Commissioner Fossa were present. Commissioner Boscardin was present VIA zoom. FPD Liaison Lieutenant Ryan Keenan, Officer Michael Sevigny, City Clerk Joanna Bilotta, and Assistant City Clerk Elizabeth McNiff were present. I. REVIEW AND APPROVAL OF MINUTES OF PRIOR MEETING(S) 1. Regular Minutes of May 19, 2025 The regular meeting minutes of May 19, 2025 were approved by roll call vote 3/0. II. NEW APPLICATIONS Please note that the Commission may enter into Executive Session pursuant to G.L. c. 30A, sec. 21(a) (5) (Discussion of CORI results), if required during this portion of the agenda, and will return to regular session upon completion. The commission took up applications #5-10 as a group, and will review applicant #3 Mr. Hayes separately. Commissioner Sarefield advised they need to wear Identification and the City of Fitchburg Solicitation hours are Monday – Saturday 9:00 AM - 5:00 PM, no Sundays or Holiday hours. Page 1 Lieutenant Keenan informed the applicants that they are responsible to notify the police department of what areas of the city they will be working each day. Commissioner Sarefield also shared that they should notify the Police Department of the vehicles they will be using while soliciting. Applications #5-10 approved by roll call vote 3/0. Application for Mr. Pintsopoulos moved to June 16, 2025 meeting by roll call vote 3/0. Fitchburg Senior Center 2025 Renewal for Annual Sunday Entertainment Permit 1. Fitchburg Senior Center Ms. Koeck was absent at the meeting. City Clerk Joanna Bilotta spoke on her behalf. She noted that these items pertain solely to the renewal of entertainment permits for the senior center. Applications approved by unanimous roll call vote 3/0. Monday-Saturday Entertainment Permit Cedric Arno, 30th Anniversary Music Mania Television: Hip Hop Health Summit, 0 Boulder Drive, Saturday, July 19, 2025, for live amplified music, DJ, dancing, and panel discussion from 11:00 AM to 8:30 PM, for approximately 50 people. Mr. Arno was present at the meeting. Commissioner Sarefield reviewed the application and verified that Mr. Arno is aware that all entertainment must be shut down thirty minutes prior to closing. No concerns from Lt. Keenan. Application approved by unanimous roll call vote 3/0. Sarah Gregory, LUK Inc., Common Ground Green Street Park, 55 North Street, Saturday, August 23, 2025, for DJ, from 10:00 AM to 4:00 PM, for approximately 150 people. Ms. Gregory were present at the meeting. Ms. Gregory explained to the commission that the event is a free basketball clinic that will have a DJ present for the duration of the event. Commissioner Sarefield reviewed the application and verified that Ms. Gregory is aware that all entertainment must be shut down thirty minutes prior to closing. No concerns from Lt. Keenan. Application approved by unanimous roll call vote 3/0. Page 2 Christine Carrion, Worship, 0 Main Street, Saturday, June 28, 2025, for live amplified music, from 12:00 PM to 3:00 PM, for approximately 40 people. Ms. Carrion was present at the meeting. Commissioner Sarefield reviewed the application and verified that Ms. Carrion is aware that all entertainment must be shut down thirty minutes prior to closing. No concerns from Lt. Keenan. Application approved by unanimous roll call vote 3/0. Sunday Entertainment Permit Katelyn Murphy, Summer Festival, 68 Airport Road, Sunday, June 22, 2025, for live amplified music, from 12:00 PM to 4:00 PM for approximately 25 people. Ms. Murphy was present at the meeting. Commissioner Sarefield reviewed the application and verified that Ms. Murphy is aware that all entertainment must be shut down thirty minutes prior to closing. Lt. Keenan inquired about the number of people present throughout the day. Ms. Murphy explained that approximately 200 individuals in total, with no more than about 25 people in the space at any given time. Aside from this inquiry, Lt. Keenan raised no additional concerns. Application approved by unanimous roll call vote 3/0. Special One Day Wine & Malt Beverages Abby Kelly, Gluten-free food fest, 100 Game on Way, Saturday, September 20, 2025, from 10:00 AM to 5:00 PM, for approximately 3000 people. Ms. Kelly was present at the meeting. Ms. Kelly explained to the commission that this is an event that will have 100-125 venders present, and it is mostly an event based around food. There will be about five alcohol venders with samples for people to try. The commission expressed concerns about where that area will be and keeping it maintained. Ms. Kelly stated that she can have the area with those five venders group off. She also agreed to have a separate-colored wrist band for those customers over 21 years of age who will be partaking in the sampling. Commissioner Sarefield reviewed the applications and verified all servers have TIP certifications. Lt. Keenan questioned where exactly in the vicinity the event will be taking place. Ms. Kelly explained that all the venders will be inside where the courts are located, while there will be a handful of food trucks outside. Lt. Keenan raised no additional concerns. Application approved contingent on the applicant following up with FPD by unanimous roll call vote 2/0. Special One Day All Alcoholic Beverages David Gordon, Block Party, 0 Boulder Drive, Thursday, July 3, 2025, from 4:00 PM to 10:00 PM, for approximately 40 people. Mr. Gordon and Mr. Hall were present at the meeting. Mr. Gordon explained the set up and protocols as years prior are to be followed as usual, the only difference this year is Mr. Gordon is not sure of the exact spot he will be placed on Boulder Drive. Picketed area will be set up for the customers drinking and doorman carding people as they enter. Commissioner Sarefield reviewed the applications and verified all servers have TIP certifications. Change of Manager Application Tikendra Patel, Shikha LLC, 7 Westminster Street Mr. Patel was not present at the meeting. Application moved to June 16, 2025 by unanimous roll call vote 2/0. III. SUMMONS HEARING Trinity Solar, LLC Ms. Marissa Vila a representative from Trinity Solar legal department was present at the meeting VIA zoom. Commissioner Sarefield explained to Ms. Vila the reason for this summons had to do with some complaints the city has received involving Trinity Solar soliciting past the hours that are within the city’s ordinance. Ms. Vila said she did receive a ring video camera footage showing a solicitor out at approximately 7:00 PM. Commissioner Fossa also shared with Ms. Vila that he himself had a solicitor at his house at approximately. Ms. Vila apologized on behalf of the company and ensured with the commission that she will address this issue and reach out to the general manger for this area of soliciting and inform them on bettering the training process for new individuals coming in and current employees as well. To reiterate to their staff the hours of operation for the city and rules and regulations they need to follow in order to comply with the city’s ordinance. Motion to take no action approved by roll call vote 2/0. IV. CORRESPONDENCE Massachusetts State Lottery monitor install All Prime #129, 237 Lunenburg Street. City Clerk Joanna Bilotta shared with the commission the correspondence from Massachusetts State Lottery installing a Keno monitor at their establishment. On file at the City Clerk’s Office. City Clerk Joanna Bilotta shared with the commission another correspondence from Massachusetts State Lottery installing a Keno monitor at Sullivan’s Liquors, located at 363 River Street. On file at the City Clerk’s Office. Commissioner Fossa shared with the commission his official statement regarding a solicitor out past soliciting hours at his home. On file at the City Clerk’s Office. Page 4  City Clerk Joanna Bilotta shared with the commission that the hearing with the ABCC and Mill City Pub and Pizza LLC is rescheduled to Monday June 16, 2025 at 10:00 AM. On file at the City Clerk’s Office. V. NEW BUSINESS Officer Keenan shared with the commission that there was a disturbance call received Saturday, May 24, 2025 at approximately 11:31 PM at Mill City Pub & Pizza. There was an altercation between two patrons, by the time FPD showed up all parties involved had left the premise. Motion to take no action approved by roll call vote 3/0.
