There were no Presentations. OLD BUSINESS Old Business Item #1 Second Reading: An ordinance to adopt the budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2023, and ending September 30, 2024. Chris Pettit, Interim Town Manager, stated that no changes have been made since First Reading. Councilman Helms made a MOTION to approve Second Reading of an ordinance to adopt the budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2023, and ending September 30, 2024. SECONDED by Councilman Garrison. Passed 6-0. Old Business Item #2 Second Reading: An ordinance to raise revenue by setting the tax millage for the Town of Fort Mill, South Carolina for the tax year ending December 31, 2023, and for the fiscal year ending September 30, 2024. Chris Pettit stated that no changes have been made since First Reading. Councilman Hudgins made a MOTION to approve Second Reading of an ordinance to raise revenue by setting the tax millage for the Town of Fort Mill, South Carolina for the tax year ending December 31, 2023, and for the fiscal year ending September 30, 2024. SECONDED by Councilman Helms. Passed 6-0. NEW BUSINESS New Business #1 An ordinance updating the Town of Fort Mill Capital Improvement Plan for FY 2019-20 to 2023-24. Mr. Pettit explained that as required by the South Carolina Development Impact Fee Act, the Town has adopted a five-year capital improvements plan (CIP) dedicated to impact fee eligible projects. This ordinance would update the Town's CIP to add eligible projects from the FY 2023-24 budget and others that have been discussed by Town Council. By adding these projects, they become eligible for impact fee funding. Added projects include design work for future parks on the Spratt Property donation sites as well as development costs for the Town's new Operations Center. Other updates have been made within the plan to update costs, timelines, etc. Page2IS Councilman Hudgins made a MOTION to come out of Executive Session. SECONDED by Councilman Wolfe. Passed 6-0. Mayor Savage stated that no votes or actions were taken during Executive Session. ADJOURN Councilman Garrison made a MOTION to adjourn. SECONDED by Councilman Moody. Passed 6-0. Being no more business to conduct, the meeting adjourned at 8:48 p.m. The following press was notified of the meeting by email or fax in accordance of the Freedom of Information Act: The Herald; CN2; WRHI, WSOC and WBTV. The agenda was also posted on the board outside of the entrance to Town Hall the required length of time and on the Town website. Virginia C.
