TOWN COUNCIL
January 9, 2017
The Flora Town Council met Monday, January 9, 2017 in the Board Room of the Flora
Town Hall. Those present were; Atlee Oyler, Janet Spooner, Chuck Spooner, Lauri Rice
(Carroll County Comet), Todd Trent, Ted Donoho, Charlotte Moppin, Bill McCarty, Jill
Clothier, Karla Jenkins, Adam Randle, Paul Redmon, Dick T. Bishop, Darrell Yoder,
Vince Seward, Josh Ayres and Joretta Tinsman.
Joretta Tinsman opened the meeting with welcome and election of officers. Vince moved
to retain the same officers as 2016; President–Joshua Ayres, Vice President–Vince
Seward and Finance Chairman–Darrell Yoder. Darrell seconded. Officers set.
Vince moved minutes of previous meetings (December 5 and December 22, 2017) be
approved as presented with the exception of “??” be added after Joshua’s last name on
the December 22, 2017 minutes; Darrell seconded. Minutes approved. Claims and
Payroll signed.
OLD BUSINESS:
A. SimplexGrinnell-Todd Trent (Fire Department) will investigate and determine the
need/no need of a second phone line for alarm at 27 West Main Street.
NEW BUSINESS:
A. Flora Apartments Inc. - Charles and Janet Spooner presented a proposal
representing the ‘Elm Street Sewer Group’ (Flora Apartments Inc., Flora Super
Value and Max & Helen Eikenberry) including a bid from ACCU-DIG (Craig
Cleaver) in the amount of $27,094.00 asking the town to assume the cost of the
manhole ($3500.00 and 156 feet of 8 inch pipe from the manhole to the Center
Street main line ($542.00). Upon completion of the project, the manhole in the
Eikenberry garage would be closed off. Council will review the proposal and
discuss it further. Will make a decision at February meeting.
B. K-IRPC annual appointment - Council approved David Albaugh to serve.
C. Committee/Representative appointments for 2017 - Vince moved to approve the
appointments as presented. David Albaugh on Plan Commission, Don Shively on
Board of Zoning Appeals, Bret Rinehart on Economic Development and Russ
Kasper on Aviation. Darrell seconded. Motion carried. Waiting on a reply from
Jake Adams and Eric Miller for reappointment to park board.
D. Fireworks for 2017 – Todd Trent requested an increase of $2,000.00 for this
year’s fireworks show ($8,500.00). Last increase was in 2009 to $6,500.00. Will
send a letter to Community Club requesting an increase in their $1,500.00
donation.
E. Animal Ordinance regarding Pit Bull – Council is considering and gathering
information for a forthcoming ordinance to disallow pit bulls in the town limits.
REPORTS:
A. Town Marshal – Paul Redmon submitted and reviewed his December written
report. There were 9 Misdemeanor arrest, 7 Felony arrest, 4 Warnings, 75 Calls
for Service, 5 Accidents, and 9 Warrants served. Paul reported scheduling
changes have been made in police department to cover for Josh Disinger who is
out for two months following a leg fracture he suffered in a fall when he slipped
on the ice December 17th.
B. Plan Commission – There was one permit issued in December ~ Susan
Hitchcock a demolition permit.

C. Fire Department – Adam Randle presented December written report including
14 fire runs and 20 medical runs. On Saturday, January 28, 2017 firemen will
be going door to door targeting every residence in Flora, checking residents’
smoke detectors, installing new ones or replacing old ones where needed. Rain
date will be Saturday, February 4, 2017. First Alert from Dallas, Texas has
donated 100 fire alarms and IPC made a $7,700.00 donation to purchase smoke
detectors for the County-wide blitz.
D. Park Department – Atlee Oyler present. Darrell made a motion to approve the
trade-in mower quote from John Deere for the zero turn mower (three years old)
with a balance due of $5,000.00. Vince seconded. Motion carried. Kenneth
Coddington plans to return to work at the park in the spring. Will check with
Greg Hoffman.
E. Airport – No One Present
F. Utility Manager/Water Foreman – See written report. Vince moved to approve
mower trade in quote from John Deere for one year old town mower with
balance due of $2,350.00. Darrell seconded. Motion carried. Council tabled a
quote of $ 15,400.00 from Xcel Welding for frame repair and new brakes on the
dump truck. A second quote from Mac’s Shop Inc. was for $21,325.00.
Council tabled a quote of $4,000 from Brown Equipment Co. for preventative
maintenance on the street sweeper. Financing will be reviewed and a decision
on both will be made at a future meeting. Council approved Ron Fritz and Tom
Routt attending Electric Metering Class February 16-17, 2017 in Brownstown
IN.
G. WWT Foreman – See written report. Routine Maintenance and repairs
ANNOUNCEMENTS:
1. Office closed Monday, January 16, 2017 in observance of Martin Luther King.
2. Next meeting will be Monday, February 6, 2017 at 6:00 PM
3. Legislative Reception ~ January 30, 2017 @ Indiana Historical Society in
Indianapolis.
Darrell made a motion to adjourn, Vince seconded; motion carried.
