MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on October 18, 2021 over the Zoom
meeting platform, and called to order by Commissioner Sarefield at 6:03 PM. Commissioners Boscardin
and Zarrella were also present at the meeting. FPD Liaison Lieutenant Howe and Provisional City Clerk
Amanda Alford were present.
I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S)
The minutes of October 4, 2021 were approved by unanimous consent 3/0.
Commissioner Zarrella recused himself from the vote of minutes for October 8, 2021. Minutes were
approved by unanimous consent 2/0.
II. APPLICATIONS:
Solicitors
Tyler Malho – Power Home Remodeling
Tyler Harjula – Power Home Remodeling
Brian Sierra – Power Home Remodeling
Mr. Malho, Mr. Harjula, and Mr. Sierra were present at the meeting. Commissioner Sarefield asked if
they had experience soliciting for Power Home Remodeling. Mr. Sierra confirmed that they were
currently soliciting in a few towns. Commissioner Sarefield reminded the applicants to contact
Dispatch each day that they worked in Fitchburg, wear their approved license, and also wear
identifying clothing for the business. He also noted the days and hours that they were permitted to
solicit.
Applications approved by unanimous consent 3/0.
Monday through Saturday Entertainment Permit
Joe Ferguson, Director of ReImagine North of Main - Trick or Treat on Main Street, from 1PM-4PM
for live acoustic music and live amplified music on Saturday, October 30, 2021.
Mr. Ferguson and Ms. Fernandez were present at the meeting. Mr. Ferguson noted that this will be his
third time coordinating this event and he has partnered with Ms. Fernandez from Fitchburg Public
Schools this year. Mr. Ferguson requested the application be amended to reflect 12:00 p.m. – 2:00
p.m. as this has been the tradition for the event in years past. Commissioner Sarefield suggested the
time be extended to 2:30 p.m. as it is a requirement of the permit to stop entertainment a half hour prior

to the end time. Mr. Ferguson agreed this would be ideal so they would have time to breakdown after
the event. Lt. Howe noted that they had also applied and were approved for a public assembly request
which includes road blocks on Main St.

Special One Day License- Wine and Malt Beverages
William George diMario, Green Road LLC d/b/a Thirsty Robot Brewing Co, for Vendor Fair Saturday,
October 23, 2021 from 11AM to 2PM at 265 Summer Street.
Mr. DiMario was present at the meeting. Commissioner Sarefield reminded Mr. DiMario that he would
need to turn his annual license into the Fitchburg Police Department for the day of the event and post
the Special One Day License at his establishment. He asked Lt. Howe if he had any concerns with
parking or traffic related to the event. Lt. Howe noted he had no concerns as there was ample parking
at the establishment and the event should not cause any traffic concerns.

Special Extension of Outdoor Licensed Premises

Mr. DiMario was present at the meeting. He explained that his plan was to extend the existing patio to
continue around the side of his building. Currently the size of the patio is 25x25 and this alteration
would increase the size to 25x75. He noted that he will be installing shade sails and protective
barriers.
Commissioner Sarefield noted that the application had been signed off on by the all the necessary
departments. He asked Lt. Howe if he had any concerns with the application. Lt. Howe noted he had
no concerns with the application.

Application for a new Retail Restaurant, Wine and Malt Beverage License
Doughboys Pizzeria, 150 Main Street
Mr. Brad Druckenbroad was present at the meeting. Commissioner Sarefield asked the applicant if he
had retained an attorney to navigate him through the application process. Mr. Druckenbroad
answered no. Commissioner Sarefield noted that there was a minor typo on page 3 of the ABCC
application and requested he submit a corrected version to the Clerk’s office.

III. NEW BUSINESS
Lt Howe noted that he had been made aware of an altercation at Mill City Pub on Saturday, October
16th at 1:07 a.m. A patron attempted to enter the establishment without identification and was denied
entry. The individual walked to the backdoor and was let into the establishment by a patron inside. An
altercation between this individual and another patron began inside. Mr. Lagoy broke up the fight and
instructed both patrons to leave the premises. The fight continued in the parking lot which led to a
stabbing. He noted that the police were quickly called and Mr. Lagoy and patrons inside were fully
cooperative with the responding officers and access to the video tapes was granted. According to the
officers that responded, overserving was not a concern. Commissioner Sarefield noted that perhaps
they should have security at the backdoor or an alarm system to prevent unauthorized access. Lt. Howe
agreed to talk with Mr. Lagoy about these options.
Commissioner Boscardin noted that he witnesses a Leominster taxicab driving at a high rate of speed
and ran a red light on Sunday October 17th. Lt. Howe noted that he would reach out to Leominster
Taxi to inform them of the incident.
The meeting adjourned at 7:15 PM
