FOLCROFT BOROUGH COUNCIL MEETING MINUTES November 18th, 2025 PRESIDENT – Joseph Papaleo: Call the Council Meeting to order. Mayor: Flag Salute and Invocation. Roll Call: (Council President Papaleo, Councilmember Leigh Daly (absent), Councilmember Tawana Grayson, Councilmember Malinda Isaac, Councilmember Lorna Fyffe, Councilmember Stephen Ropski, Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Alex Baumler, Secretary/Manager Shawn Payne) Audience Participation- Rebecca Ross and the team gave an update on what they are working on with the comprehensive plan. Engineer’s Report – Nick Cross read the engineer’s report giving updates on the projects going on in the borough. He also gave an update of the mini pro’s grant and he will send out a draft in December. Public Finance & Administration - Mr. Papaleo • Consider a motion to dedicate a page in the minutes for Tax Collector Kathleen Kelly. Motion made by Councilperson Grayson, second by Councilperson Issac. Motion carries. • Consider a motion to dedicate a page in the minutes for Zoning Chair Albert Frank. Motion made by Councilperson Ropski, second by Councilperson Issac. Motion carries. • Consider a motion to Appoint Sue Ropski as the Borough Tax Collector to fill the remaining term of Kathleen Kelly. Motion made by Councilperson Taliaferro, second by Councilperson Fyffe. Motion carries. 5-1 Roll call vote. Councilperson Ropski abstained • Consider a motion to approve the Bill list for October 2025. Motion made by Councilperson Taliaferro, second by Councilperson Fyffe. Motion carries. • Consider a motion to approve the Treasure report for the month October 2025. Motion made by Councilperson Grayson, second by Councilperson Ropski. Motion carries. • Consider a motion to approve the Meeting minutes for the month of October 2025. Motion made by Councilperson Taliaferro, second by Councilperson Fyffe. Motion carries. • Consider a motion to approve Final TAN payment in the amount of $100,305.67. Motion made by Councilperson Taliaferro, second by Councilperson Ropski. Motion carries. • Consider a motion to approve the 2026 Preliminary budget. Motion made by Councilperson Ropski, second by Councilperson Taliaferro. Motion carries. • Consider a motion to advertise the 2026 Preliminary budget. Motion made by Councilperson Isaac second by Councilperson Ropski. Motion carries. • Discuss potential negotiating with Kiro-Inc. A business looking to move into Folcroft. There was a discussion on the type of business it is and it will only be a showroom for accessories. Public Safety - Mr. Ropski • Consider a motion to approve the Police Chiefs report for the month of October2025. Motion made by Councilperson Ropski, second by Councilperson Taliaferro. Motion carries. • Consider a motion to approve the Fire Chiefs report for the month of October 2025. Motion made by Councilperson Ropski, second by Councilperson Taliaferro. Motion carries. • Consider a motion to approve the Fire Marshal report for the month of October 2025. Motion made by Councilperson Ropski, second by Councilperson Grayson. Motion carries. • Consider a motion to approve Resolution 2025-09 E-bike Policies. There was a discussion regarding E Bikes vs Electric scooters. Motion made by Councilperson Ropski, second by Councilperson Issac. Motion carries. Public Works - Ms. Grayson • Consider a motion to approve Change order #1 for Cannon Park Improvements for a decrease of $10,485.56 to the Original Contract Amount. Motion made by Councilperson Grayson, second by Councilperson Ropski. Motion carries. • Consider a motion to approve Payment #3 for Cannon Park Improvements to Buck Frank Excavation, Inc. in the amount of $57,491.15. Motion made by Councilperson Grayson, second by Councilperson Issac. Motion carries. Health and Literacy - Ms. Fyffe • Consider a motion to approve 4th quarter allocation payment to the library in the amount of $20,000.00. Motion made by Councilperson Fyffe, second by Councilperson Grayson. Motion carries. • Discuss Audit update- Should be done by the deadline of December 1st. • Discuss Library Update- The Library Director resigned. • We need volunteers to assist with decorating this Sunday any time after 1pm for the tree lighting on 11/29. • We started Bingo in June and we made over $700. • Christmas tree will get set up next week. Parks and Recreation – Ms. Daly- No report Municipal Ordinances and Code Enforcement – Darlene Taliaferro- No report Municipal Planning and Borough Beautification – Ms. Isaac • Consider a motion to approve Authorization resolution 2025-10 for the 2025 PECO Green Region Grant Application for additional tree planting at Borough Complex and Cannon Park. Motion made by Councilperson Isaac, second by Councilperson Ropski. Motion carries. • Christmas light contest will take place on December 12th. The judging will take place on the polar express. Driveways and Parking Permits – Ms. Daly- No report Police Chief’s Report- Chief Bair • Information will be shared with the school regarding E-bikes. • We are up and running with mentor program for 5th graders. Corporal Dorman meets with them 1 or twice a month. Derick Lourey is from Darby Twp and he runs a program called C.A.B.L.E. which is the Collective Agreement of Black Law Enforcement. He will be working with us on the mentoring program with his view. Solicitor’s Report- • We ae working with Nick to get the 7-11 recorded and post their security. • Council President Papaleo wants to in sure that we are signing the original agreement. • We will also be handling the recording of the documents. • WE received a letter of credit today. We should move forward with the plan review. Finance Director’s Report- Andrew Caponi • He was able to find 6 claims for unclaimed property for the borough. We were able to collect $4,722. Mayor’s Report- Mayor DiCicco • Susan Ropski was sworn in as the tax collector. • She was meeting with Carl regarding the virtual Safety Meeting and have the different departments for safety in their departments. • I would like to get some ideas for the passport program and I’m also looking to see if we can get some sponsors for discounts on their products. • An update was given regarding the clock tower • Motion made by Councilperson Grayson, Second by Councilperson Isaac to have Curt to negotiate the clock tower repairs. Just to clarify he is not to make any final financial decisions. Borough Manager’s Report- Shawn Payne • Andrew is staying on top of the library audit so that they can get the $20k. They did submit all their documentation. • We had 2 highway trucks go down last week. Leaf pick up will resume. Residents are reminded to put the leaves at the curb. • He reminded everyone of the condition of the old building and we need to come up with a plant to get it emptied as there is only 1 boiler left running and if it goes everything there will have mold. The roof is coming down in the gym. We also need to start making plans where to move the highway department. • President Papaleo would like to set up a meeting with Mr. Spak In January. • There was a discussion on different options to store the toys. Old Business- • There was a discussion regarding lights in the outdoor classroom. • Next year we have a part time code in the budget for sweeper and Saturdays. • Mayor DiCicco thanked the Chief for spending time with her after her accident. New Business- • Motion to hire a temp employee for 6 weeks to cover an employee that will be out. • Santa around town December 20th 9am • Senior luncheon December 13th 11-1 • Kinji gave an update from the school boards future plans. He will be attending council meetings and keeping the council and community abreast of the programs that the school district has to offer. There is a program in conjunction with Delaware County Community College where Seniors can earn an associate’s degree concurrently while earning their high school diploma. • Adjournment- Motion made by Councilperson Grayson, second by Councilperson Ropski to adjourn.
