TOWN COUNCIL
January 6, 2020
The Flora Town Council met Monday, January 6,2020 in the Board Room of the Flora Town
Hall. Those present were; Bill McCarty, Atlee Oyler, Ron Fritz, Paul Redmon, Jessica
Young, Kevin & Jill Clothier, Jim Hancock, Cory Mahan (Ace Consulting Engineering),
Abigail Diener (Attorney), Susan Scholl (Comet), Pam Beck, Todd Trent, Mariam Robeson,
Joe Moss, Laura Walls (EDC) Jacob D. Adams, Darrell Yoder, Vincent A. Seward and
Joretta L. Tinsman.
Joretta Tinsman opened the meeting with welcome and election of officers. Darrell Yoder
moved to set Vince Seward as Council President and Jacob Adams seconded. Motion
carried. Jacob Adams moved to set Darrell Yoder as Vice President and Vince Seward
seconded. Motion carried. Darrell Yoder moved to set Jacob Adams as Finance Chairman
and Vincent Seward seconded. Motion carried. 2020 Officers set.
Darrell moved minutes of previous meetings (Dec 2 nd and Dec 27th) be approved as written;
Jacob seconded. Minutes approved. Claims and Payroll signed.
OLD BUSINESS:
A. James Rich: The Flora Basketball High School History project pictures were
presented and the book will go to print next week. Darrell requested a proof
before the final sign is made. Jacob made a motion to pay the $2,665 for the
project pending the final proof approval. Darrell seconded. Approved.
B. Department of Labor: Vince explained the documentation has been sent to The
Department of Labor in order for lineman Tom Routt to receive certification and his
journeyman card.
C. Recycling Program: Vince explained 2 bins have been placed at the Utilities shop. One
bin.is for corrugated cardboard only and the other bin is for all acceptable recyclable
items. No Glass is permitted in either bin. Signs are posted.
D. Blight Grant: The grant has been awarded to the Town of Flora. Cory Mahan
explained all paperwork is on schedule and demolition should start in the Spring.
NEW BUSINESS:
A. Holiday Schedule and Council Meetings: Reviewed for 2020. Darrell made a
motion to accept the schedule and meeting dates. Jacob seconded. Approved.
B. EDC: Laura Walls presented the contract for 2020 in the amount of $21,136.50. She
explained the terms are slightly different due to the contract being for 1 year instead
of four years as in the past. The EDC is supportive of the Flora Main Street's efforts
with the Depot project and has helped Sycamore Industrial Park with marketing.
Bret Rinehart has agreed to serve another 3-year term. Jacob made a motion to pay
the 2020 annual fee of $21,136.50. Darrell seconded. Approved.

C. Baker Tilly: The tracking factor for the first quarter will be ($0.000341) and shall be
credited monthly to all metered rates. This represents an increase in the overall
tracking factor of $0.0001047. Darrell moved a motion to accept the tracking factor
for the 1st quarter. Jacob seconded. Approved
D. K-IRPC: Vince volunteered to be Flora's representative on the Kankakee-Iroquois
Regional Planning Commission.
REPORTS:
A. Police Department: Town Marshall Paul Redmon reported December was a fairly
quiet month with no crashes. The Dodge Truck is in and will be picked up and is
set for striping on Wednesday. Eagle Customs is set up for the equipment
installation.
B. Plan Commission-There was 1 building permit issued in December 2019 to
Wayne Flora for a room addition.
C. Fire Department -Chief Todd Trent reported it is training month. Several
manuals came with the new truck and they are trying to get thru them so the
truck can be put in service.
D. Park Department - Park is closed. Atlee reported the school will still build the
picnic tables. He is.in the process of picking up the supplies and taking them to the
school. Mark Hufford will be moving the log cabin as soon as the ground is frozen
enough to handle the heavy equipment.
E. Airport-Weekly check of the facility is being done.
F. Utility Manager/ Water Foreman- See written report. Street-Leaf pickup is done
and Greg has done a great job sweeping the streets. Potholes are being taken care
of as weather permits. Electric- The Christmas decorations are put away. Ron
mentioned some of them are looking weather beaten. Ron reported he is working
with IMPA on a grant for the APPA DEED Program for the electric project.
G. WWT Foreman- See written report. - Bill McCarty reported the plant went a
million gallons over during a significant rainfall. Operations are going pretty
steady
ANNOUNCEMENTS:
1. Office closed January 20, 2020 in observance of Martin Luther King Jr. Day.
2. Next meeting Monday, February 3, 2020 at 6:00 PM.
