COMMITTEE MEETING MINUTES FEBURARY 10th, 2026 PRESIDENT – Joseph Papaleo: Call the Council Meeting to order. Mayor: Flag Salute and Invocation. Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson, Councilmember Malinda Isaac (absent), Councilmember Lorna Fyffe, Councilmember Stephen Ropski, Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Kailie Melchior, Secretary/Manager Shawn Payne Jr.) Audience Participation – Fred Davoud 39 Folcroft Ave. has as concern with his neighbor’s dog barking constantly. He played a recording of the dog barking at 41 Folcroft. The owner is Bobby Suydan. He brought people there it’s his son’s girlfriend. There was further discussion on the matter. Council President Papaleo- He discussed resurrecting the Recreation Committee and possibly combining it with the library as they do in other towns. Councilperson Fyffe stated she was going to speak with Councilperson Grayson. Councilperson Grayson stated that she doesn’t have time to serve on it. There was further discussion on the borough events. Councilperson Daly volunteered to do the Easter Egg Hunt. Councilperson Fyffe is doing the First Friday Bingo. The other first Fridays are book bag give away, Game night and Karaoke. Shawn will make a list of all the events and then everyone can sign up for what ever event they want to do. School District Representative Report- Mr. Kinji Ridley Municipal Finance, Administration & Special Projects - Mr. Papaleo Municipal Communication- Ms. Daley no report. Public Safety - Mr. Ropski Thanked the police and highway department doing a great job with the snow removal. Public Works – Ms. Isaac absent Health and Human Services - Ms. Fyffe nothing to report Parks and Borough Properties– Ms. Grayson nothing to report Municipal Ordinances and Code Enforcement – Darlene Taliaferro • Discussion of the sewer lateral ordinance. Tere was further discussion on the matter. • Discussion regarding the games of skill ordinance. How can it be monitored? License? Where can they be located? There was further discussion on the matter. • Discussion of fire escape ordinance. We already do it as a part of the Rental/Fire inspections. Police Chief’s Report – Would like to present an achievement award for 2 officers. Solicitor’s Report – Solicitor Kailie Melchior • Working on the sewer lateral ordinance. • Working on the gaming ordinance • Will look into the noise ordinance. • Looking into the Bingo license. Mayor’s Report- Mayor Franny DiCicco • The passport books are ready to go. You can pick them up at the Borough office or the library. There is 1 per household. There is a list of guidelines. Councilperson Daly will post it. She will have a luncheon at the end of the year. Borough Manager’s Report- Shawn Payne • Thank you to the highway dept. They are trying to get rid of some of the piles of snow. • Happy to report that I got a call from Mary Gay Scanlan that the borough was awarded a $250,000 grant that was awarded a few years ago. • The street light grant went live on Pen-bid yesterday. We should have a contractor awarded by the 2nd week in March. • I’m working with the Chief for their capital improvements. Police cars and vests. • We advertised for zoning hearing board members back in January. We received a couple applications that I will pass off to you guys for the next meeting. • There was a discussion as to whether we have a road program and how liquid fuel funds are spent. Street lights, salt etc. • There was a discussion regarding snow emergency routes. Old Business – no new business New Business- no new business • Mayor DiCicco was scrolling through Instagram and found a trophy for Pride of Delco. Ridley was No.1 and Folcroft was 2nd. • Councilperson Ropski stated that Senator Williams had a food giveaway here and they would like to do it again and bigger because the food went fast. • President Papaleo stated that the county has finished consolidating our prescient’s. • Councilperson Daly brought to Andrew’s attention that Google has wrong information.
