CITY OF FLORA REGULAR COUNCIL MEETING MINUTES CITY HALL COUNCIL CHAMBERS 131 EAST SECOND STREET May 4, 2026-4:30 P.M. OPENING CEREMONIES Mayor Linda Spicer called the Regular Council Meeting of the City of Flora to order, and City Clerk Kaci O'Dell called roll. Present were Mayor Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley. Commissioner Jim Fehrenbacher and Commissioner Lacey Lewis. Others in attendance were Chief of Police Jeremy Ruger, City Attorney Bob Coble, City Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, City Treasurer Stephanie Bailey, Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. There were a few guests and two media representatives in attendance. Mayor Linda Spicer led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation. PUBLIC COMMENTS Chris Schoo, American Legion Post 914 of Louisville, IL presented the council with an appreciation plaque for the City's help with last year's walk. Then, he addressed the board for a request. A MOTION TO APPROVE THE 3^^ ANNUAL VETERAN'S SUICIDE AWARENESS WALK ON MAY QTH, 2026 AT 8:00 A.M. WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER. > Vote: Yes-Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None Kristen Logan, with Clay County Farm Bureau Young Leaders had one request. A MOTION TO APPROVE USE OF CHARLEY BROWN PARK FOR THE ANNUAL RODEO ON JULY 24, 2026 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER LEWIS. > Vote: Yes-Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent - None Toby Rinehart, had a request on behalf of Clay County Cruisers, Inc. A MOTION TO APPROVE USE OF CHARLEY BROWN PARK FOR CLAY COUNTY CRUISERS, INC. 22"D ANNUAL CAR AND TRUCK SHOW ON JULY 25, 2026 WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None May 4, 2026 Page 2 APPROVAL OF AGENDA A MOTION TO APPROVE THE AGENDA FOR THE MAY 4. 2026, REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER LEWIS. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None CONSENT AGENDA The following items were listed under the Consent Agenda: • APPROVE REGULAR COUNCIL MEETING MINUTES OF APRIL 20, 2026 • APPROVE PUBLIC HEARING MINUTES OF APRIL 20, 2026(REZONE FOR 123, 126, 223, 226 RUTH STREET) • APPROVE PUBLIC HEARING MINUTES OF APRIL 20, 2026(2026-2027 BUDGET) • APPROVE WARRANT LIST APRIL 16, 2026 THROUGH APRIL 30, 2026 A MOTION TO APPROVE THE CONSENT AGENDA WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None REGULAR BUSINESS Mayor Spicer thanked Rotary for the new bathrooms at the pickleball courts and stated that they are now in operation. Next, Spicer announced the City received a plaque on behalf of the Flora Coon Club, thanking Flora for being a host city. Then, she reminded residents of Spring Clean-Up starting on May 18^^. A MOTION TO APPROVE THE REAPPOINTMENT OF MARALEE JOHNSON, ROBBIN DICKEY. AND JOE MCCOY TO THE FLORA PUBLIC LIBRARY BOARD OF TRUSTEES(3-YEAR TERM TO EXPIRE 04/30/2029) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None A MOTION TO APPROVE THE APPOINTMENT OF JANE BLANCHETTE TO THE FLORA PUBLIC LIBRARY BOARD OF TRUSTEES TO COMPLETE KAREN BRISCOE'S TERM (TERM TO EXPIRE 04/30/2027) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None A MOTION TO APPROVE THE RESIGNATION OF DEBBIE LAMB FROM TOURISM COMMITTEE (EFFECTIVE 04/19/2026) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER LEWIS. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None May 4, 2026 Page 3 Commissioner Wiley had one item for approval. A MOTION TO PASS A RESOLUTION ADOPTING THE CITY OF FLORA, ILLINOIS NET METERING POLICY 2026 WAS MADE BY COMMISSIONER LEWIS; SECONDED BY COMMISSIONER FEHRENBACHER. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None Next, Commissioner Wiley discussed events that will be happening on Saturday, May 16**^. The Recycling event will be happening 9 a.m. -11 a.m. at the parking lot east of China Buffet and fees do apply. Spring Fest will be located at Library Park. This event will include biscuits and gravy in the morning, many vendors with spring and household items, a BBQ cook-off, inflatables and yard games. Also, First Christian Church will be hosting the Annual 6k for Water starting at 9 a.m. Commissioner Lewis announced that Tourism is hosting a Fireworks Fundraiser on May 9, 2026 from 4 p.m. to 7 p.m. Meal will be provided by Salt and Strings Butchery and is drive-through pickup only at St. Stephens Catholic Church. City Administrator/Economic Development Director Mike Stanford had one item for approval. A MOTION TO APPROVE ORDINANCE NO. 26-3499, AN ORDINANCE APPROVING THE AWARDING OF BID AND SALE OF REAL ESTATE FOR 121 W. MAPLE, FLORA, ILLINOIS (ANTHONY W. BOOTH & JUDY K. BOOTH $2,000.00) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER LEWIS. > Vote: Yes -Spicer, Henderson, Wiley, Fehrenbacher, Lewis No - None Abstain - None; Absent- None Then, Stanford introduced Lee Beckman, representing Milano & Grunloh Engineers, LLC to give an update on City grants. Building and Zoning Official Bayles announced that the Flora Swimming Pool is on schedule to open Saturday, May 23, 2026. ADJOURN At approximately 4:48 p.m. with no further business to discuss. Mayor Spicer requested a motion to adjourn. COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER FEHRENBACHER.
