WORKSHOP MEETING MINUTES
May 12th, 2026
PRESIDENT – Leigh Daly: Call the Council Meeting to order.
Mayor: Flag Salute and Invocation.
Roll Call: (Council President Papaleo (excused), Councilmember Leigh Daly,
Councilmember Tawana Grayson, Councilmember Malinda Isaac, Councilmember
Lorna Fyffe, Councilmember Stephen Ropski, Councilmember Darlene Taliaferro,
Mayor Franny DiCicco, Solicitor Kailie Melchior, Secretary/Manager Shawn Payne Jr.)
Council President states there was an executive session before tonight’s meeting
to discuss legal matters and Personnel.
Audience Participation – None
School District Representative Report- Mr. Kinji Ridley
Committee Reports
• Municipal Finance, Administration & Special Projects - Mr. Papaleo
Discuss America 250 Resolution- Please review the resolution. It’s a formality to
be able to use their logo and that we are supporting the 250th celebration. It will
be on the next meeting agenda.
Discuss 2025 Borough Auditor – There was a discussion regarding the 2 quotes
and what the benefit might be to go with the higher quote it will be on next
meeting’s agenda.
• Municipal Communication- Ms. Daly- working on a flyer for bingo
• Public Safety - Mr. Ropski- no report
• Public Works – Ms. Isaac- no report
• Health and Human Services - Ms. Fyffe- An update was given from the bingo
fundraiser and we are trying to do yoga in the park and free ice cream on 4th of
July.
• Parks and Borough Properties– Ms. Grayson
Discuss Lease Agreement for Swin Club Property – there was a discussion on
the matter.
• Municipal Ordinances and Code Enforcement – Darlene Taliaferro no report
Police Chief’s Report- Chief Bair would like to put in a commendation next month for
an incident that happened in Sharon Hill in April. The juvenile contacts are increasing
especially when the weather gets warmer. He is also putting something out about E-
bikes and possibly doing a presentation regarding the matter. The increase is mostly
gathering in packs and fighting.
Solicitor’s Report – Working on the lease agreement, working on litigations matters
from executive session and work with Andrew and the chief regarding fees.
Mayor’s Report- Working on the 4th of July and Community Day. Also working with the
cement union to do the labor for the concrete pad for the Fire Company for their burn
pad. Also going to talk to Joe Locke to see if anyone wants to donate concrete.
Borough Manager’s Report- The deadline to submit anything for the agenda for
5/26/26 if you can will be May 21st so he can have the agenda posted before the holiday
weekend.
Last week we had trailers parked in our municipal parking lot. They have since moved.
During the day I have been trying to keep track of the cars parked up there and most of
them have been from Mecca Electric and JT Autobody but overnight there was 3 cars in
the lot. The ball is in your court if you want it to be no parking at all. Let me know what
you would like to do.
Old Business – Can we get 7-11 to cut the grass. They are working on it.
New Business- Councilperson Grayson is exploring the idea of having a summer
basketball league. If we do, I would like to have some open gym times. She will get
more information and come back to council. She would like to have someone work to
have the E Center from 1-4 or 5 the kids would have a place to go. There was further
discussion on the matter.
Mr. Payne asked that you let us know because the hall rentals are ramping up.
Mayor DiCicco asked if we could have free ice cream after the bell ringing.
Adjournment -Motion made by councilperson Grayson, second by councilperson
Ropski. Motion carries
