Fort Mill Town Council Meeting September 27, 2022 6:00 p.m. Council Chambers 112 Confederate Street Fort Mill, SC 29715 PRESENT: Mayor Savage, Councilman Hudgins, Councilman Garrison, Councilwoman Cook, Councilman Helms, Councilman Wolfe, and Councilman Moody were present. CALL TO ORDER PLEDGE OF ALLEGIANCE INVOCATION Councilman Helms provided the invocation. MINUTES Councilwoman Cook made a MOTION to approve the minutes of the September 19, 2022 meeting as presented. SECONDED by Councilman Wolfe. Passed 7-0. PUBLIC COMMENT There were no speakers for public comment. OLD BUSINESS ITEMS Old Business Item #1 Second Reading: An ordinance to adopt the budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2022 and ending September 30, 2023 Councilman Moody made a MOTION to approve second reading. SECONDED by Councilman Helms. Passed 6-1 with Councilwoman Cook opposed. Page 1|3  Old Business Item #2 Second Reading: An ordinance to raise revenue by setting the tax millage for the Town of Fort Mill, South Carolina for the tax year ending December 31, 2022, and for the fiscal year ending September 30, 2023 Councilman Wolfe made a MOTION to approve second reading. SECONDED by Councilman Garrison. Passed 7-0. Councilman Wolfe noted that the average home in Town, valued at $400,000, would see an increase in taxes associated with the 4 mill increase of $64 annually without the Homestead Exemption or $56 with the Homestead Exemption. NEW BUSINESS ITEMS New Business Item #1 Consideration of allocations for the Town of Fort Mill Accommodation Tax Grant Funds – Davy Broom Councilwoman Cook made a MOTION to approve the Accommodation Tax Committee’s recommended funding of the Accommodation Tax Grants. SECONDED by Councilman Hudgins. Passed 7-0. New Business Item #2 A resolution amending the general use policies for the Town of Fort Mill’s parks and recreation facilities – Chris Pettit Councilman Wolfe made a MOTION to approve the amended general use policies with the following modifications: 1) Have the policy clarify that the amphitheater is not available for rent 2) Have bullet #4 under Park Information include additional language to further clarify that it is speaking to shelter and gazebo rental information 3) Have bullet #7 under Park Rules include a note to dial 911 for emergencies SECONDED by Councilwoman Cook. Passed 7-0. INFORMATION/DISCUSSION Information/Discussion Item #1 South Carolina Office of Resilience ARPA-Funded Grant Opportunity Mina MacDonald provided Council with an overview of a potential ARPA grant opportunity that would provide some revitalization to the Railroad Avenue corridor.
