Fitchburg, MA 01420 Board of License Commission: 072-13. Chinubha Patel, to petition the State Legislature to grant the City of Fitchburg one additional section 15 Package Store wine/malt license above quota, to be issued to Supermart, an existing business at 7 Westminster St., Fitchburg. (Be Given Leave to Withdraw) City Property Committee: 137-08. Thomas Szocik, Fitchburg Redevelopment Authority, and David Streb, Planning Coordinator, to discontinue & abandon as a public street or way, a portion of Cherry St. between Snow St. & North St. as shown on the enclosed map. Mr. Sean Pater, to designate Flat Rock Road, Fitchburg, MA, as a Scenic Road in accordance with the Fitchburg Scenic Road Act Chapter 40, Section 15C. (Be Granted) 158-09. Councillor Jody Joseph, to put excess city vehicles currently stored at City Hall and off site up for sale or auction. (Be Granted) 30-10. ORDER: Appropr. $25,000, same to be credited to DPW- STREETLIGHTS and charged against AVAILABLE FUNDS. (Be Adopted) 082-13. ORDER: Appropr. $75,000, same to be credited to DPW- SNOW AND ICE EXPENSES and charged against AVAILABLE FUNDS. (Be Adopted) 083-13. ORDER: That the City of Fitchburg approves the expenditure of funds from the MA Development Demolition Grant-Former Central Steam Plant, in the approx. amount of $500,000, for the purposes of said grant. (Be Adopted) 084-13. ORDER: Transfer $92,500 from POLICE PERSONAL SERVICES to accounts as follows: $80,000 to POLICE PERSONAL SERVICES OVERTIME and $12,500 to POLICE EQUIPMENT AND REPAIR. (Be Adopted) 085-13. ORDER: The City of Fitchburg approves the expenditure of funds from the MA Casualty Incident Trailer (MCI Trailer) Grant, in the approx. amount of $1,500, for the purposes of said grant. (Be Adopted) 079-13. Atty. John Barrett, City Solicitor, to amend Article IV, S. 94-6 of the Code of the City of Fitchburg by adding a new paragraph “D” as outlined in the enclosed petition (Municipal Agency Fees). (Be Amended to recommend inclusion of the code change as specified in the attached) (Be Granted as Amended) COMMUNICATION: Atty. John Barrett, City Solicitor, RE: Ice Cream Vending Truck Permits. (Be referred to Petition #079-13) Legislative Affairs Committee: Oral report on the following Matters: 024-13. AN ORDINANCE: Amending Chapter 157, Section 33 of the Code of the City of Fitchburg by deleting Chapter 157, Section 33 in its entirety, and by inserting in place thereof, the following (Section 157-33 Removal of Snow and Ice from City Sidewalks). (Re: Petition 16-2013) 028-13. Councillor Jeffrey Bean, to allow the use of Retired Fitchburg Police Officers to be hired by the Fitchburg Public School System to be used to help supplement (not replace) the Community Resource Officer Program. This will allow expansion of the program into the Elementary and other school programs. 047-13. Councillor Dean Tran, to review the City Code and institute the appropriate changes for the inclusion of the female gender to all city positions, elected and non-elected, beginning with the position of the Mayor. VIII. HEARINGS 011-13. Jay D. Bry, Vice President of Administration and Finance, Fitchburg State University, to discontinue a portion of Highland Ave. from intersection of Holman St. to the intersection of Ross St. (See plan hereto). 104-13. Comcast of Massachusetts, III, Inc. to be granted a location request to install a new conduit system to provide service to the ARC at 564 Main St. IX. ORDERS - OTHER 107-13. ORDER: An Act authorizing the Commonwealth to approve a Home Rule Petition from the City of Fitchburg to grant one additional G.L. c. 138 Section 15 Package Store Wine/Malt License above the maximum number of licenses issued by the City and to issue such license to the company entitled Ray’s Variety located at 767 River Street, Fitchburg. (Reference Petition #043-13) X. ORDINANCE 108-13. AN ORDINANCE: Amending Chapter 94 of the Code of the City of Fitchburg, entitled “FEES” by adding a new Article IV to Chapter 94 as follows: Article IV-Police Department Fees (Ice cream vending truck) (Reference Petition #79-13) (First Reading) XI. PETITIONS 109-13. Councillor Jody Joseph and Clement Cotnoir, to place a crosswalk at the corner of Jeffrey St. and Electric Ave. This would allow Mr. Cotnoir access to the adjacent sidewalk. (Public Safety Committee) 110-13. Various Residents of High Street, to slow down speeders on High Street. (Public Safety Committee) 111-13. Councillor David Clark, to repair or replace sidewalk in front of 183 Charles St. (Public Works Committee) 112-13. Councillor Jody Joseph and Eric Hammond, to place a berm on Carey St. for property located at 64 Old Leominster Rd., run off is affecting property.
