FOLCROFT BOROUGH COUNCIL MEETING MINUTES
January 27th, 2026
PRESIDENT – Joseph Papaleo: Call the Council Meeting to order.
Council President states there was an executive session before tonight’s meeting to
discuss legal matters
Mayor: Flag Salute and Invocation.
President Papaleo stated that there was an executive session prior to the council
meeting to discuss litigation.
Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember
Tawana Grayson (absent), Councilmember Malinda Isaac, Councilmember Lorna Fyffe,
Councilmember Stephen Ropski, Councilmember Darlene Taliaferro, Mayor Franny
DiCicco, Solicitor Kailie Melchior, Secretary/Manager Shawn Payne)
Audience Participation- Ramona Petty thanked all of council for the snow day on
Monday to allow the employees to take care of the snow at our homes.
Engineer’s Report- Nicholas Cross read the Engineers report.
School District Representative Report- Mr. Kinji Ridley red his report from the School
Board.
Municipal Finance, Administration & Special Projects - Mr. Papaleo
Consider a motion to approve the Bill list for December 2025. Motion made by
Councilperson Daly, second by Councilperson Taliaferro. All in favor? Motion
carries.
Consider a motion to approve the Treasure report for the month December
2025. Motion made by Councilperson Isaac, second by Councilperson Ropski.
All in favor? Motion carries.
Consider a motion to approve the Meeting minutes for the month of December
2025. Motion made by Councilperson Isaac, second by Councilperson
Taliaferro. All in favor? Motion carries.
Consider a motion to approve the settlement of $6,000 from Brinker Simpson.
Motion made by Councilperson Taliaferro, second by Councilperson Isaac. All

Consider a motion to approve Resolution 01-2026 ICE policy. Motion made by
Councilperson Daly, second by Councilperson Ropski. All in favor? Motion
carries.
Consider a motion to approve Clock Tower Repair quote in the amount of
$10,300.00. Motion made by Councilperson Isaac, second by Councilperson
Taliaferro. All in favor? Motion carries.
Municipal Communication- Ms. Daley- None
Public Safety - Mr. Ropski
Consider a motion to approve the Police Chiefs report for the month of
December 2025. Motion made by Councilperson Ropski, second by
Councilperson Fyffe. All in favor? Motion carries.
Consider a motion to approve the Fire Chiefs report for the month of December
2025. Motion made by Councilperson Ropski, second by Councilperson Daly.
All in favor? Motion carries.
Consider a motion to approve the Fire Marshal report for the month of
December 2025. Motion made by Councilperson Ropski, second by
Councilperson Fyffe. All in favor? Motion carries.
Consider a motion to approve 2025 Quarter 4 Parking permit / ticket fund
transfer in the amount of $7,710.00 from the General fund to the Parking Fund.
Motion made by Councilperson Ropski, second by Councilperson Daly. All in
favor? Motion carries.
Consider a motion to approve 2025 transfer from the Parking account to the
General fund in the amount of $87,500.00. Motion made by Councilperson
Ropski, second by Councilperson Fyffe. All in favor? Motion carries.
Consider a Motion to Reduce the parking permit fee to a prorated amount of
$30 effective 02/01/26. Motion made by Councilperson Ropski, second by
Councilperson Daly. All in favor? Motion carries.
Public Works – Ms. Isaac
Consider a motion to approve prior year delinquent trash and sewer fund
transfer to the Sewer account from the General Fund in the amount of
$23,783.00. Motion made by Councilperson Isaac, second by Councilperson
Daly. All in favor? Motion carries.
Health and Human Services - Ms. Fyffe
Parks and Borough Properties– Ms. Grayson
Consider a motion to approve Resolution 02-2026 for the 2026 DCBG Program
Grant
Application for Upgrades to Montgomery Park Entrance. Motion made by
Councilperson Daly, second by Councilperson Taliaferro. All in favor? Motion
carries.
Consider a motion to approve Resolution 03-2026 for the Folcroft Parks,
Recreation and open Space Plan. (Mini-Pros). Motion made by Councilperson
Dayl, second by Councilperson Ropski. All in favor? Motion carries.
Consider a motion to approve Change Order #2 for a decrease of $2,500.00 to
the Original Contract Amount. Cannon Park Improvements. Motion made by
Councilperson Ropski, second by Councilperson Fyffe. All in favor? Motion
carries.
Consider a motion to approve Payment Certificate #4 to Buck Frank Excavation,
Inc. in the amount of $9,014.10. Cannon Park Improvements. Motion made by
Councilperson Daly, second by Councilperson Fyffe. All in favor? Motion
carries.
Municipal Ordinances and Code Enforcement – Darlene Taliaferro
Discuss ordinance for sewer lateral inspection for a U&O. There was a
discussion on the matter.
Discussion on moving the polling places to one location.
Police Chief’s Report – Chief Bair read the Chief’s report.
Solicitor’s Report – Mrs. Melchior read the solicitors report.
She is working on the sewer ordinance.
Working with the swim club to get tax exempt status.
Question was asked regarding the skill games and how they can be regulated.
There was a discussion on the matter.
Finance Director’s Report – Andrew Caponi read the Finance Director’s report.
The 2024 audit is in progress and the library should be able to get funding by
March or April.
Our Audit should be done in March.
Portnoff should be receiving 2024 and 2025 delinquencies out soon.
Will be able to pay your taxes online.
Mayor’s Report- Mayor DiCicco read her report.
There was an update on the storm and the communication with The Emergency
Management Team.
There was an update on the Passport program for the 250th anniversary.
Borough Manager’s Report- Mr. Payne read the Managers report.
Comprehensive Plan meeting with Rebecca Ross 2/17 @ 6:30.
The highway department has been working long hours with the snow. All day
today they have been working on sidewalks and the rest of the week they will
start working on snow removal.
Christmas trees are still collecting to the end of the month.
Thanked Nick for the 2 large grants we received in the 1st month of the year.
Ethan is writing tickets for snow.
Working with the police to go over their capital expenditure requests.
We can reevaluate the budget to see where we are in the summer.
Gave an update on the Folcroft bridge in the 100 block of Folcroft.
ROBO call website went down for upgrades and the website is back up and
operational but we will have a call on getting trained on the new system.
