BOARD OF LICENSE COMMISSIONERS City Hall, 166 Boulder Drive Fitchburg MA 01420 (978) 829-1820 Daniel Sarefield, Chairman Richard Boscardin John Zarrella MINUTES OF MEETING A regular meeting of the Board of License Commissioners was held on November 16, 2020 over the Zoom meeting platform, and called to order by Commissioner Sarefield at 6:02 PM. Commissioners Boscardin and Zarrella were also present. FPD Liaison Lieutenant Howe was present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) The minutes of October 19th and November 4th were approved. Solicitor: Ryan Navas, 45 Fairmount Street, Leominster for Verizon Services. Mr. Navas was present at the meeting. He stated that he would be following health and safety guidance provided by Verizon, which included remaining 8 to 10 feet from others and a touchless application for customers. He also mentioned that he had spoken to Steve Curry, Board of Health Director, in order to move forward. Commissioner Sarefield reminded him to always wear his appropriate identification and to contact the Police Department when he would be in an area so that they would be aware of his presence. Approved by roll call vote 3/0. Amendments to existing licenses: Wyman’s Liquors South Inc., 519 Electric Ave, for Change of Manager to Sean M. Heinold. Mr. Heinold and Mr. Patrick Wyman were present at the meeting. Mr. Heinold stated that he had been employed by the establishment for many years. Mr. Wyman said that Mr. Heinold was ready to take on this responsibility and that Mr. Heinold had attended specific trainings regarding under-age drinking. Commissioner Sarefield reminded Mr. Heinold to report any incidents as soon as possible. Mr. Heinold remarked that they had an “Incident Binder” especially for this. Approved by roll call vote 3/0. Laksmi Corporation dba Super Liquors, 784 Water Street for Change of Hours on Sunday from 12PM to 10AM. Mr. Chirag Patel was present at the meeting. Commissioner Boscardin stated that he had received a complaint of employees not wearing a mask in the store. Mr. Patel said that he had notified all employees that they should be wearing one at all times. Approved by roll call vote 3/0. Page 1 Navdurga Corporation dba Topps Liquors, 128 Water Street for Change of Hours on Sunday from 12PM to 10AM. Ms. Tejalben Patel was present at the meeting. Commissioner Boscardin noted that there had been incidents in front of the store with intoxicated individuals. Ms. Patel stated that she was working with the manager of the Market Basket to try and cull these activities. Lieutenant Howe said that it would be helpful for her and the manager of Market Basket to take special note of the bottle return area, and if there were issues, that the Police Department could be called. Ms. Patel agreed that the staff would be especially careful in regards to not selling to anyone who was intoxicated. Approved by roll call vote 3/0 The following renewals were approved by roll call vote 3/0 2021 Renewals for Late Closing Permits (2AM) Facility Management Corporation, 1000 John Fitch Highway (Sunday through Saturday). Log Cabin, 135 Westminster Street (Sunday through Saturday). Darios Diner Inc., 187 River Street (Sunday through Saturday). Upper Common Inc. dba the Boulder, 880 Main Street (Sunday through Saturday). 2021 Renewals for Late Closing Permits (1AM) Falcon Hub, 160 Pearl Street (Monday through Saturday) Page 2 Ms. Mary Jo Bohart, Director of Economic Development, joined the meeting to inquire regarding the process of late closing renewals versus regular licensing, as well as to let the Commission know that there were several grant opportunities available to licensees and she would be reaching out to them. The Clerk will provide her with a list of licensees on file. A brief discussion regarding the hopes that may licensees would be able to return in 2021 ensued. II. CORRESPONDENCE ABCC Actions Placed on file in the Clerk’s Office. III. NEW BUSINESS The Clerk noted that the draft meeting dates for 2021 would be sent to the Commissioners for their approval. The meeting adjourned at 6:57 PM.
