CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION Councilman Helms provided the invocation. MINUTES Minutes of the April 26, 2021 Town Council Meeting Councilman Helms made a MOTION to approve the minutes of the April 26, 2021 Town Council Meeting. SECONDED by Councilman Shirey. Passed 6-0. PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. To maintain social distancing, citizens will only be allowed into Council Chambers one at a time to give their comments. No one signed up for Public Comments. PRESENTATIONS Page 1|6 Fort Mill Town Council Regular Meeting Minutes – Monday May 10, 2021  Presentation #1 Recognition of Robbie Hill for 26 years of service with the Town of Fort Mill Mayor Savage presented a plaque to Mr. Robbie Hill for 26 years of service with the Town of Fort Mill. NEW BUSINESS ITEMS New Business Item #1 First Reading and Public Hearing: An ordinance annexing York County Tax Map Number 653-00-00-210, containing approximately 7.30 +/- acres located at the southwest corner of Pleasant Road and Whitley Road (Ward 2: Ronnie Helms) – Penelope Karagounis Mayor Savage opened the floor for Public Hearing. The following citizens came forth to speak: James Caldwell, 396 Sand Paver Way, spoke in opposition of the annexation. Melanie, Carlyn and Zane Stove, 163 Whitley Mills, spoke in opposition of the annexation. Wink Rae with Kuester Commercial, requested that this item be deferred until a future meeting. Susan Rosenbeatt – representing the applicant, requested that council defer this item to a future meeting. Nancy Pate, 774 Petersburg Drive, spoke in opposition of the annexation. Sarah Chick, 147 Whitley Mills Road, spoke in opposition of the annexation. Mark Seeley, 537 Marblewood Court, spoke in opposition of the annexation. David Williford, 425 Silver Cypress, spoke in opposition of the annexation. Linda Lang, 726 Petersburg Drive, spoke in opposition of the annexation. Two people came forth to speak: Wink Rae with Kuester Commercial, requested that this item be deferred until a future meeting. Susan Rosenbeatt – representing the applicant requested that council defer this item to a future meeting. Councilman Shirey made a MOTION to defer this item to the June 14th council meeting. SECONDED by Councilman Helms. Passed 5-1. Mayor Savage opposed. Councilman Shirey made a MOTION to approve an ordinance annexing York County Tax Map Number (s) 708-00-00-024 and 708-00-00-037 containing approximately .99 +/- acres located on 1029 Spratt Street. New Business #5 Page 3|6 Fort Mill Town Council Regular Meeting Minutes – Monday May 10, 2021  First Reading of an ordinance to amend Section 14-11 of the Code of Ordinances for the Town of Fort Mill as it relates to candidate filing deadlines and fees – Chris Pettit Chris Pettit explained that the purpose of this ordinance request is to make changes to the filing fees and filing deadlines for candidates running for Mayor and Town Council in an effort to help standardize the process, make the process easier to implement on the County and Town’s behalf, and make the process simpler for candidates running for office. As it stands today, the first candidate to file for a particular seat is required to pay a $100 filing fee. Any subsequent candidates are then only required to pay a $50 filing fee. In the event that at least two people file for the same seat, the first candidate would be entitled to a $50 refund. This process is unnecessarily difficult to implement and therefore staff is proposing this ordinance to establish a flat fee that all candidates would pay regardless of whether they were running opposed or unopposed. The money the Town gets from filing fees helps offset the overall cost to the Town for running the elections. For context, candidate filing fees accounted for $600 in the 2019 general election for the Town and were used to offset the almost $12,000 total cost of running the elections in Town. The Town’s current filing requirement notes that candidates must file no earlier than ninety (90) days nor later than 12:00 noon sixty (60) days prior to the date of the election. In an effort to standardize our regulations against those throughout the rest of York County, this ordinance proposes to remove the “12:00 noon” requirement and instead allow for candidates to file up until the close of business sixty (60) days prior to the date of the election. Councilman Shirey made a MOTION to approve an ordinance to amend Section 14-11 of the Code of Ordinances for the Town of Fort Mill as it relates to candidate filing deadlines and fees. SECONDED by Councilman Helms. Passed 6-0. New Business #6 Emergency ordinance extending prior temporary measures for town council and other appointed board and commission members to participate in meetings electron60ically during the COVID-19 emergency. Chris Pettit explained that the current ordinance has extended the electronic meetings until May 25th. If approved, this ordinance would extend the emergency measures an additional 60 days effective until July 25, 2021. Councilman Shirey made a MOTION to approve the emergency ordinance extending prior temporary measures for town council and other appointed board and commission members to participate in meetings electronically during the COVID-19 emergency. SECONDED by Councilman Helms. FAILED 0-6. Page 4|6 Fort Mill Town Council Regular Meeting Minutes – Monday May 10, 2021 INFORMATION/DISCUSSION Information/Discussion Item #1 Plan to reopen town buildings to public Davy Broom, Town Manager, explained the following plan for reopening Town buildings on May 17, 2021. Town Hall – • Operate on normal business hours (8:30 am to 5:30 pm M-F) • Main lobby has been upfit with safeguards such as plexiglass, physical barriers, sneeze guards, and social distancing markers • Sanitizer stations added at entrance/exit doors • Mask will be required • Free disposable mask will be available for anyone without a mask • Informational signage added • Designated areas for public to meet with staff Police Department – • Lobby open to public 24 hours a day • Main lobby has been upfit with safeguards • Sanitizer station added • Mask will be required • Free disposable mask will be available for anyone without a mask • Information signage added EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. Executive Session Item #1 Discussion of negotiations incident to proposed contractual matters with Crossroads Development Partners, LLC Councilwoman Heemsoth made a MOTION to go into Executive Session. SECONDED by Councilman Shirey. Passed 6-0. Council went into Executive Session at 7:29 pm. Councilman Helms made a MOTION to come out of Executive Session. SECONDED by Councilman Shirey. Passed 6-0. Council came out of Executive Session at 8:23 pm. Mayor Savage stated that no votes or actions were taken during Executive Session.
