to Council prior to
any offers being accepted.
Trustee Amanda Pfruender made a motion to approve an extension of 3
months for the property listings located at 417 E. Main St. and 162 N. Webber,
to allow for negotiation of an offer of $5,000.00 for each property, with
stipulations made that the properties cannot be resold for 3 years and that
progress must be made on developing the properties within 3 years of
purchase. Trustee Shawn Burger seconded the motion. Motion Carried
b. Trustee Amanda Pfruender made a motion to change the 2021 DPW
Committee Meeting dates to the Thursday before the second Regular Council
Meeting of each month, with a time of 5:30 pm Trustee Linda Williams
seconded the motion. Motion Carried
c.
President Tracey Jackson nominated Trustee Amanda Pfruender for the
position of President Pro-Tempore.
Trustee Gina Hamilton made a motion to appoint Trustee Amanda Pfruender
as President Pro-Tempore Trustee Linda Williams seconded the motion.

President Tracey Jackson appointed Council Trustees to the following

and Trustee Shawn Burger.

President Tracey Jackson appointed Trustee Amanda Pfruender to the
Planning Commission and for Clerk/Treasurer A.Krawczynski to stay as the
voting member for the Village of Farwell's Rural/Urban Task Force. Deputy
Clerk/Treasurer B. Robinson and President Tracey Jackson will be on the Task
Force as well.

Concerns in regard to sidewalk and parking lot clearing of Main Street was
discussed. The Village DPW will clear the sidewalks of snow in the event of a
snowstorm, but it is up to each business owner to maintain the sidewalk in front
of their business throughout the day. The Village DPW will also haul snow from
the Village limits where snow has accumulated from the routine plowing of
streets by the DPW. However, the Village is not responsible for clearing snow
that has been accumulated and plowed in a private parking area, so long as
the snow was not placed there by the Village and is not creating a risk to clear
vision.

The Regular Council of the Village of Farwell was called to order on Tuesday, December 22,
2020, at 6:00 PM in the Village Council Room (Virtual), with the following members present:

a. The Spending Policy that was put in place earlier this year due to Covid will
continue to be followed. The DPW Supervisor and Clerk/Treasurer are allowed
to make purchases up to $200.00.
b. Updated Covid policies, orders, etc. were discussed. Currently all in person
meetings have been paused through January 15, 2021 per the MDHHS.

Therefore, all meetings will take place via Zoom through this date, or until new
MDHHS guidelines are issued. The State did amend their bill that will allow all
municipalities to hold all meetings virtually, for any reason, through March
2021.
VI. NEW BUSINESS
a. Trustee Allen Brewer made a motion to appoint Adrian Krawczynski as the
Entity Administrator for the System for Awards Management Trustee Jeff
Linton seconded the motion. Motion Carried
b. A. Krawczynski brought an inquiry about compensation time being used by
Village employees compared to overtime. This discussion will further take
place in March 2021 awaiting some responses from the auditors.
c. Trustee Amanda Pfruender made a motion to remove Gina Hamilton from the
CD's at Isabella Bank. Trustee Linda Williams seconded the motion. Roll Call;

attend two training courses for zoning and enforcement, offered through the
MSU Extension. Trustee Jeff Linton seconded the motion. Motion Carried

attend a training course for the Farmer's Market, offered through The Michigan
Farmer's Market Association. Trustee Linda Williams seconded the motion.

l. Discussion about cell phones being used and utilized more by the DPW
Supervisor, Village President, and the Village Clerk/Treasurer. There was a
unanimous agreement that it would be in the best interest of the Village to have
a designated phone for each of the positions discussed. A. Krawczynski is
looking into how much it would cost to purchase the needed phones and lines
through Verizon and will bring this to the Council for approval.

Dump Truck, in the amount of $2,061.27, per the quote from Quality Truck and
Tire. Trustee Jeff Linton seconded the motion. Roll Call; Motion Carried
VII. ADMINISTRATIVE REPORT
a. A. Krawczynski gave an update on the new credit card processing company,
Certified Payments. Everything is set up and running, and so far it has been
working well.
b. A. Krawczynski had some questions about the initial setup of the meeting
publishing through iCompass.
c. A. Krawczynski gave an update on some issues that have been happening with
the mail. Some residents have not received their bills on time and some bills
have not been received yet by the Village or vendors.
VIII. TREASURER REPORT
a. The monthly Bank and Fund Report was presented to Council.
b. The monthly Treasurer's Report was presented to Council.

a. Trustee Gina Hamilton made a motion to approve the payment of the
final retainage to Robbin Harsh Excavating, for the Park Improvement
Project, in the amount of $16,622.75 Trustee Linda Williams seconded
the motion. Roll Call; Motion Carried
b. ZONING
a. The Complaint List was presented to Council.
c. DPW
a. DPW Committee member J. Linton gave an update on the last DPW
Meeting.
b. DPW Supervisor J. Walters gave some updates on the DPW as well. An
employee is scheduled to take their CDL test January 6, 2021 and RS
Technical has been contacted to come out and calibrate the flow
meters, but a specific time and date has not been set.
c. DPW Committee Chair A. Brewer expressed interest in moving the
dates of the 2021 DPW meetings to better coordinate with the Council
meetings as well as the possibility of meeting twice per month instead of
once to better meet the DPW needs. A. Krawczynski is going to look into
dates and circle back with the DPW Committee and Council.
d. PERSONNEL
a. The Personnel Committee is virtually meeting with three employees for

a. There was discussion and questions on certain items in the proposed budget. Specifically, the purchase of
new equipment and some maintenance items. The DPW Committee will meet on January 14, 2021 and will
go over these items in detail, which will be brought back for discussion at the next Budget Meeting on
January 25, 2020.

Supervised by: Village Council with direct supervision by the Village Clerk/Treasurer, and Market Master.
General Summary
Provides administrative, secretarial, and clerical support to others in the office in order to maintain an efficient office
environment. Perform a variety of account keeping activities in support of the utility billing (water/sewer), tax payment
receipting, accounts payable, and data entry. Provide information and assistance to the public regarding water and sewer
services, garbage services, tax services, and any other municipal services or issues. Is responsible for Farmer’s Market
tasks and duties including running the market every Saturday and coordinating seasonal Farmer’s Market events.
Completes marketing, recruitment, and retention for the Farmer’s Market. Coordinates with other personnel to complete
other daily tasks as needed.

d. Fax, scan, and copy documents.

Supervised by: Department of Public Works Supervisor
General Summary
Under the direct supervision of the Supervisor of Public Works, performs general labor in support of a wide range of
public works projects to maintain and upgrade the Villages infrastructure. Activities range from roadwork, grounds
keeping, facilities maintenance, and other related work.
Essential Job Functions
An employee in this position is required to perform the following essential functions with or without reasonable
accommodation. These examples are not intended to be an exhaustive list of the duties which the employee may be
expected to perform. Other duties may be assigned by the DPW Supervisor as needed.
1. Adheres to all applicable safety procedures while operating equipment and tools, working with chemicals or
electrical sources, accessing confined spaces, and while working in other dangerous situations.
2. Maintains daily logs of projects and the equipment, vehicles, and materials used.
3. Participates in the routine maintenance and basic repair of Village equipment and vehicles. Records preventive
maintenance activities according to established procedures.
4. Assists in maintaining a clean and organized DPW building.
5. Provides manual labor in support of general grounds keeping and special landscaping projects including mowing,
trimming, planting, tree trimming and removal, chipping, leaf pick-up, brush pickup, storm clean-up, and other
activities as required.
6. Operate municipal vehicles limited to pick-up trucks, mowers, and similar equipment as directed.
7. Represents the Public Works Department by stablishing and maintaining effective relationships with the public
and other employees. Responds to public inquiries and refers complaints or complex issues to the Supervisor.
8. Participates in garbage collection every week, and checks dog sanitation stations around the Village limits.
9. Performs related work as required.
