FOLCROFT BOROUGH COUNCIL MEETING MINUTES
July 15th 2025
PRESIDENT – Joseph Papaleo: Call the Council Meeting to order.
Mayor: Flag Salute and Invocation.
Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson,

Council President Notes there was an Executive Session prior to tonight’s meeting to discuss legal
matters
Audience Participation
Engineer’s Report‐ Nick Cross read the engineers report.
Public Finance & Administration ‐ Mr. Papaleo
• Consider a motion to approve the Bill list for June 2025. Motion made by Councilperson
Ropski, second by Councilperson Daly. Motion passes.
• Consider a motion to approve the treasure report for the month June 2025. Motion
made by Councilperson Fyffe, second by Councilperson Ropski. Motion passes.
• Consider a motion to approve the Meeting minutes for the month of June 2025. Motion
made by Councilperson Taliaferro, second by Councilperson Grayson. Motion passes.
• Consider a motion to approve TAN payment in the amount of $100,000. Motion made
by Councilperson Taliaferro, second by Councilperson Fyffe. Motion passes.
• Consider a motion to release escrow for 1166 Taylor drive in the amount of $19,926.88.
Mr. Caponi explained the escrow process of fire escrow. Motion made by Councilperson
Grayson, second by Councilperson Ropski. Motion passes.
• Consider a motion to approve revised Resolution 2025‐7 for the 2025 DCED Watershed
Restoration and Protection Program Grant Application. Motion made by Councilperson
Daly, second by Councilperson Isaac. Motion passes.
Public Works ‐ Ms. Grayson‐ Nothing to report.
Public Safety ‐ Mr. Ropski
• Consider a motion to approve the Police Chiefs report for the month of June 2025.
Motion made by Councilperson Ropski, second by Councilperson Daly. Motion passes.
• Consider a motion to approve the Fire Chiefs report for the month of June 2025. Motion
made by Councilperson Ropski, second by Councilperson Fyffe. Motion passes.
• Consider a motion to approve the Fire Marshal report for the month of June 2025.
Motion made by Councilperson Ropski, second by Councilperson Isaac. Motion passes.
• Consider a motion to approve Police Union MOU. Motion made by Councilperson
Ropski, second by Councilperson Daly. Motion passes.
Health and Literacy ‐ Ms. Fyffe
• Consider a motion to release the 3rd Quarter allocation for the library in the amount of
$20,000.00. Motion made by Councilperson Fyffe, second by Councilperson Ropski.
Motion passes.
Parks and Recreation – Ms. Daly
• Consider a motion to approve recommendation for payment certificate #1 to Buck Frank
Excavation, Inc. in the amount of $82,893.79 for Cannon Park renovations. Motion made
by Councilperson Daly, second by Councilperson Ropski. Motion passes.
Municipal Ordinances and Code Enforcement –
• Consider revisions to compensation ordinance 2025‐4 and consider a motion to
advertise. Motion made by Councilperson Taliaferro second by Councilperson Ropski.
Motion passes.
• Discuss Fire Tax Resolution. There was further discussion on the matter. Will vote next
month.
Municipal Planning and Borough Beautification – Ms. Isaac There was discussion on the garden contest
taking place the end of August.
Driveways and Parking Permits – Ms. Daly‐ There was a discussion regarding questions from residents
as to why they still had to pay for parking permits if the driveways were done. The loan still has to be
satisfied and that’s why there are parking permits. Mr. Payne is working on assessing the driveways to
see if there is any damage to the driveways and if and when they need to be sealed.
Police Chief’s Report‐ There has been some thefts out of vehicles and also some thefts from the storage
units. The part time officers Kelly and Santo’s are starting their FPO training. Speed study starting on
Crotzer. Bus patrol 61 approved citations for passing school busses. AED are on recall. We have 15 all
are on recall they gave us 8 for now. The recalls will not be ready until 2026. President Papaleo wants
15 replacements. We paid for 15 we want 15 or we want a refund. There was further discussion on the
recall issue.
Solicitor’s Report‐ Waiting on the final DCIU, working on the conditional use for Euphoria, working on
the legal add for the compensation ordinance that was passed today.
Finance Director’s Report‐ Mr. Caponi read the finance director’s report.
Mayor’s Report‐ no report.
Borough Manager’s Report‐ Police accepted delivery of the Tahoe’s they are being upfitted. We will be
listing the old vehicles for sale. Our 902‐recycling grant we accepted delivery of our leaf machine.
Construction projects every day there are different obstacles at Montgomery Park with the rain but it’s
ongoing. The storm pipe replacement project at the library was fixed last year and a tractor trailer hit it
and we are waiting on insurance. INI project had 2 problems the pipe had a break in it so we had an
emergency repair and also, we had a problem on Shallcross in the woods with a manhole that had a
backup. We still have a manhole on a resident’s property that we need to find. Council President
Papaleo would like our officers to get truck training in order to ticket trucks.
Old Business‐
Grass ordinance was passed last month. There was discussion about using the chain of
command calling the manager and if it’s after hours please call the police. Councilperson
Grayson asked if Ethan worked on the weekends. He does work on random Saturdays. There
was further discussion about possibly a part time person.
Councilperson Taliaferro asked about 540 Folcroft regarding the grass. Ramona has been in
touch with their attorney and tickets are being issued. He has submitted all of his paperwork
we are not sure why he is not submitting permits to build houses.
