Fort Mill Town Council Meeting Minutes Monday, May 19, 2025 6:00 p.m. Council Chambers 205 N. White Street Fort Mill, SC 29715 PRESENT: Mayor Savage, Councilman Hudgins, Councilman Garrison, Councilwoman Cook, Councilman Helms, and Councilman Wolfe were present. Councilman Moody was absent. CALL TO ORDER The meeting was called to order at 6:00 p.m. PLEDGE OF ALLEGENCE INVOCATION Councilman Helms provided the invocation. MINUTES April 28, 2025 Council Meeting May 5, 2025 Council Workshop May 12, 2025 Council Workshop Councilman Wolfe made a MOTION to approve the minutes as presented. Councilman Hudgins SECONDED the motion. Passed 6-0. Page 1|4 PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of Council Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to speak. There were no speakers for public comment. PRESENTATION Presentation #1 Fort Mill Fire Department Promotional Ceremony – Chief Wilkerson Chief Wilkerson presented the following personnel to Council for promotions: Battalion Chief William Jenkins Captain Thomas Varjabedian Captain Christopher Jones Captain Quentin Harris Deputy Fire Marshal Ellie Wolfram OLD BUSINESS Old Business Item #1 Public Hearing and Second Reading: An ordinance amending the Code of Ordinances for the Town of Fort Mill: Chapter 2, Administration; Article IV, Finance and Taxation; Division 4, Development Impact Fees; so as to update the development impact fees for the town as mandated by the South Carolina Development Impact Fee Act – Chris Pettit Mayor Savage opened the public hearing. No one came forward to speak. Mayor Savage closed the public hearing. Councilman Wolfe made a MOTION to approve Old Business Item #1. SECONDED by Councilman Garrison. Passed 6-0. Old Business Item #2 Public Hearing and Second Reading: An ordinance adopting the Capital Improvements Plan for projects eligible for development impact fee funding – Chris Pettit Mayor Savage opened the public hearing. No one came forward to speak. Mayor Savage closed the public hearing. Councilman Hudgins made a MOTION to approve Old Business Item #2. SECONDED by Councilman Helms. Passed 6-0. Page 2|4 NEW BUSINESS New Business Item #1 A resolution accepting the streets within the Nims Village subdivision into the Town of Fort Mill Street Maintenance System – Penelope Karagounis Councilman Wolfe made a MOTION to approve New Business Item #1. SECONDED by Councilman Helms. Passed 6-0. New Business Item #2 An ordinance establishing a temporary moratorium on the acceptance and processing of applications for rezoning or annexation of new residential developments – Chris Pettit Councilwoman Cook made a MOTION to approve New Business Item #2. SECONDED by Councilman Garrison. Passed 6-0. New Business Item #3 A resolution opposing the proposed changes to the York County recreation tax – Cary Vargo Councilwoman Cook made a MOTION to defer New Business Item #3 to the Town’s June 23rd meeting. SECONDED by Councilman Wolfe. Passed 6-0. New Business Item #4 An ordinance amending the budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2024 and ending September 30, 2025. Amendment #25-14 – Eric Davis Councilman Wolfe made a MOTION to approve New Business Item #4. SECONDED by Councilman Helms. Passed 6-0. INFORMATION/DISCUSSION Information / Discussion Item #1 Comprehensive Plan Update – Penelope Karagounis Planning Director Penelope Karagounis provided Council with an update on the Town’s Comprehensive Plan. Information / Discussion Item #2 Downtown Master Plan Update – Penelope Karagounis Planning Director Penelope Karagounis provided Council with an update on the Town’s Downtown Master Plan. For more information, please go to our website at www.fortmillsc.gov/ourpathforward. Executive Session Item #1 Discussion of negotiations incident to proposed purchase of real property Executive Session Item #2 Discussion of negotiations incident to proposed contractual arrangements relating to the leasing of the Town’s 111 S. White Street facility Executive Session Item #3 Discussion of negotiations incident to proposed contractual arrangements relating to the leasing of the Town’s 123 N. White Street property Executive Session Item #4 Discussion of negotiations incident to proposed contractual arrangements with the City of Rock Hill Executive Session Item #5 Discussion of negotiations incident to proposed contractual arrangements for the design of the Town’s Operations Center Campus Executive Session Item #6 Receipt of legal advice relating to potential claims Councilman Wolfe made a MOTION to go into executive session. SECONDED by Councilwoman Cook. Passed 6-0. Councilman Garrison made a MOTION to come out of executive session. SECONDED by Councilman Wolfe. Passed 6-0. Mayor Savage noted that no vote was taken in executive session. ADJOURN There being no further business, Councilman Wolfe made a MOTION to adjourn. SECONDED by Councilwoman Cook. Passed 6-0.
