FOLCROFT BOROUGH COUNCIL MEETING MINUTES
October 21st, 2025
PRESIDENT – Joseph Papaleo: Call the Council Meeting to order.
Mayor: Flag Salute and Invocation.
Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson,
Councilmember Malinda Isaac, Councilmember Lorna Fyffe (excused), Councilmember Stephen Ropski,
Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Kailie Melchior, Secretary/Manager
Shawn Payne)
President Papaleo turned the meeting over to Mayor DiCicco to swear in Officer Daniel Finnegan.
President Papaleo asked everyone to keep our Tax Collector Kathy Kelly in our prayers.
Audience Participation
Engineer’s Report – Nick Cross read the engineers report.
Public Finance & Administration - Mr. Papaleo
• Consider a motion to approve the Bill list for September 2025. Motion made by Councilperson
Ropski, second by Councilperson Daly. Motion carries.
• Consider a motion to approve the Treasure report for the month September 2025. Motion made
by Councilperson Isaac, second by Councilperson Ropski. Motion carries.
• Consider a motion to approve the Meeting minutes for the month of September 2025. Motion
made by Councilperson Taliaferro, second by Councilperson Isaac. Motion carries.
• Consider a motion to approve TAN payment in the amount of $100,000.00. Motion made by
Councilperson Isaac, second by Councilperson Grayson. Motion carries.
• Consider a motion to approve Ordinance 2025-4 COMPENSATION FOR BOROUGH OFFICIALS.
Motion made by Councilperson Ropski, second by Councilperson Grayson. Motion carries.
• Consider a motion to approve Settlement of Tax Assessment Appeals for 4 Horne Drive. Motion
made by Councilperson Daly, second by Councilperson Grayson. Motion carries.
• Discuss Tax Collector salary increases from 1.50%-1.75%. There was a discussion on the matter.
• Discuss Tax Cert fee price from $20 to $35. There was a discussion on the matter.
Public Safety - Mr. Ropski
• Consider a motion to approve the Police Chiefs report for the month of September 2025.
Motion made by Councilperson Ropski, second by Councilperson Isaac. Motion carries.
• Consider a motion to approve the Fire Chiefs report for the month of September 2025. Motion
made by Councilperson Ropski, second by Councilperson Taliaferro. Motion carries.
• Consider a motion to approve the Fire Marshal report for the month of September 2025. Motion
made by Councilperson Ropski, second by Councilperson Grayson. Motion carries.
Public Works - Ms. Grayson
• Consider a motion to approve Change Order #2 for an increase of $65,270.88 to the Original
Contract Amount. Motion made by Councilperson Grayson, second by Councilperson Daly.
Motion carries.
• Consider a motion to approve Payment certificate #2 to Mr. Rehab, LLC in the amount of
$70,891.40. Motion made by Councilperson Grayson, second by Councilperson Daly. Motion
carries.
Health and Literacy - Ms. Fyffe- No Business
Parks and Recreation – Ms. Daly Saturday is our Trunk or treat. We have 13 cars so far. The Boo Bash is
in the gym from 7-9. There will be prizes for best car and best costumes.
Municipal Ordinances and Code Enforcement – Darlene Taliaferro nothing to report.
Municipal Planning and Borough Beautification – Ms. Isaac- No Business
Driveways and Parking Permits – Ms. Daly
Police Chief’s Report- Chief Bair read the police chief’s report.
Solicitor’s Report- An update was given on drafting an E-Bike ordinance/ resolution that he will bring to
the next meeting. We also received a zoning hearing board application. There was a discussion on the
matter.
Finance Director’s Report- Mr. Caponi read the Finance report.
• President Papaleo stated that Folcroft is only 1 of only 2 municipalities in the county with a fully
funded pension which means next year our MMO’s should be going down next year.
Mayor’s Report- Mayor DiCicco
• Discussion regarding a concrete pad for the Fire Department can burn a car for their drills.
• An update was given regarding the clock tower repair.
• Discussed creating a passport for the 250th celebration.
Borough Manager’s Report- Mr. Payne read the managers’ report.
• The highway department along with a local contractor donated his time they did the stamped
concrete up at the old building in front of the war memorial.
• AQUA completed their work last week by the falls.
• Highway department completed the sweeper last week. We will try and do sweeping every
other week to try and keep the trash down over the winter.
• We are still waiting to hear about the 2024 LSA grant for the generator for the E center and the
2 traffic lights at the 2 intersections at Grant and Delmar and Delmar and Ashland.
• We are still waiting on the company to finish the design and get the logo scheduled for the gym.
Old Business-
• Councilperson Grayson thanked the Fire Department and the Highway Department for the Bon
Fire. It was a success.
• The fire department invited everyone to their annual Christmas party on the 13th and also
invited everyone to participate with Santa on the fire truck on 12/20.
New Business- No new business
