FOLCROFT BOROUGH COUNCIL WORKSHOP MEETING MINUTES October 7th 2025 PRESIDENT – Joseph Papaleo: Call the Council Meeting to order at 7:00 PM Mayor: Flag Salute and Invocation. Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson, Councilmember Malinda Isaac, Councilmember Lorna Fyffe, Councilmember Stephen Ropski, Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Alex Baumler, Secretary/Manager Shawn Payne Jr) Audience Participation- Ms. Heneks asked about the street light on her street. There was a discussion on the matter. There are new LED lights grant coming soon. Council will look to see if it can be replaced while we are waiting for the grant. Finance & Administration - Mr. Papaleo • Discuss Tax Collector salary to increase from 1.50% to 1.75%- There was a discussion on the matter. There was an increase in 2021/2022. There were further questions on the matter regarding the justification of the increase. • Discuss changing the Tax cert fee price from $20 to $30. The tax certification process was explained. That cost is between the tax collector and the requester of the tax certifications. There is no set fee. Each Municipality has their own pricing. Shawn will send the list of prices he found. • Discuss Budget for Community events for 2026- There was a discussion regarding community events having each event having a set amount for each event so there is not changing t as we go. There was a discussion regarding employees working the borough events that the employee manpower is included in the expense. There was also a discussion if the budget is $20k and how that is to be divided and if it can be rolled from event to event within the calendar year or will the extra money from the event be lost. The fireworks were not budgeted in the $20k but it was promised to find the money for fireworks. The donations did however cover the fireworks. • Mayor DiCicco suggested that all employees should be present at the events and take a day off during the week. Shawn stated that the employees should not be running the events the committees should be running the events. It’s the cost money to have them here. There was further discussion on the lack of volunteer’s vs paid employees. Public Works - Ms. Grayson- No report Public Safety– Mr. Ropski- No report Health and Literacy - Ms. Fyffe- Shawn stated that they are trying to get a 2-month extension on the audit report. Parks and Recreation – Ms. Daly Discuss Special events for 2026- • Who will be running the events for next year. • Juneteenth event is eliminated. • There was a discussion on the Delco 250 event. • Mayor DiCicco would like to have a Community Yard Sale Municipal Ordinances and Code Enforcement – Darlene Taliaferro • Discuss hiring part time code enforcement officer in 2026 they would work on Saturday and follow the sweeper on Tuesday’s and Wednesday’s. • Wants to ask the engineer abut the curb heigh on Delmar drive. There was further discussion on the matter • There was a discussion on the construction of 1498 Delmar • Will there be lights added to the outdoor classroom? Municipal Planning and Borough Beautification – Ms. Isaac- No report Driveways and Parking Permits – Ms. Daly- No report Police Chief Report- No report Solicitor’s report- No report Mayor’s report- She talked Kurt and he is working on getting the plans and thinks the clock needs 4 drivers. Managers’ report- No report Old Business- Nothing New Business-Nothing Adjournment- Motion Made by Councilperson Grayson, second by, Councilperson Fyffe to adjourn the meeting.
