Presentation #2 Recognition of Information Technology Administrator, Jason Thomton Jason Thomton, IT Director, was recognized by the Town Manager for serving as President on the Board of Directors for the Municipal Technology Association of South Carolina for 2023. Presentation #3 Town of Fort Mill 150th Celebration Chris Sardelli announced that to kick off the year-long celebration, the Town hosted a special event in the Fort Mill Town Hall on Friday, Feb. 10 where the public could enjoy a specially decorated cookie and take their picture in front of the balloons and Town Seal and enter a contest for a chance to win a special Town Merchandise prize pack. Mr. Sardelli stated that we will also be celebrating with special anniversary activities at some of our events this year including: -Family Fun Day on March 25 -The South Carolina Strawberry Festival Events, from April 14 through May 6 - The Fort Mill Fall Festival in October and make sure to join us on July 3 as the Town hosts its annual Independence Day Celebration combined with the Town’s 150th Party! • Participate in the Fort Mill 150 Fit Challenge where the public can Walk or Run 150 miles throughout the year and win prizes- Register and download your tracker on the website. • The Fort Mill Art Contest celebrating the Past, Present and Future of Fort Mill. • The Fort Mill 150 Photo Challenge where you can share your pictures of Town Events, Landscapes, Landmarks and People • Local businesses can join to be part of the Fort Mill 150 Passport by signing up at the Town’s website and telling us how you would like to participate by providing special drinks, dishes, discounts, or coupons for the passport. • And be on the lookout for a very special Community Outreach planned for November. Presentation #4 2023 South Carolina Strawberry Festival Chris Sardelli explained that the South Carolina Strawberry Festival began in 2009 and is hosted by the Town of Fort Mill annually the first Saturday in May. The event is held in Walter Elisha Park, 345 N. White Street, and features the beautiful Fort Mill Amphitheater. The South Carolina Strawberry Festival features great music, children’s entertainment, strawberry ice cream and cupcake eating contests, pig races, food, vendors, rides, fireworks, strawberries and so much more! Preceding the annual festival in the park, Festival Week features a number of community events. This year’s schedule includes Little Miss, Teen, Miss and Mrs. Strawberry Pageants, the Strawberry Sprint & Stroll 5K & Jam, Strawberry Scavenger Hunt, Strawberry Soiree’, Strawberry Festival Brunch and the Strawberry Festival Golf Tournament. The South Carolina Strawberry Festival showcases our beautiful Historic Fort Mill and provides a venue where residents, friends and visitors come together in a fun, safe, and family-friendly environment. The festival seeks to encourage economic development, enhance quality of life and foster community pride and engagement. Presentation #5 Main Street Jams Mr. Steve Tolson presented some proposed Main Street Jam event dates for 2023 for Council’s consideration of approval. 2022 Event Results • 3 successful privately funded and family friendly events • 35-45 vendors at each event • ~80% of vendors from York/Lancaster County • Partnered w/local charities and donated >$10,000 to local FMHM in 2022 • ~1500-2500 attendees at each event Proposed 2023 Events • 03/17 – St. Patrick’s Day Jam • 06/17 – Peach Jam • 08/19 – Back to School Jam • 09/16 – Oktoberfest Jam • 12/09 – Christmas Market Page 3|6  Presentation #6 Stormwater Update Mina McDonald with the Stormwater Department gave an update to council regarding the rain barrel sale this year and the stormwater art contest and mural update. INFORMATION/DISCUSSION Information and Discussion Item #1 Capital Projects Update Davy Broom gave an update on the current Capital Projects. YMCA at the Complex Tennis Facility – The concrete slab and walls for the restroom and tennis office building have been completed. Southern Builders is expecting the steels beams for this building to be delivered the week of 2-13-23. Southern Builders to begin installation of the sewer lateral for building week of 2-13-23. This will entail trenching across rear parking lot and main roadway through property. The lateral itself runs from the new building to the sewer lift station located beside Field 1. This portion of the project will consist of three phases to keep a large portion of the rear parking lot available open for public use. During the third phase, the driveway through the property will be temporarily closed for the installation of sewer pipe across roadway. This phase should take no longer than a couple of days to complete. Communications will be provided to YMCA members and town social media platforms. Project Cost: $1,605,338 Estimated projected Completion Date – May 2023 Tennis Courts and Lighting - Projected Start Date – April 2023 Projected Completion Date Page 4|6  June 2023 YMCA at the Complex Property Maintenance – Our contracted arborist has completed the tree maintenance program. The project consisted of the removal of a few trees that were determined to be diseased and/or a safety risk to the public. The remaining trees have had “dead wood” removed from their canopies which should enhance the health of the trees. One area to be addressed soon is the courtyard at the rear of building. An old River Birch was removed due to the root system destroying the concrete surface causing a safety hazard. Staff will meet with YMCA management to determine best use for this location. More information to follow to follow later. Walter Y. Elisha Park Playground Town is upgrading the current playground and adding new play elements, surfacing, and shade. Demolition is currently taking place and is expected to last for a few weeks. Construction fencing is being installed around the perimeter of the work area. The public is asked to not enter the construction area at any time. Available town playgrounds are located at Harris Street Park, Steele Street Park, Dobys Bridge Park, Millstone Park, and Banks Athletic Park. Page 3|3 Town Council Meeting New Business Item Main Street Jam Resolution A resolution designating Main Street (Tom Hall Street to Academy Street) as the site of a public festival on Saturday, March 17, 2023, from 5PM-9PM, in which alcoholic beverages may be sold, possessed, and consumed, and to authorize a special event permit for live music and sound amplifying equipment. Pursuant to Sec. 24-30(b)(2) of the Code of Ordinances for the Town of Fort Mill, the council is asked to consider a request from Steve Tolson, co-owner of Amor Artis, to designate Main Street (Tom Hall Street to Academy Street), as the site of a public event at which alcoholic beverages may be sold, possessed, and consumed. This request would allow for an exception from the public consumption ordinance on Saturday, March 17, 2023. With Council’s approval, alcohol sales would be permitted between 5PM-9PM on March 17, 2023. Alcohol sales will be cut off 30 minutes before event concludes and employees will supervise doors to remind people that event on Main Street will end in 30 minutes. Jason Cloud/Hobo’s Restaurant and Steve Tolson/Amor Artis will be responsible for alcohol sales. The process of selling would be: ID checks, wrist bands, beer/wine tickets, and zero-tolerance enforcement managed by Hobos/Jason Cloud and Amor Artis/Steve Tolson. Pursuant to Sec. 24-34(c)(2)(l) of the Code of Ordinances for the Town of Fort Mill, the Council is also asked to consider a request to authorize a special event permit for live music and sound amplifying equipment on Saturday, March 17, 2023, from 5PM-9PM. The town’s noise ordinance allows Council to grant permits to “responsible organizations to broadcast programs of music, speeches or general entertainment as a part and in recognition of a community celebration of national, state or town events, public festivals, or outstanding events of a noncommercial character, provided that traffic on the streets is not obstructed by reason thereof and adequate provisions will be made to minimize the disturbance to neighboring residential areas.” The Main Street Jam proposes to offer musical offerings from the stage set up at the foot of Main Street and before Academy Street. The stage will be situated in a manner to minimize the impact to neighboring residences. Staff will be available during the meeting to answer any questions that council may have regarding either of these items. Recommendation It is recommended that council approve the request. STATE OF SOUTH CAROLINA TOWN OF FORT MILL A RESOLUTION DESIGNATING MAIN STREET AS THE SITE OF A PUBLIC FESTIVAL AT WHICH ALCOHOLIC BEVERAGES MAY BE POSSESSED, SOLD AND CONSUMED, AND TO AUTHORIZE A SPECIAL EVENT PERMIT FOR LIVE MUSIC AND SOUND AMPLIFYING EQUIPMENT ON SATURDAY, MARCH 17, 2023, FROM 5PM-9PM. WHEREAS, Sec. 24-30 of the Code of Ordinances of the Town of Fort Mill Sec. 24-30. Display, consumption of beer, wine, or other alcoholic beverages in public. It shall be unlawful to openly display or consume any beer or wine or other alcoholic beverage in or from any container on any public street or sidewalk, in any public parking areas, parks, recreation areas, or at any public gathering place excluding the following: i.Private businesses; ii.Any areas as designated and approved in a Special Event Permit issued by the Town of Fort Mill. a. This section is not intended to be in conflict with and will not be in conflict with any state laws regulating the consumption of sealed, licensed liquors. b. The application of this section shall in no way affect the enforcement or prosecution of violations of Section 24-26. - Breach of peace; disorderly conduct; obscenity; drunkenness; indecent or dangerous conduct, or any other Town Ordinances or State Law. c. Any person found to be guilty of violating the terms of this section shall, upon conviction be punished in accordance with Section 1-6. WHEREAS, Sec. 24-34(c)(2)(l) of the Code of Ordinances for the Town of Fort Mill generally prohibits loud, disturbing and unnecessary noise from sound amplifying devices; however, the council may grant a special event permit to responsible organizations to broadcast programs of music, speeches or general entertainment as a part and in recognition of a community celebration of national, state or town events, public festivals, or outstanding events of a noncommercial character, provided that traffic on the streets is not obstructed by reason thereof and adequate provisions will be made to minimize the disturbance to neighboring residential areas; and WHEREAS, the Main Street Jam scheduled to take place Saturday, March 17, 2023, from 5PM-9PM on Main Street, Fort Mill from Tom Hall Street to Academy Street; and WHEREAS, the Town Council has determined that the applicant has proposed and will take the necessary precautions protect public safety and minimize the impact of unreasonable noise to surrounding residences; NOW THEREFORE BE IT RESOLVED, that the Mayor and Town Council for the Town of Fort Mill does hereby designate Main Street, Fort Mill from Tom Hall Street and Academy Street as the site of a public festival at which alcoholic beverage may be sold, possessed and consumed, on Saturday, March 17, 2023 from 5PM-9PM. This settlement requires these companies to provide funds for treatment and recovery services. The Town of Fort Mill is considered a Guaranteed Political Subdivision which means we are guaranteed to receive funds based on the ability to adhere to the list of approved opioid remediation uses. The town does not have the ability to administer these programs. However, Keystone Substance Services located within York County provides 7 of the 9 required services. Keystone Substance Abuse Services serves as York County’s substance abuse authority. They provide comprehensive prevention/education, intervention, and treatment to citizens in need of alcohol and other drug abuse services. Their 14 bed Withdrawal Management facility is 1 of 4 in the 301 system with 6 beds devoted to residential treatment and 8 beds designated for withdrawal management (detox). Their outpatient services consist of both Level – One and Intensive Outpatient Treatment. York County Government and the City of Tega Cay have partnered with Keystone Substance Abuse Services to administer this program on their behalf. Staff is requesting that Fort Mill partner with them as well. Through Town Council’s approval, I can issue a letter (Attached) to Keystone giving them the authority to collect and utilize these funds on our behalf. Before applying for funds, Keystone will submit to the Town their eligible strategies in order to receive approval before applying and requesting funds on behalf of the Town. The Town will then work with Keystone on the annual report explaining how the funds were used. The sign-on deadline for submitting for the upcoming funds is April 18, 2023.  Alternatives 1. 2. In order to use these funds to help address and remediate the impact of the opioid epidemic in SC and Fort Mill, the Town is authorizing Keystone Substance Abuse Services of York County (“Keystone”) to request the Town’s funds on behalf of Town of Fort Mill Government. Fort Mill Town Council grants Keystone permission to write and submit requests on behalf of the Town in the Guaranteed Political Subdivision Sub fund. Keystone provides our community expert care and with the hope that recovery from substance use is possible. This organization has worked with countless people struggling with substance use disorders, their families, and community members to treat not only the symptoms of substance use, but to also educate, empower, and heal the people behind the addictions to improve the quality of life of the individual, their families, and the community. Keystone will apply for eligible programs or items within the designated core strategies of the Opioid Recovery Fund. Keystone will designate an employee to be Fort Mill’s contact and the requestor of funds. Before applying for funds, Keystone will submit to the Town their eligible strategy(ies) in order to receive approval before applying and requesting funds on behalf of the Town. The Town of Fort Mill and Keystone will work together on the annual report, due to the SC Opioid Recovery Fund Board, demonstrating how the funds were used for approved abatement strategy(ies).
