Fort Mill Town Council Workshop Minutes Monday, June 9, 2025 6:00 p.m. Council Chambers 205 N. White Street Fort Mill, SC 29715 PRESENT: Mayor Savage, Councilman Hudgins, Councilwoman Cook, Councilman Helms, and Councilman Moody were present. Councilman Wolfe and Councilman Garrison were absent. CALL TO ORDER Meeting was called to order at 6:00 p.m. PLEDGE OF ALLEGENCE INVOCATION Councilman Helms gave an invocation. NEW BUSINESS New Business Item #1 Consideration of proposals and authorizing the Town Manager to enter into a construction contract for the Steele Street Park Improvements – Cary Vargo Councilwoman Cook made a motion to authorize the Town Manager to enter into a contract with Cunningham Recreation for their Option 2 design. Councilman Moody seconded the motion. Passed 5-0. INFORMATION/DISCUSSION Information / Discussion Item #1 Parks and Recreation Master Plan Update – Gordon Burnette Assistant Town Manager Gordon Burnette provided Council with an update on the status of the Parks and Recreation Master Plan. Council discussed potential participants on a steering committee and a motion was made by Councilwoman Cook to appoint Councilman Moody, Mayor Page 1|3  Savage, and Councilwoman Cook to the steering committee. Information / Discussion Item #2 Golf Cart Laws – Cary Vargo Town Manager Cary Vargo discussed new state laws relating to golf carts, which provide provisions for municipalities to adopt their own local laws that provide further regulation. Police Chief Zachary spoke in favor of the new state law without any local ordinance. Information / Discussion Item #3 Town Hall Renovation Update – Cary Vargo Town Manager Cary Vargo provided Council with updates on the timeline for construction on the renovations to the new Town Hall (205 N. White Street). EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. Executive Session Item #1 Discussion of negotiations incident to proposed contractual arrangements relating to the leasing of the Town’s 111 S. White Street facility Executive Session Item #2 Discussion of negotiations incident to proposed contractual arrangements relating to the leasing of the Town’s 123 N. White Street property Executive Session Item #3 Discussion of negotiations incident to proposed contractual arrangements with Fort Mill Economic Partners Executive Session Item #4 Discussion of negotiations incident to proposed contractual arrangements with York County Executive Session Item #5 Receipt of legal advice relating to potential claims Councilwoman Cook made a motion to go into executive session. Councilman Helms seconded the motion. Passed 5-0. Councilwoman Cook made a motion to come out of executive session. Councilman Helms seconded the motion. Passed 5-0. Mayor Savage noted that no vote was taken in executive session. Page 2|3  Councilwoman Cook made a motion to authorize the Town Manager and Town Attorney to proceed with the condemnation process for 116 Main Street. Seconded by Councilman Helms. Passed 5-0. ADJOURN Councilwoman Cook made a motion to adjourn. Councilman Moody seconded the motion. Passed 5-0.
