Fort Mill Town Council Regular Meeting Minutes April 26, 2021 7:30 a.m. Live Viewing Online: Please visit www.fortmillsc.gov/livemeetings Public Access by Phone: Dial (toll free) 1-877-309-2073 and use access code 268-855-741 PRESENT: Mayor Savage, Councilman Helms, Councilman Moody, Councilwoman Heemsoth, Councilman Shirey and Councilman Huntley were present. Councilwoman Cook arrived late. CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION Councilman Helms provided the invocation. MINUTES Minutes of the April 12, 2021 Town Council Meeting Councilman Huntley made a MOTION to approve the minutes of the April 12, 2021 Town Council Meeting. SECONDED by Councilman Shirey. Passed 6-0. PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. To maintain social distancing, citizens will only be allowed into Council Chambers one at a time to give their comments. No one signed up for Public Comment. Page 1|5 Fort Mill Town Council Regular Meeting Minutes – Monday April 26, 2021 PRESENTATIONS There were no Presentations. OLD BUSINESS ITEMS Old Business Item #1 Second Reading of an ordinance to amend the budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2020 and ending September 30, 2021. Davy Broom stated that there have been no changes since First Reading. Councilman Helms made a MOTION to approve Second Reading of an ordinance to amend the budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2020 and ending September 30, 2021. SECONDED by Councilman Shirey. Passed 6-0. Old Business Item #2 Reconsideration of resurfacing tennis courts at the Fort Mill YMCA at the Complex. – Mr. Broom stated that this is a follow up on the tennis court resurfacing/construction project from the April 12th Town Council Meeting. Staff met with ESP Associates along with Councilwoman Cook and Mayor Savage. The objective of the meeting was to take a bird’s eye view of the entire site for the purpose of maximizing the potential use of the property. From that meeting the following options will be brought to you for your consideration. OPTION 1 – Resurface Existing 6.5 courts and add restroom building. Resurface 6.5 Existing tennis courts and add restroom building – Approx. $800,500 + 10% Contingency = $880,550 Options: • New Lighting & Poles – additional $45,000 • New Fencing - $63,000 Projected Timeline: Contractor (Court One) would be called immediately to resurface the courts as soon as possible. Very possible that courts would be completed in 2021. Restroom facility construction and associated tennis court amenities would go through procurement process. Estimated timeline for that would be first quarter 2022. Option 2 – Resurface 4 tennis courts, add 2 courts over half court and restroom building Page 2|5 Fort Mill Town Council Regular Meeting Minutes – Monday April 26, 2021 Resurface 4 courts. Adding 2 courts over the half court and restroom building. – Approx. $925,750 + 10% Contingency = $1,018,325 a. Resurface 4 courts – $175,000 + i. Cement stabilization $37,000 b. Add 2 courts over half court – $112,000 c. Restroom Facility – ($250,000) d. Sewer lateral = $25 a foot = 315 x 25 = 10,000 e. Demo and pavement replacement - $20,000 f. Grinder Pump = $15,000 g. Water Lateral = $15 x 300 = 5,000 h. Retrofit Lighting and refurbish existing poles = $175,000 i. Soil Import – (1,350 CY X $25 = $33,750) i. Remove Topsoil – 5,000 j. Add ADA parking spaces for restroom - $10,000 k. New fencing - $63,000 l. Relocation of 3-phase pad mount transformer - $15,000 Options: New Lighting & Poles – additional $45,000 Projected Timeline: – Overall project would be subject to town procurement process. That includes new advertisement for bids, public bid opening, and vetting of bids before bringing the lowest bid back to town council for approval. Tennis court resurfacing/construction would more than likely begin in March 2022. Restroom facility construction would begin in 2021 and completed by first quarter of 2022. Estimated completion date for overall project is second quarter of 2022. Councilman Shirey made a MOTION to approve Option 2 with the option of new lighting and poles for an additional $45,000. SECONDED by Councilman Moody. Passed 6-0. NEW BUSINESS ITEMS There were no New Business Items INFORMATION/DISCUSSION Information/Discussion Item #1 Update of I-77 Catawba River Bridge construction project Chris Sardelli gave Council Members an update of the I-77 Catawba River Bridge construction project. Councilwoman Cook joined the meeting at 8:00 am. Begins full-time on May 6 through May 24, 2021. Crews have partially closed some lanes throughout April. Page 3|5 Fort Mill Town Council Regular Meeting Minutes – Monday April 26, 2021 Will close the southbound bridge, with southbound traffic diverted to the northbound lanes to accommodate two-way traffic over the bridge, two lanes in each direction. A temporary concrete median will be in place to separate the northbound and southbound traffic. The southbound on-ram at Sutton Road (exit 83) will be closed with all northbound on-ramps closed at Cherry and Celanese (exit 82) Heavy delays expected on I-77 and the following roads: •US 21 to Sutton Road (this is the posted detour) •Highway 49/Buster Boyd Bridge •US 521 •SC 160 and Sutton Road (in Fort Mill) •Celanese Road, Cherry Road, Cel-River Road, and Dave Lyle Blvd (in Rock Hill) For Project Information, Updates, and Local Impacts: • www.yorkcountysheriff.com/77BridgeProject • www.fortmillsc.gov EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. There were no Executive Session Items ADJOURN Councilman Helms made a MOTION to adjourn. SECONDED by Councilman Shirey. Passed 7-0. Being no more business to conduct, the meeting adjourned at 8:12 am.
