MINUTES OF MEETING
A regular meeting of the Board of License Commissioners was held on Wednesday, February 21, 2024 in
person and called to order by Commissioner Sarefield at 6:01 PM. Commissioner Fossa and Commissioner
Boscardin were present. FPD Liaison Lieutenant Jeffrey Howe and Assistant City Clerk Elizabeth McNiff
were present.

The Regular Meeting Minutes of February 5, 2024 were approved by roll call vote 3/0.
III. NEW APPLICATIONS

(5) (Discussion of CORI results), if required during this portion of the Agenda, and will return to
regular session upon completion.
2024 Annual Monday-Saturday Entertainment Permit
1. InTown Fitchburg – Mill Street Stage
2024 Annual Sunday Entertainment Permit
1. InTown Fitchburg – Mill Street Stage
Ms. Monique Guthrie was present from InTown Fitchburg. She updated the commission about the Mill
Street stage space and InTown’s online platform. Ms. Guthrie informed the commission that she is
unsure of InTown’s future and her involvement with the program as of June of 2024.
Annual applications approved with an in person review at the May 20, 2024 meeting by unanimous roll
call vote 3/0.
Solicitor Applications
1. Raphael Coelho – Power Home Remodeling
2. Amal Mallikarachchi – Sun Run
Mr. Coelho and Mr. Mallikarachchi were not present at the meeting.
Move applications to the March 4, 2024 meeting approved by unanimous roll call vote 3/0.
Taxi Driver Permit
Andrew Grace – City Cab Company
Mr. Grace was present at the meeting, Commissioner Fossa disclosed that while he has a relationship
with the corporation but has no financial impact at stake. Commissioner Sarefield discussed the Taxi
and Livery Service Regulations, as well as his driving history.

Late Closing Permit (2AM)
Gregory Bernadette, Lab 978, DBA Tryst Lounge, 320 Main Street (Sunday-Saturday)
Mr. Bernadotte was present at the meeting. After his initial meeting in August 2023 he returned for the
review of obtaining a 2AM closing permit for all days of the week. He shared with the commission how
business was going and that he does not plan on being open every night to 2AM but would like to have
it for nights that he may stay open later for an event. Lt. Howe expressed no concerns from the police
department, but reiterated that if there are any problems to contact the police right away.
Application approved by unanimous roll call vote 3/0.
IV. CORRESPONDENCE
No new correspondence.
V. NEW BUSINESS
Building and Fire Department pertaining to license applications and their approval.
Interim building commissioner Mr. Felix Zemel was present VIA zoom. The commission and Mr. Zemel
discussed the process of obtaining signatures on submitted applications and how the building
department and city clerk’s office are working on getting the whole process online to make the process
more efficient.
