Borough Council Reorganizational Meeting

FOLCROFT BOROUGH RE-ORGANIZATION MEETING JANUARY 5, 2026 @ 6pm Recognize Mayor Frances DiCicco Mayor Frances DiCicco is sworn in by Judge Dan Anders. Councilmembers Joseph Papaleo, Lorna Fyffe, Stephen Ropski, Darlene Taliferro and Tax Collector Susan Ropski are sworn in by Judge Christopher Mattox. Mayor Frances DiCicco calls the meeting to order Mayor DiCicco leads the pledge of allegiance and Roll call Roll Call (Councilmember Joseph Papaleo, Councilmember Leigh Daly, Councilmember Malinda Isaac, (absent) Councilmember Lorna Fyffe, Councilmember Tawana Grayson, Councilmember Stephen Ropski, Councilmember Darlene Taliferro, Mayor Frances DiCicco, Tax Collector Susan Ropski) Statements verifying that election certificates have been received for the following newly elected officials:  Mayor Frances DiCicco (4-year term)  Tax Collector Suesan Ropski (4-year term)  Councilmember Joeseph Papaleo (4-year term)  Councilmember Lorna Fyffe (4-year term)  Councilmember Stephen Ropski (4-year term)  Councilmember Darlene Taliferro (2-year term)  Any Nominations for Council President. Councilperson Daly nominated Councilperson Papaleo. Motion made by Councilperson Daly to for, Second by Councilperson Grayson. Motion Carries.  Any Nominations for Vice President of Council. Councilperson Ropski nominated Councilperson Daly. Motion made by Councilperson Ropski, Second by Councilperson Grayson. Motion Carries.  Any nominations for President Pro Tem. Motion Carries.  Mayor DiCicco turns over the meeting to the newly elected Council President Papaleo. Council President Papaleo presides over this portion of the meeting.  Consider motion to approve conflict waiver for Obermayer to represent Henderson Group in the negotiation of dedication of Henderson Boulevard and the underlying sewer collection lines  (near Folcroft West Industrial Park) currently owned by Henderson in the Borough." Motion Carries.  Consider a motion to approve the Revised 2026 Workshop and Council meeting schedule. Motion made by Councilperson Fyffe to for, Second by Councilperson Taliaferro. Motion Carries. Administration appointments  Consider a motion reappointing Shawn Payne Jr. as Borough Manager/Secretary for 2-year term (Pending Solicitor review of contract). Motion made by Councilperson Daly, Second by Councilperson Ropski. Motion Carries.  Consider a motion reappointing Andrew Caponi as Assistant Manager/ Finance Director for a 2- year term (Pending Solicitor review of contract) Motion made by Councilperson Daly, Second by Councilperson Fyffe. Motion Carries.  Consider a motion reappointing Kilkenny Law, LLC as Borough Solicitor. Motion made by Councilperson Daly, Second by Councilperson Ropski. Motion Carries.  Consider a motion reappointing Remington & Vernick as Borough Engineer. Motion made by Councilperson Daly, Second by Councilperson Ropski. Motion Carries.  Consider a motion to reappoint Barsz Gowie Amon & Fultz as Borough treasurer/financial services. Motion made by Councilperson Daly, Second by Councilperson Fyffe. Motion Carries.  Consider a motion to reappoint Bocelli & Associates LLC for inspections and permits (Brian Razzi). Motion made by Councilperson Ropski, Second by Councilperson Daly. Motion Carries.  Consider a motion to reappoint William Mathews as Fire Marshall. Motion made by Councilperson Ropski, Second by Councilperson Daly. Motion Carries.  Consider a motion to reappoint Daniel White as Emergency Management Coordinator. Motion made by Councilperson Daly, Second by Councilperson Ropski. Motion Carries.  Consider a motion to continue using Fulton Bank for the Borough Depository. Motion made by Councilperson Daly, Second by Councilperson Ropski. Motion Carries.  Consider a motion to amend the agenda to include the mandatory events for the 2026 calendar year for the employees that have contracts that were recently negotiated.   Shawn Payne will have Community Day, Turkey Give Away and the Senior Luncheon  Andrew Caponi will have Community Day, Trunk or Treat, The Boo Bash and the toy giveaway.  I also have the council committees for 2026 (see attached) Council President announces that the next meeting will be held on January 27th 2026 at 7:00pm  Adjournment Motion made by Councilperson Grayson, Second by Councilperson Ropski.
