Attendees: Airport Commissioners: Chair Clayton Raymond, David Ginisi, Richard Liberatore
Others in attendance: Airport Manager Peter Kettle, Nick Ippolito, Deborah Silvar; Solicitor

o Chair Raymond introduced the commission members in attendance.

a. Minimum Standards – Peter – Working on updating to the latest standards; estimated time
of completion is by end of 2021.
b. FPA Lease Renegotiation for new year – Peter – Spoke with Fitchburg Pilots Association;
they will go with 2.2% increase; signed & ready to go
c. Hangars 2 & 3 Roofs – Peter – Completed & with Chief Procurement Officer; Should be going
out next week.
d. Accident Report – Peter – Awaiting accident report; DPW recommends rubble strips and
better signage to prevent future accidents.
3. Correspondence to the commission

4. Project Review of Gale Associates
o REIL’s and PAPI’s
o Awaiting fee proposal from DW White on additional grounding work to meet FAA
standards; Originally wanted to do it on a time & materials basis, however it would be
over $20,000 for what is considered a reasonable cost.
o Will be proceeding to get work completed at a reasonable price.
o FAA deemed lightening damages not redeemable for repairs.
o Airport Master Plan
o Grant has been issued; Contract was officially signed on July 7, 2021
o Inventory of facility took place today
o Chapters 1, 2, 3 have begun and will be ready to present to the commission next month.
o Other Items:
o Airport’s Annual CIP meeting with MassDOT & FAA will be held virtually Thursday,
September 19th @ 1:30pm
o Stand-by Generator
o Preparing an application; capable of powering the admin building and
airfield facilities; will only back-up all city-owned hangars.

o Preparing application; to modify the new tank system to allow for
bottom loading of fuel. ACTION - Nick

o Preparing two applications to repair two hangar doors and four hangar
roofs. ACTION - Nick
There are two (2) projects that Gale Associates, Inc. (Gale) is administering on behalf of the Fitchburg
Airport Commission. They are:
Runway 14-32 Final Design and Construction – AIP No. 3-25-0018-028-2019
Project Description: This project will include the 95% and Bid Set Documents necessary to allow
competitive bidding of the Runway 14-32 Reconstruction Project. This project will also include
Bidding and Construction Phase Services for the new Runway 14-32.
Estimated Project Cost:
FAA Share: $ 13,832,100.00 (90.0%)
State Share: $ 768,450.00 (5.0%)
Local Share: $ 768,450.00 (5.0%)
Total Cost: $ 15,369,000.00 (100%)
Airport Master Plan and Airport Layout Plan update – AIP No. 3-25-0018-029-2021 (TBD)
Project Description: This Project includes an update to the FIT Master Plan and Airport Layout
Plan which were last updated in 2008. It is anticipated that this project will review the adequacy
of the Airport’s landside and airside facilities, including hangars, aprons, taxiways/taxilanes,
aeronautical and non-aeronautical uses, fencing, improved approach procedures, etc.
Estimated Project Cost:
FAA Share: $ 332,400.00 (90%)
State Share: $ 000.00 (5.0%)
Local Share: $ 000.00 (5.0%)
Total Cost: $ 332,400.00 (100%)
5. Fitchburg Pilots Association
o Update + September Young Eagles re: COVID?
o Awaiting Director of Public Health’s suggestions on usage of
facemasks. ACTION - Peter
6. New Business
o Crew Car
o Original drew car offer has been given to another airport; Mayor
DiNatale has found a crew car and should be insured by tomorrow.

o Brazilian Rodeo & Concert
o Scheduled for September; Peter presented the event layout to the
commission.
o Doors for Hangar 2 & 3 + Roof on Hangar 12 & 13
o Still need financing; Discovered a ‘folding door’ which is already
FAA approved (FoldTite); requested quote and came back at
$10,000 a door.
o Received a quote from a CT construction company for $28,000 for
both hangar doors ($14,000 each).
o Gale believes airport can apply for a grant on roofs for Hangars 12
& 13
o Motion to present to MassDOT Aeronautics – Raymond

o Looking into actual specs for ladder; looking into buying one; will make
sure it is FAA approved if airport buys one.

o RFP extension requested through September 7th and has been approved by the Chief
Procurement Officer.
