PRESENT: Mayor Savage, Councilman Hudgins, Councilman Garrison, Councilwoman Cook,
Councilman Helms, Councilman Wolfe, and Councilman Moody were present.

Councilman Moody provided the invocation.
MINUTES
Councilman Helms made a MOTION to approve the minutes of the September 27, 2022
meeting as presented. SECONDED by Councilwoman Cook. Passed 7-0.

There were no speakers for public comment.

Grand Opening of Banks Athletic Park
Davy Broom provided a presentation on the grand opening of the Town’s newest park,
Banks Athletic Park, which is located on Sparkling Brook Parkway just off of Banks
Road.

Proclamation to be presented by the Mayor to the Planning Department in recognition of
Community Planning Month
Mayor Savage presented the Town’s Planning Director, Penelope Karagounis, with a
proclamation.

First Reading: An ordinance amending the Zoning Ordinance for the Town of Fort
Mill; Article VI, Administration, Enforcement, Penalties, and Fees; Section 4.4, Mobile
Food Vendors; to amend the requirements for mobile food vendors; to provide for a
public hearing; to provide for other matters relating thereto
Councilman Helms made a MOTION to approve first reading. SECONDED by
Councilman Wolfe. Passed 7-0.

New Business Item #1
First Reading: An ordinance amending the Communications Towers Ordinance within
the Code of Ordinances for the Town of Fort Mill so as to amend the setback
requirements for towers
Councilman Hudgins made a MOTION to approve first reading. SECONDED by
Councilman Garrison. Passed 7-0.

Information / Discussion Item #1
Progress report on Doby Bridge Park Home Demolitions
Davy Broom provided Council with an update on the status of the demolition of the homes
at Doby Bridge Park. The Town recently procured a company to abate and demolish the
homes. At this time, the homes are gone and the contractor is working to remove the
remaining landscaping and seed grass. There is no specific or designated use for the
properties moving forward, however the demolition of the homes allows staff to move
more quickly at such time that a use is determined by Council.

Progress report on the Town of Fort Mill Tennis / Pickleball Facility Project
Davy Broom provided Council with an update on the status of the Town of Fort Mill
Tennis / Pickleball Facility Project. The project consists of renovating four existing
courts and constructing two new courts for tennis, converting two existing tennis courts

into pickleball courts, and constructing a facility that will house restrooms, storage, and
office space. The project is now under construction.

Executive Session Item #1
Receipt of Legal Advice relating to Potential Claims and Ongoing Legal Matters
Councilman Helms made a MOTION to move into executive session. Seconded by
Councilman Wolfe. Passed 7-0.
Councilman Wolfe made a MOTION to come out of executive session. Seconded by
Councilman Garrison. Passed 7-0. Mayor Savage made note that no vote was taken in
Executive Session.
ADJOURN
Councilwoman Cook made a MOTION to adjourn. SECONDED by Councilman Helms.
Passed 7-0.
Being no more business to conduct, the meeting adjourned at 7:22 p.m.

PUBLIC COMMENT
Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any
citizen of the Town may appear before council for the purpose of providing public
comments on any municipal matter (except personnel matters). Those who wish to
speak must sign in outside of Council Chambers prior to the start of the meeting.
Citizens will be given 3 minutes each to speak.
