WARRANT FOR THE ORGANIZATIONAL MEETING OF THE CITY COUNCIL
Dear Councillor:
The Organizational Meeting of the 2022 City Council will be held on Monday, January 3, 2022 at 10:00 AM
in the Legislative Building, 700 Main St., Fitchburg MA.
This meeting will be open to the public. Persons who wish to participate remotely in the Public Forum portion
of the meeting may request a remote attendance meeting link by contacting the City Clerk at
cityclerk@fitchburgma.gov.
The Meeting has been called for the following purposes:
Administration of Oaths of Office to newly elected officials: Mayor, City Council, School Committee;
Election of the Council President for the year 2022;
Election of the Council Vice President for the year 2022;
1 – 22 ORDER: Adopting Rules of the City Council for the year 2022;
2 – 22 ORDER: Setting dates of Regular Meetings of the City Council for the year 2022.

The Organization Meeting of the City Council was held in the Legislative Building, 700 Main Street,
Fitchburg and called to order by Provisional City Clerk Amanda Alford at 10:04 AM. The Clerk made
the following statement:
Please be advised that FATV is conducting audio and video recording of this meeting for public broadcast. I
ask anyone else in the audience who is recording this meeting to please identify themselves for the record now
by standing and stating their name and address.
The Salute to the Flag was led by Councilor Zarrella. The Clerk called the roll and eleven (11) members were
present. Board consists of 11 members. The City Clerk read the warrant for the Organizational Meeting.

The Oath of Office was administered to the Mayor, School Committee Members and City Councilors.

Nominations for Council President were declared open by the City Clerk. The name of Councilor Anthony
Zarrella was placed in nomination and seconded. There were no further nominations. Nominations were
declared closed following a unanimous roll call vote. A vote of unanimous consent resulted in the election of
Councilor Anthony Zarrella as President of the City Council for the year 2022. President Zarrella assumed the
Chair for the remainder of the meeting.

Nominations for Council Vice President were declared open by President Zarrella. The name of Councilor
Andrew Van Hazinga was placed in nomination and seconded. There were no further nominations.
Nominations were declared closed following a unanimous roll call vote. A vote of unanimous consent resulted
in the election of Councilor Andrew Van Hazinga as Vice President of the City Council for the year 2022.
In accordance with Section 1.3 of the Council Rules, President Zarrella appointed Councilor Sally Cragin as
Parliamentarian for the year 2022.

The following Orders were received:
1 – 22 ORDER: Adopting Rules of the City Council for the year 2022
Amendment proposed by Council Bernard Schultz:
Rule 3.20 (formerly Rule 3.21 approved unanimously by the Legislative Affairs Committee on October 12,
2021)
A member shall not, in a single speech, repeat or reiterate points, other than in passing or in brief summation,
nor shall subsequent speech on the same matter or a related matter make more than a passing reference to points
already made on a previous occasion during the same meeting.
VOTE:
Motion to adopt amendment failed by a roll call vote of 6 in favor and 5 opposed (Beauchemin, Couture,
DiNatale, Fleming, Squailia)
A motion to accept the 2021 rules for 2022 passed by unanimous roll call vote. 11 members present. Board
consists of 11 members.
2 – 22 ORDER: Setting dates of Regular Meetings of the City Council for the year 2022.
The dates of the regular meetings of the City Council for the year 2022 are as follows:
JANUARY Tuesday 4th and Tuesday 18th
FEBRUARY Tuesday 1st and Tuesday 15th
MARCH Tuesday 1st and Tuesday 15th
APRIL Tuesday 5th and Tuesday 19th
MAY Tuesday 3rd and Tuesday 17th
JUNE Tuesday 7th and Tuesday 21st
JULY Tuesday 5th and Tuesday 19th
AUGUST NO MEETINGS
SEPTEMBER Thursday 8th and Tuesday 20th
OCTOBER Tuesday 4th and Tuesday 18th
NOVEMBER Tuesday 1st and Tuesday 15th
DECEMBER Tuesday 6th and Tuesday 20th
Meetings are scheduled to begin at 7:00 PM
