A COUNCIL MEETING MINUTES
February 24th, 2026
PRESIDENT – Joseph Papaleo: Call the Council Meeting to order.
Mayor: Flag Salute and Invocation.
Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson,
Councilmember Malinda Isaac, Councilmember Lorna Fyffe, Councilmember Stephen Ropski,
Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Kailie Melchior,
Secretary/Manager Shawn Payne Jr.)
Audience Participation – Jim 119 Primos Ave. Stated that there are cables hanging low from the tree
getting cut low. There was a discussion on the lot he owns behind his house.
Catherine Spahr with the Delaware County Planning Department gave a presentation for Vision Zero
Delco. She also gave recommendations on a couple grants that Folcroft should apply for.
School District Representative Report- Mr. Kinji Ridley gave a report from the School Board Meeting.
Engineer’s Report- Nick Cross read the engineers report.
Municipal Finance, Administration & Special Projects - Mr. Papaleo
• Consider a motion to approve the Bill list for January 2026. Motion made by Councilperson
Isaac, second by Councilperson Ropski.
• Consider a motion to approve the Treasure report for the month January 2026. Motion made by
Councilperson Isaac, second by Councilperson Taliaferro.
• Consider a motion to approve all Meeting minutes for the month of January 2026. Motion made
by Councilperson Taliaferro, second by Councilperson Ropski.
Municipal Communication- Ms. Daley No report
Public Safety - Mr. Ropski
• Consider a motion to approve the Police Chiefs report for the month of January 2026. Motion
Made by Councilperson Ropski, second by Councilperson Fyffe.
• Consider a motion to approve the Fire Chiefs report for the month of January 2026. Motion Made
by Councilperson Ropski, second by Councilperson Fyffe.
• Consider a motion to approve the Fire Marshal report for the month of January 2026. Motion
Made by Councilperson Ropski, second by Councilperson Taliaferro.
• Consider a motion to approve purchase of a 2026 Dodge Durango from New Holland auto in the
amount of $44,168.00. There was a discussion on the motion. Motion Made by Councilperson
Ropski, second by Councilperson Taliaferro.
• Consider a motion to approve vehicle upfit quote from Service Vehicle Upfitter in the amount of
$10,900.28. This vehicle will go into patrol. Motion Made by Councilperson Ropski, second by
Councilperson Fyffe.
• Consider a motion to approve quote for McDonald Uniform for New Police Vests in the amount
of $17,753.89. There was a discussion if we were allowed to donate them. Motion Made by
Councilperson Ropski, second by Councilperson Grayson.
Public Works – Ms. Isaac
• Consider a motion to approve Resolution 2026-04 County Aid. Motion Made by Councilperson
Isaac, second by Councilperson Taliaferro.
• Consider a motion to donate $150 to the Darby Creek Valley Association for their annual clean
up event. Motion Made by Councilperson Isaac, second by Councilperson Ropski.
Health and Human Services - Ms. Fyffe
• Consider a motion to reappoint Latrina Palmer to the Library Board for 3-year term. Motion Made
by Councilperson Fyffe, second by Councilperson Taliaferro.
• Consider a motion to release quarter 1 payment of $20,000.00 to library for year 2026. Motion
Made by Councilperson Fyffe, second by Councilperson Taliaferro.
Parks and Borough Properties– Ms. Grayson
Municipal Ordinances and Code Enforcement – Darlene Taliaferro
• Consider a motion to advertise for Ordinance 2026-01 Sewer lateral Inspection. Motion Made to
advertise Ordinance 2026-1 by Councilperson Taliaferro, second by Councilperson Ropski.
Police Chief’s Report -Chief Bair read the police report and thanked council for the approval of the
vests, snow pushers and the highway department for a job well done with the snow.
Solicitor’s Report- Kailie Melchior read the solicitor’s report.
• Working on the amusement devise ordinance.
• Will look into the Garfield lot.
• Working on the sewer lateral ordinance.
Finance Director’s Report- Andrew Caponi read the finance report.
• State reports have been completed MS965 for liquid fuels and the AG385.
• for the audit update for the library the 2023 audit is completed and at the county. The 2024 audit
review is in progress. They will meet with the auditor this week. He is working with David at
the library to ensure this doesn’t happen in the future.
• We are also handling a Workers Compensation audit.
Mayor’s Report- Mayor DiCicco-
• Wanted to thank Andrew for his help over the weekend while Shawn was out. We were also on
channel 6.
• There was a discussion on becoming a town to measure the snow. Mayor DiCicco will head this
up.
• Delco 250 will list our programs.
• On the 4th of July she would like everyone to ring a bell in the outdoor classroom and the clock
tower ring at 12 noon and raise the flag and have the lights on the clock tower shine red white and
blue.
• Community day she would like to hire 4 historic look alike and everyone can get their picture
taken.
• Jillian Pearl runs the Marian Anderson and she would like to bring her in for community day for
something educational or sing. She sings the Nation Anthem at the Phillies Games.
Borough Manager’s Report- Shawn Payne
• Thank you, Andrew I appreciate, all you do with the auditors.
• Hat’s off to the Highway Department. All the storms were on Sundays. They have been
removing a lot of snow and will start cleaning out the inlets.
• Ethan is writing a lot of trash tickets with the snow melting.
• There was an incident at Montgomery Park and some kids were off roading and tore up the fields.
We shut the park down to traffic. We did find out who did the damage.
