This is intended to help you understand the meeting format and assist you with the rules of the Council as they pertain to your participation. All meetings of the Fitchburg City council are open to the public. This does not mean that the public participates in all aspects of the meeting. It simply means that the meeting itself, including all discussions and votes, is open for public view. Executive Session The only time a Council meeting can be closed to the public is when the Council votes for Executive Session in order to discuss sensitive matters in private, such as pending litigation. Any votes taken however, must be taken in open session. OPPORTUNITIES FOR THE PUBLIC TO SPEAK DURING A COUNCIL MEETING: Public Forum The Public Forum occurs immediately following the Pledge of Allegiance. The President will ask if anyone in the audience wishes to speak on any matter appearing on the Agenda. If you wish to address the Council, you must stand and be recognized and follow these rules before speaking: 1. State your name and address. 2. Approach the center table and either stand or sit. This allows you to be seen and heard clearly by everyone in attendance. 3. You may speak only on items appearing on the agenda for no more than (2) minutes. Copies of the agenda are available on the center table prior to the meeting. 4. Please state the petition, order, ordinance, or resolution number to which you refer. Public Hearings Public hearings are held on various issues such as Special Permits and Zoning changes. The same rules apply with the following exceptions: 1. You must stand and be recognized either “in favor” or “in opposition” when asked by the Council President. 2. You need not refer to the petition number. ORDERS-FINANCE 232-17. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of funds from the Digital Federal Credit Union gift in the approximate amount of $7,500.00 (SEVEN THOUSAND FIVE HUNDRED AND 00/100 DOLLARS) for the purpose of said gift, which is to support the Police Department efforts with disadvantaged youth and other community programs. 233-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of funds from the Massachusetts Executive Office of Public Safety and Security, State 911 Department grant in the approximate amount of $139,953.00 (ONE HUNDRED THIRTY-NINE THOUSAND, NINE HUNDRED FIFTY-THREE AND 00/100 DOLLARS) for the purpose of said grant, which is to support salaries and provide repair and enhancement to the E911 service system in the Police Department. 234-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of additional funds from the Massachusetts Executive Office of Public Safety and Security, Highway Safety Division grant in the approximate amount of $8,637.29 (EIGHT THOUSAND SIX HUNDRED THIRTY-SEVEN AND 29/100 DOLLARS) for the purpose of said grant, which is to enhance traffic safety through high-visibility enforcement patrols and purchase of traffic safety related equipment. 235-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of funds from the FEMA/AFT grant in the approximate amount of $486,364.00 (FOUR HUNDRED EIGHTY-SIX THOUSAND, THREE HUNDRED SIXTY-FOUR AND 00/100 DOLLARS) for the purpose of said grant, which is to purchase a new pumper for the Fire Department. 236-18. ORDERED THAT: There be and hereby is transferred from within the sum of FORTY-EIGHT THOUSAND, SIX HUNDRED THIRTY-SIX AND 00/100 DOLLARS ($48,636.00) same to be charged against RESERVE FOR OTHER MUNICIPAL PURPOSES, CAPITAL EXPENSES and credited to FIRE, CAPITAL EXPENDITURES, VEHICLE REPLACEMENT for the purpose of acquiring a new pumper for the Fire Department. 237-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of funds from the Massachusetts Emergency Management Agency grant in the approximate amount of $5,000.00 (FIVE THOUSAND AND 00/100 DOLLARS) for the purpose of said grant, which is to purchase equipment for the city’s Community Emergency Response Team (CERT). 238-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of additional funds from the Massachusetts Department of Transportation’s Municipal Small Bridge Program in the approximate amount of $90,000.00 (NINETY THOUSAND AND 00/100 DOLLARS) for the purpose of said grant, which is to repair the Ashburnham Street Bridge. 239-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of funds from the Federal Aviation Administration (FAA), Airport Improvement Program grant (AIP-27-2018) in the approximate of $595,800.00 (FIVE HUNDRED NINETY FIVE THOUSAND, EIGHT HUNDRED AND 00/100 DOLLARS) for the purpose of said grant, which is for the preliminary design and permitting phase of the runway 14/32 realignment project. 240-18. ORDERED THAT: The City of Fitchburg hereby approves the expenditure of funds from the Massachusetts Attorney General’s Office, Healthy Summer Youth Jobs Program grant in the approximate amount of $4,000.00 (FOUR THOUSAND AND 00/100 DOLLARS) for the purpose of said grant, which is to fund youth jobs in summer employment. 241-18. ORDERED THAT: Authorizing the Mayor to approve the execution and delivery of a Release of the condition merging the lot at 25 First Street, Fitchburg, with the adjacent parcel at 6 Middle Street, Fitchburg, as outlined in the enclosed Order. X. ORDINANCE 242-18. AN ORDINANCE: Two-hour parking spaces shall be installed between 288 and 310 Main Street, by amending the Section 169-26, titled “Time limit parking” as follows: A new line shall be inserted below the line beginning “Lunenburg Street” and following words shall be inserted thereon: The words “Main Street” shall be inserted under the “Name of Street or Parking Lot” column; The word “South” shall be inserted under the “Side” column; The words “2hr.; 8:00 a.m. to 8:00 p.m./except Sundays and legal holidays” shall be inserted under the “Time Limit; Hours/Days” column; and The words “From #288 to #310 Main Street (westerly of existing handicap parking space” shall be inserted under the “Location” column. PETITIONS 243-18. Vincent P. Pusateri II, City Solicitor, to review the provisions of the Side Yard Sales Program and determine whether an amendment should be made to the Side Yard Sales Program so that merger of the Side Yard Sales lot with the abutting parcel of the purchaser is not required, or not required in all cases. Tourigny, Chief of Staff to the Mayor, to declare a certain parcel of land, 0 North Street, as surplus property and sell the same to the FSU Foundation Supporting Organization, Inc. for the amount of $1.00 in addition to closing and administrative costs. Fitchburg Retirement Board, to approve the vote of the Fitchburg Contributory Board taken on June 26, 2018, to increase the supplemental annual allowance from $6,000 to $12,000 provided to the surviving spouses of accidental disability retirees who were unable to provide for any annual allowance to be paid to their spouses at the time of their death. Councillor Marcus DiNatale, to amend the City Code where applicable by striking from it the $1,500.00 annual stipend paid to the Chairperson of the Board of Assessors. (Legislative Affairs Committee) 248-18. Officer Jackson Leroy, to request re: Oliver Street: 1. Add 6 parking meters on the Easterly side. 2. Add 1 loading zone on the Easterly side. 3.
