The Regular Council of the Village of Farwell was called to order on Monday, October 17,
2022, at 6:00 PM in the Village Council Room, with the following members present:
PRESENT: President Tracey Jackson, Trustee Allen Brewer, Trustee Linda Williams,
Trustee Amanda Pfruender, Trustee Gina Hamilton, Trustee Jeff Linton,
and Trustee Shawn Burger
EXCUSED:
I. PUBLIC HEARING - SIGN ORDINANCE
II. PUBLIC HEARING - MARIHUANA ORDINANCE
a.
Both public hearings were called open at 6:00pm. No public comment.
Trustee Gina Hamilton made a motion to close both public hearings at 6:02pm
Trustee Amanda Pfruender seconded the motion. Motion Carried

III. APPROVAL OF THE AGENDA
a.
Trustee Gina Hamilton made a motion to approve the agenda Trustee Linda
Williams seconded the motion. Motion Carried

The Council Reviewed the Draft Planning Commission Meeting Minutes from
October 13th. Trustee Gina Hamilton noted a spelling error.
b. Trustee Gina Hamilton made a motion to adopt Ordinance No. 2022-02, "An
Ordinance to Regulate Signs Within The Village of Farwell" Trustee Allen
Brewer seconded the motion. Roll Call. Yeas: Trustee Gina Hamilton, Trustee
Allen Brewer, Trustee Jeff Linton, Trustee Shawn Burger, Trustee Linda
Williams, Trustee Amanda Pfruender, and President Tracey Jackson. Nays:
None. Absent: None. Motion Carried
c. Trustee Allen Brewer made a motion to adopt Ordinance No. 2022-03 "An
Amendment of Ordinance No. 2021-01 For the Village of Farwell, and
Amending the Village of Farwell Zoning Ordinance. Short Title" Village of
Farwell - and Marihuana Licensing Ordinance is Restated as Follows" Trustee
Linda Williams seconded the motion. Roll Call. Yeas: Trustee Allen Brewer,
Trustee Linda Williams, Trustee Jeff Linton, Trustee Shawn Burger, Trustee
Gina Hamilton, Trustee Amanda Pfruender, and President Tracey Jackson.
Nays: None. Absent: None. Motion Carried
d. There was discussion on when to winterize the Park restrooms. It was the
consensus of the Council to have the DPW winterize them this week.
e. Trustee Amanda Pfruender made a motion to approve the purchase of two fire
hydrants from Michigan Pipe & Valve, in the amount of $10,018.20 plus freight
Trustee Allen Brewer seconded the motion. Motion Carried
f. Trustee Amanda Pfruender made a motion to approve a new wage of $18.50
for Noah Silvestro, retroactive to Monday, October 10, 2022, with an additional
.50 cent raise when he becomes licensed in Water Trustee Allen Brewer
seconded the motion. Roll Call. Yeas: Trustee Amanda Pfruender, Trustee
Allen Brewer, Trustee Jeff Linton, Trustee Shawn Burger, Trustee Linda
Williams, Trustee Gina Hamilton, and President Tracey Jackson. Nays: None.
Absent: None. Motion Carried.
g.
Seasonal employment was discussed and to have the seasonal employee
come back for the winter season at $17.00/hour. President Jackson will reach
out to the employee to discuss this further.

h. Trustee Gina Hamilton made a motion to approve the payment of Invoice No.
63656 from Fleis & Vandenbrink for engineering services provided Trustee
Linda Williams seconded the motion. Roll Call. Yeas: Trustee Gina Hamilton,
Trustee Linda Williams, Trustee Jeff Linton, Trustee Shawn Burger, Trustee
Amanda Pfruender, and President Tracey Jackson. Nays: Trustee Allen
Brewer. Absent: None. Motion Carried 6-1 (opposed: Trustee Allen Brewer).
IX. ADMINISTRATIVE REPORT
X. TREASURER REPORT
a.
The Treasurer's Report as of October 13, 2022 was presented to Council.
b.
The Bank & Fund Report dated September 30, 2022 was presented to Council.
XI. ZONING REPORT
a.
Adrian informed the Council that a blight letter has been sent out for a burned
property.
XII. COMMITTEE REPORT
a.
Trustee Gina Hamilton provided an overview of what the Finance Committee
discussed.
b.
Parks & Rec Chair Gina Hamilton provided an overview of the meeting on
October 6th.
c.
DPW Chair Jeff Linton provided an overview of the meeting on October 12th.
d.
Personnel will meet on October 24, 2022 to narrow down the candidates for the
open Zoning position for interviews on November 3, 2022. The Personnel will
meet at 5:30 in the Council Room.
XIII. PRESIDENT DISCUSSION
a.
President Tracey Jackson provided some updates on the Mill Pond project.

Trustee Jeff Linton made a motion to hire Julie Albright for the Zoning
Administrator/Ordinance Compliance position, with a wage to be determined at
a later date Trustee Gina Hamilton seconded the motion. Yeas: Trustee Jeff
Linton, Trustee Gina Hamilton, Trustee Amanda Pfruender, and President
Tracey Jackson. Nays: None. Absent: Trustee Linda Williams, Trustee Shawn
