Council as a Whole Committee:
Council as a Whole Committee was held on April 23, 2013. There
were two items on the agenda:
1. Letter to Robert G. Nunes, Deputy Commissioner & Director of
Municipal Affairs, Division of Local Services, Boston MA from
Mayor Lisa A. Wong
2. Draft FY2014 City of Fitchburg budget submitted by Mayor Lisa
A. Wong
The first item on the agenda was discussed at length. No vote or
action was taken.
There was no specific discussion pertaining to the second item
on the agenda.

Public Works Committee:
238-12. Councillor Thibault-Munoz and Kelly Hertel request the
paving and repaving of Caswell Road.

106-13. Councillor Norman L. Boisvert, to repair/replace
sidewalk beginning at intersection of Clarendon St.
and ends at Depot St. and Franklin Rd.

111-13. Councillor David Clark, to repair or replace sidewalk
in front of 183 Charles St.

112-13. Councillor Jody Joseph and Eric Hammond, to place a
berm on Carey St. for property located at 64 Old
Leominster Rd., run off is affecting property.

Records Committee:
Oral report on the following Matter:
045-13. Councillor Jeffrey Bean, to reduce the amount of paper
documents included in the City Council bi-weekly
package and to look at other alternatives such as
email, pdf, and use of tablets. Also establish a City
Council intranet site to include calendar, documents
and City Ordinances.
VIII. PUBLIC HEARING
RE: Draft FY2014 City of Fitchburg Budget
IX. ORDERS
114-13. ORDER: That the City of Fitchburg approves the
expenditure of funds from the MA Clean Energy
Technology Center Grant (MassCEC) in the approx.
amount of $60,000.
115-13. ORDER: Transfer $37,100, from WATER CAPITAL SYSTEM
IMPROVEMENTS to accounts as follows: $15,100 to WATER
PERSONAL SERVICES and $22,000 to WATER PERSONAL
SERVICES OVERTIME.
116-13. ORDER: That the City of Fitchburg approves the
expenditure of the remaining funds totaling $27,137.20
from the Helmi Johnson Fund, for the security system
at the front entrance of the Fitchburg Senior Center.
117-13. ORDER: Appropr. $42,565, same to be credited to
BUILDING-TRAFFIC SIGNALS EXPENSE and charged against
AVAILABLE FUNDS.
X. ORDINANCE
108-13. AN ORDINANCE: Amending Chapter 94 of the Code of the
City of Fitchburg, entitled “FEES” by adding a new
Article IV to Chapter 94 as follows:
Article IV-Police Department Fees (Ice cream vending

XI. PETITIONS
118-13. Mayor Lisa A. Wong, to create a Financial Taskforce
with a term to last from September 1, 2013 through
September 1, 2015, as outlined in the enclosed
Petition.

119-13. Councillor Marcus DiNatale, to amend Ch. 3, Article V
of the Fitchburg City Code so that the salaried
positions of City Solicitor and Assistant City
Solicitor reflect a “contract services” expense to be
selected and/or renewed by the Mayor of the City of
Fitchburg on an annual basis effective July 1, 2013.

120-13. Councillor Jeffrey Bean, to amend the rules of the
Fitchburg City Council to include: “During any
meeting that is subject to the Massachusetts Open
Meeting Law, elected officials, volunteer board
members, and City support staff are prohibited from
using electronic communications devices”.

121-13. Councillor Thibault-Munoz, to request that the City
Hall 718 Main St. Parking lot be used as public
parking to alleviate lack of parking on the upper
section of parking for small businesses.

122-13. Councillor Thibault-Munoz, to request that a senior
parking permit for the parking lot located on Boulder
Drive and Putnam Place be given for Monday through
Thursday 8:30 am to 12:00 pm.

123-13. Councillor David Clark, to place a 2 hour parking sign
at the intersection of Forest and Laurel St.

124-13. Councillor Thibault-Munoz, to request a cross walk on
the bottom of Simonds St. in the intersection of High

125-13. Councillor David Clark, to replace the sidewalk
located at 86 Forest St.

dead tree located to the left of the driveway at 410
