Roll Call Board members present were Mr. Koniar, Mr. Ebert, III, Mr. Newton and Mr. Welytok (Mr. Welytok arrived at 2:05 pm). Board member absent was Chairman Davis. Others present were: Vickey Southern, Katy Taylor Jeff Rouzie, Don Staley, Mike Thompson, Chad Christian, Trevor Nixon, Ivy Mitchell and Matt Denaburg. Davis Approval of the Minutes 16-0643 September 1, 2016 PCEFCD Minutes Attachments: 09-01-2016 PCEFCD Meeting Minutes Draft.pdf A motion was made by Member J Koniar to approve the PCEFCD Minutes of September 1, 2016. The motion was seconded by Secretary/Treasurer Charles Ebert, III and carried by an unanimous vote. New Business 16-0644 A resolution approving working with the three apparent low bidders for Bid Package 4, 5 and 6 for the Event Center. Mr. Denaburg reported Packages 4, 5 and 6 include the general trades package, the electrical package and the plumbing, mechanical HVAC and fire protection package. He reported they took all bids in and compared them against the budget. It was determined there is deficit to overcome. They have worked on value engineering items. Package 4 - Three bids were received from Termac Construction, MW Rogers City of Foley, AL Page 1 Public Cultural & Entertainment Meeting Minutes - Final October 24, 2016 Facilities Cooperative District Construction and Dunn Building Company. Out of the three bidders, the apparent low bidder was MW Rogers Construction, which is a local contracting firm from Mobile and their bid was $2,993,000.00 Package 5 - Two bids were received from James B Donaghey Mechanical and Persons. Donaghey Mechanical was the apparent low bidder, which was $1,849,000.00 and Persons's bid was $2,286,287.00. Package 6 - Two bids were received from Stewart Electric and Bagby & Russell Electric. Bagby & Russell was the apparent low bidder, which was $1,109,940.00 and Stewart Electric's bid was $1,450,000.00. Mr. Denaburg asked the Board to approve a resolution to allow them to work with the apparent low bidders in reaching a contractor agreement with the low bidders, which are MW Rogers Construction for Package 4; James B Donaghey Mechanical for Package 5 and Bagby & Russell Electric for Package 6. Mr. Koniar made a motion to approve working with the three apparent low bidders along with value engineering to keep the costs as close to budget as possible. The motion was seconded by Mr. Ebert, III and carried by an unanimous vote. Enactment No: 16-0037-PCEFCD Visitor Comments City Engineer Chad Christian reported Baldwin EMC is in need of a temporary right-of-entry to boar underground for the placement of conduit for a cellular tower that will provide wifi capablities. A motion was made by Charles Ebert, III for a temporary construction easement/right-of-entry for the placement of conduit. The motion was seconded by Mr. Welytok and carried by an unanimous vote. (This item should have been voted on by the PASFCD. This item was moved the the PASFCD meeting of November 28, 2016 for a formal vote.) Adjourn A motion was made by Secretary/Treasurer Charles Ebert, III to adjourn the meeting. The motion was seconded by Member J Koniar and carried by an unanimous vote.
