FOLCROFT BOROUGH COUNCIL MEETING MINUTES September 23, 2025 PRESIDENT – Joseph Papaleo: Call the Council Meeting to order. Mayor: Flag Salute and Invocation. Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson, Councilmember Malinda Isaac (excused), Councilmember Lorna Fyffe, Councilmember Stephen Ropski, Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Kailie Melchior, Secretary/Manager Shawn Payne) Council President Notes there was an Executive Session prior to tonight’s meeting to discuss legal matters Audience Participation- Rebecca Ross from the Delco Planning Department gave an overview of the Comprehensive plan for Folcroft. Engineer’s Report – Nick Cross read the Engineers report. Public Finance & Administration - Mr. Papaleo • Consider a motion to approve the Bill list for August 2025. Motion made by Councilperson Ropski, second by Councilperson Fyffe. • Consider a motion to approve the Treasure report for the month August 2025. Motion made by Councilperson Taliaferro, second by Councilperson Daly. • Consider a motion to approve the Meeting minutes for the month of August 2025. Motion made by Councilperson Fyffe, second by Councilperson Daly. • Consider a motion to approve TAN payment in the amount of $200,000. Motion made by Councilperson Taliaferro, second by Councilperson Ropski. • Consider a motion to approve Insurance Renewal with Delaware County Public School Healthcare Trust- Municipality. Motion made by Councilperson Grayson, second by Councilperson Ropski. Manager Shawn Payne explained what the healthcare trust was and that the rates have gone up a little but has remained the same the past few years. There was a discussion regarding a town possibly removing themselves from the plan which would affect the rates for the remining 26 municipalities. There was further discussion on the matter. Public Works - Ms. Grayson • Consider a motion for payment certificate #4 to Buck Frank Excavation, Inc. in the amount of $52,005.80. – Montgomery Park Improvements. Motion made by Councilperson Grayson, second by Councilperson Daly. • Consider a motion for payment certificate #2 to Buck Frank Excavation, Inc. in the amount of $80,805.72. – Cannon Park Improvement Project. Motion made by Councilperson Grayson, second by Councilperson Fyffe. • Consider a motion to approve Engineering Services for Borough wide Pedestrian Site Lighting Project in the amount of $49,000.00. Motion made by Councilperson Grayson, second by Councilperson Ropski. Public Safety - Mr. Ropski • Consider a motion to approve the Police Chiefs report for the month of August 2025. Motion made by Councilperson Ropski, second by Councilperson Taliaferro. • Consider a motion to approve the Fire Chiefs report for the month of August 2025. Motion made by Councilperson Ropski, second by Councilperson Fyffe. • Consider a motion to approve the Fire Marshal report for the month of August 2025. Motion made by Councilperson Ropski, second by Councilperson Grayson. • Consider a motion to approve Hiring Daniel Finnegan as a Full time Folcroft Police Officer effective October 1,2025. There was a discussion on the new police schedules comparing last year vs this year. Motion made by Councilperson Ropski, second by Councilperson Fyffe. • Consider a motion to approve payment for the 2025 Volunteer Fire Relief Association in the amount of $41,770.26. Motion made by Councilperson Ropski, second by Councilperson Daly. • Consider a motion to approve proposal for new Tasers for Police Department. Contract will start and be paid for in January 2026. Motion made by Councilperson Ropski, second by Councilperson Grayson. Health and Literacy - Ms. Fyffe • The auditor is working on the audit. They are working on getting an extension. Parks and Recreation – Ms. Daly • There was a recap on Community Day and we are working on Trunk or Treat and the Boo Bash on 10/25. We are looking for Trunks to participate. • This is the last Community Day Councilperson Daly will do and is passing it onto Mayor DiCicco. • Also working on a Bingo night on 11/7/25. Municipal Ordinances and Code Enforcement – Darlene Taliaferro- Nothing to report Municipal Planning and Borough Beautification – Ms. Isaac- no report Driveways and Parking Permits – Ms. Daly- Nothing to report Police Chief’s Report- Chief Bair read the police chief’s report. Solicitor’s Report- • Working on a few litigation matters. • Finalizing the borough ordinance for the E-bikes and scooters. • Still working on an ordinance so you can set fees by resolution. • Lease agreement for the pool. The purchase has gone through. Everything is done just working on drafting the lease agreement. • Need to connect with Razzi, Shawn and Nick Cross on the land development for the Convivence Store to make sure we are all on the same page. They still have some agreements that need to be finalized. • The ordinance relating to borough council and Mayor compensation will be up for vote next month. • I’m also going to work on the letter to encourage them to stay in the health plan. Finance Director’s Report- Mr. Caponi read the finance report. Mayor’s Report- Mayor DiCicco • Announced that the police will be going through sensitivity training on 10/15. • She gave an update on the clock tower repairs. • She is going to have a virtual safety meeting and post it on the website. Borough Manager’s Report- Shawn Payne • He thanked the employees for their help with Community Day • Ramona and I have been in contact with 540 Folcroft, and will be setting up a meeting soon. • We now have the font for the basketball court floor but still working on it. Old Business- None New Business- • Councilperson Grayson asked if the boys and girls club could have a bon fire again this year. Yes. • Mayor DiCicco was impressed with the highway department regarding the cleanliness and their hard work on Community Day. • Councilperson Grayson thanked the highway dept. for lining the field for flag football. • Council President met with the owner of the shopping center regarding possible tax abatements For luxury condos.
