FITCHBURG CITY CLERK Fitchburg Municipal Airport Commission Feb 09 2022 9:50 am Meeting Minutes December 22, 2021 LOCATION: City of Fitchburg Legislative Building TIME: 6:00PM Attendees: Airport Commissioners: Chair Clayton Raymond, Beth Walsh, Richard Liberatore, and David Ginisi Others in attendance: Airport Manager Peter Kettle, Airport Assistant Manager, Deb Silvar; of Gale Associates: Matt Caron, Jackie Marks and Nick Ippolito. • Meeting Protocol: Meeting called to order by Chair Raymond: 6:02pm o Chair Raymond introduced the commission members in attendance. o Previous Months minutes-including special meeting minutes o Meeting minutes September 22, 2021 o Motion to approve Sep. Minutes – Liberatore o 2nd – Walsh o 21-12-01 Vote: 4-0 o Meeting minutes October 27, 2021 o Motion to approve Oct. Correspondence to the commission o Christmas card to the airport commission on behalf of Gale Associates 4. Project Review of Gale Associates o REIL’s and PAPI’s o Received estimates for grounding work on the runway project that needs to be completed- by two parties: DW White and Moulison- based on estimates, both MassDOT Aeronautics and FAA advised Gale to select Moulison due to the lower estimate of $6,000 vs the $20,000 estimate from DW White; Project started today and will wrap up tomorrow (12/23) with the final round of resistance testing. o Airport Master Plan o Chapter 4 forecast feedback was relayed back to Gale and has now been publicized on the airport’s website. o Request for approval to airport commission to move Chapters 1-4 forward to the FAA for approval. o Motion to forward Chapters 1-4 to FAA – Raymond o 2nd – Liberatore o 21-12-04 Vote: 4-0 o Stand by Generator o Unfortunately, the back-up generator trips the simplified acquisition threshold and now will need to go out for public bid; Gale has developed a fee proposal and has been reviewed and approved by MassDOT and are now working on independent fee documents to be sent over to MassDOT where they will make sure Gale’s estimate is fair and reasonable. Once approved, Gale will begin preparations on this project. o Self-Serve Fuel Transfer to Truck/From Truck to Self- Serve o MassDOT is ready to receive the grant application; Mr. Ippolito will be working with Peter on getting the grant ready to be sent out. § ACTION – Kettle There are two (2) projects that Gale Associates, Inc. (Gale) is administering on behalf of the Fitchburg Airport Commission. They are: Runway 14-32 Final Design and Construction – AIP No. 3-25-0018-028-2019 Project Description: This project will include the 95% and Bid Set Documents necessary to allow competitive bidding of the Runway 14-32 Reconstruction Project. This project will also include Bidding and Construction Phase Services for the new Runway 14-32. Estimated Project Cost: FAA Share: $ 13,832,100.00 (90.0%) State Share: $ 768,450.00 (5.0%) Local Share: $ 768,450.00 (5.0%) Total Cost: $ 15,369,000.00 (100%) Airport Master Plan and Airport Layout Plan update – AIP No. 3-25-0018-029-2021 (TBD) Project Description: This Project includes an update to the FIT Master Plan and Airport Layout Plan which were last updated in 2008. It is anticipated that this project will review the adequacy of the Airport’s landside and airside facilities, including hangars, aprons, taxiways/taxilanes, aeronautical and non-aeronautical uses, fencing, improved approach procedures, etc. Estimated Project Cost: FAA Share: $ 332,400.00 (90%) State Share: $ 000.00 (5.0%) Local Share: $ 000.00 (5.0%) Total Cost: $ 332,400.00 (100%) 5. Fitchburg Pilots Association o Update o Met with the FPA last Tuesday- gave a presentation similar to what was presented to MAMA; Announced to the FPA the FAA restrictions that have now been placed for non-aeronautical events. o Came to an agreement where we could host a ‘Wings and Wheels’ event where the wheels are the Ford V8 and the wings would be from the pilot’s association. o Both FAA & MassDOT approved the event. o Motion to approve Wings & Wheels Event for April 23rd & 24th– Raymond o 2nd – Liberatore o 21-12-05 Vote: 4-0 6. New Business o Pete Store o Peterbilt is interested in the 10 acres of land north of Runway 2-0 o Peterbilt has presented the airport with a proposal of $19,200 to rent the 10 acres each year. o George Pantelli has suggested to get a license drafted. o Assistant Manager Deb Silvar is working with Solicitor Pusateri on a license and is also working with Chief Procurement Officer Mary Delaney regarding the conversations and interest on a potential land rental. o Currently asking for approval to move forward with a deal. § ACTION – Deb Silvar 7. Old Business • Drone Ordinance o Cannot get a petition through city council nor have police prevent drone flyers from flying- FAA has advised that drones can be flown anywhere within reason. • Land Access Rental – Leominster DPW o Check has been posted with the city and is now complete • Lease Assignment – Rick Bullock o Complete; Mr. Corley is now the tenant in the Bullock Hanger • Door for Lobby o Awaiting a response from the Facilities Director for the city to get some quotes from third parties. o ACTION – Kettle • R4102A and R4102B o Still awaiting a meeting with Devens, the FAA and MassDOT o ACTION – Kettle • Tie Downs o FPA COOP requested time to think about the Tie Down proposal; Still awaiting response from Solicitor Pusateri o ACTION – Kettle • RFP – 7 to 9 Hangars o No further developments regarding the meeting between Mr. Sheffels of Principle Group and Solicitor Pusateri. Meeting to be set up. o ACTION – Pusateri/Sheffels • Hangar 10 New Door o Facilities Director did not like the previous quote given; Mackenzie Engineering provided a quote for less and the airport is now moving forward with Mackenzie Engineering. The Airport is waiting for the signed, stamped, approved engineering drawings. o Mr. Corley, the previous Hangar 10 owner has subleased the hanger back to the City of Fitchburg. • Doors for Hangar 2 & 3 o Awaiting MassDOT ASMP Grant o ACTION – Kettle • Doors for Hangar 12 & 13 o Awaiting MassDOT ASMP Grant o ACTION – Kettle o • Crew Car o Awaiting for proposal from Solicitor Pusateri o ACTION – Pusateri • Standby Generator o Awaiting Gale Associates action o ACTION – GALE o • Self-Serve Fuel Transfer to and from truck o Awaiting Gale Associates action o ACTION – Kettle/GALE • Minimum Standards o Copies will be made and distributed to airport commission for review o ACTION – Commission. o MassDevelopment Grant Received o Mary Jo Bohart, Economic Development Director of the City of Fitchburg announced the airport received a $100,000 site-readiness grant; Could be used for non-aviation use but also potentially for aviation use. o This is intended for the airport commission to realize the full economic potential of the land that we have at our disposal. o ACTION – Commission 8. Financial Review o No abatements at this time. o Mr. Bullock by the time he closed up his hangar owed nothing to the airport- 18 years ago owed $18,000 to the airport. 9.
