COUNCIL MEETING MINUTES
May 26th, 2026
PRESIDENT – Joseph Papaleo: Call the Council Meeting to order.
Mayor: Flag Salute and Invocation.
Roll Call: (Council President Papaleo, Councilmember Leigh Daly, Councilmember Tawana Grayson,
(absent) Councilmember Malinda Isaac, Councilmember Lorna Fyffe, (sick) Councilmember Stephen
Ropski, Councilmember Darlene Taliaferro, Mayor Franny DiCicco, Solicitor Kailie Melchior,
Secretary/Manager Shawn Payne Jr.)
Audience Participation – None
Engineer’s Report- Nick Cross read the engineer’s report
There was a discussion on the sign for Montgomery Park
There was a discussion regarding the grass and the sidewalk at 1498 Delmar.
School District Representative Report- Mr. Kinji Ridley absent
Municipal Finance, Administration & Special Projects - Mr. Papaleo
Consider a motion to approve the Bill list for April 2026. Motion made by Councilperson Ropski,
second by Councilperson Daly.
Consider a motion to approve the Treasure report for the month April 2026. Motion made by
Councilperson Taliaferro, second by Councilperson Daly.
Consider a motion to approve the Meeting minutes for the month April 2026. Motion made by
Councilperson Taliaferro, second by Councilperson Ropski.
Consider a motion to approve Resolution 2026-05 America 250. Motion made by Councilperson
Daly, second by Councilperson Ropski.
Consider a motion to approve proposal from Jon Hanna and Sons for the 2025 municipal audit.
Motion made by Councilperson Taliaferro, second by Councilperson Daly. Mr. Caponi was able
to get the price down another $1,000.
Municipal Communication- Ms. Daly
Flyers were created the flyer for the 4tth of July and Yoga in the park.
Public Safety - Mr. Ropski
Consider a motion to approve the Police Chiefs report for the month of April 2026. Motion made
by Councilperson Ropski, second by Councilperson Daly.
Consider a motion to approve the Fire Chiefs report for the month of April 2026. Motion made by
Councilperson Ropski, second by Councilperson Taliaferro.
Consider a motion to approve the Fire Marshal report for the month of April 2026. Motion made
by Councilperson Ropski, second by Councilperson Taliaferro.
Public Works – Ms. Isaac no report
Health and Human Services - Ms. Fyffe
Consider a motion to release Quarter 2 payment of $15,000 to the library. Motion made by
Councilperson Ropski, second by Councilperson Daly. That was the negotiated rate to reimburse
the borough for their audit.
Parks and Borough Properties– Ms. Grayson
Consider a motion to approve the lease agreement to the Folcroft Swim Club.
Mr. Payne stated that there were some changes made. If the borough is unsuccessful getting the
tax exempt for the Swim Club, then the Swim Club will be responsible for the taxes.
Solicitor stated that the Swim Club has applied for tax exempt status and James is working with
her on this matter. If they are unable to get tax exempt status, they would be responsible for the
$5,000 lease fee plus the taxes.
The Swim Club will also be expected to submit the number of members they have annually.

Councilperson Ropski yes, Councilperson Taliaferro yes Motion carries 5-0
Consider a motion to approve purchase agreement payment in the amount of $152,500.00 to the
Folcroft Swim Club (purchase agreement 5/2025).

Councilperson Ropski yes, Councilperson Taliaferro yes Motion carries 5-0
Municipal Ordinances and Code Enforcement – Darlene Taliaferro
Consider a motion to release fire escrow funds to 1168 Taylor drive in the amount of
$20,800.00. Motion made by Councilperson Taliaferro second by Councilperson Ropski.
Consider a motion to release fire escrow funds to 1162 Taylor drive in the amount of
$18,180.00. Motion made by Councilperson Taliaferro, second by Councilperson Ropski.
Police Chief’s Report- No report
Solicitor’s Report – Mrs. Melchior
Working on the lease agreement

Finance Director’s Report – Mr. Caponi read the financed report.
Mayor’s Report- Mayor DiCicco gave an update on:
The volunteers meeting and they discussed the 4th of July and Community Day
Working on the clock tower
Borough Manager’s Report- Mr. Payne
Congratulated Kailie Melchior on her award
Gave an update on the Folcroft Ave bridge and it’s going to be 2-3 years out.
Highway is doing tree trimming
Old Business - None
New Business- Discussion about getting true green for the borough’s grass issues.
