ORDER: Transfer the sum of $5,000 from ELECTION AND REGISTRATION EXPENSES to CITY COUNCIL EXPENSES. (Be Adopted) Legislative Affairs Committee: Oral report on the following Matters: 040-14. Councillor Marcus DiNatale to amend Chapter 3, sections 4A and 19A of the Code of the City of Fitchburg to expressly state the roles and responsibilities of department heads with regard to personnel and budgetary decisions for those divisions that report to them as outlined in 19A. 041-14. Councillor Marcus DiNatale to amend Chapter 3, section 19A of the Code of the City of Fitchburg to include the following provision: that in the event a department head is not funded, all division heads previously reporting to that department head will now report to the Mayor. 042-14. Councillor Marcus DiNatale to amend Chapter 3, section 4A of the Code of the City of Fitchburg to include the following provision: that when the Mayor wishes to create a selection committee for the hiring of any department or division head per Chapter 3 section 19A’s organizational structure, one member of the City Council must be on the committee and that member be solely chosen by the City Council president. 043-14. Councillor Marcus DiNatale to amend Chapter 3, section 19A of the Code of the City of Fitchburg to remove the Building and Zoning Division out of the Community Development Department and have it be a stand-alone department where the Commissioner reports directly to the Mayor. 044-14. Councillor Marcus DiNatale to amend Chapter 3, section 4A of the Code of the City of Fitchburg so that it expressly states that all department heads and division heads, excluding the City Clerk, as outlined in Chapter 3, section 19A of the Code, be appointed by the Mayor and subject to confirmation by the City Council. Planning Board: Oral Report on the following Matter: 037-14. Fitchburg City Council to amend Chapter 181 of the Code of the City of Fitchburg (Zoning) by deleting the word “pennants” from 181.5362 and adding a section 181.5339 to be entitled “Pennant signs”. (Re: Petition 27-2014 granted February 18, 2014) VIII. HEARING 037-14. ORDER: Authorizing the City of Fitchburg to accept the donation by the North County Land Trust, Inc., of a conservation restriction on a certain parcel of land in Princeton owned by the North county Land Trust, Inc., formerly Zins land; and to expend revenues from the Water Enterprise Fund in an amount up to $10,000 for due diligence as outlined in the enclosed Order. AN ORDINANCE: Amending Chapter 169, Section 58 of the Code of the City of Fitchburg entitled “Violations and Penalties” as outlined in the enclosed Ordinance. (Reference Petition #39-14 granted March 18, 2014) (FINAL READING) 075-14. AN ORDINANCE: Amending Chapter 169, Section 11 of the Code of the City of Fitchburg entitled “Violations and Penalties” as outlined in the enclosed Ordinance. AN ORDINANCE: Amending Chapter 169, Section 85.1 of the Code of the City of Fitchburg entitled “Fines and Penalties” as outlined in the enclosed Ordinance. AN ORDINANCE: That Chapter 169, Section 24 of the Code of The City of Fitchburg entitled "Parking Prohibited at all times" as most recently amended, be further amended by deleting therefrom; Name of Street: Side: Location: Highland Avenue Both From Rogers Avenue to Holman Street (Reference Petition #291-10) (FIRST READING) 088-14. PETITIONS 089-14. Requesting the City Council approve a lease to be entered into between the Airport Commission and the Fitchburg Pilots Association, for a term exceeding 20 years, a copy of the lease to be signed is attached hereto. Councillors Jeffrey Bean, Marcus DiNatale, and Dean Tran, to amend Chapter 44, Section 10 of the City Code to reflect City Councilor yearly stipends at $10,000, effective January 1, 2015. Councillor Jody Joseph, to investigate and remedy water problems in the Wanoosnoc, Greenhurst, and Dailey Terrace Area. (Public Works Committee) 096-14. Councillor Joel Kaddy, to request the Water Dept. to erect a monument in honor of people or families who donate land for conservation or water protection.
