Fort Mill Town Council Meeting Minutes Monday, October 27, 2025 6:00 p.m. Council Chambers 205 N. White Street Fort Mill, SC 29715 PRESENT: Mayor Savage, Councilman Helms, Councilman Wolfe, Councilman Moody, Councilman Hudgins, Councilman Garrison and Councilwoman Cook were present. CALL TO ORDER PLEDGE OF ALLEGENCE INVOCATION Councilman Helms provided the invocation. PUBLIC COMMENT Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the Town may appear before council for the purpose of providing public comments on any municipal matter (except personnel matters). Those who wish to speak must sign in outside of the Council Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to speak. One person signed up to speak: Jerry Gronske with Unique USA, spoke about the project planned in regard to tonight’s rezoning request in Old Business item #1. Prior to speaking, Councilman Wolfe notified the clerk that he would recuse himself from discussion and action on this item. Prior to the approval of the Minutes, Mayor Savage presented a proclamation to recognize and honor the members of the Fort Mill American Legion Auxiliary Post #43 for their 100th anniversary. MINUTES October 13, 2025, Council Meeting Page 1|4  Councilman Wolfe made a MOTION to approve the minutes of the October 12, 2025, council meeting. SECONDED by Councilman Helms. Passed 7-0. PRESENTATIONS There were no Presentations. OLD BUSINESS Old Business Item #1 First Reading and Public Hearing: An ordinance amending the zoning map of the Town of Fort Mill to change the zoning designation for York County Tax Maps 020-06-01-051; 020-06-01-052; 020-06-01- 053; 020-06-01-054; 020-06-01-058; 020-06-07-034, containing approximately 15.9 +/- acres from GI, General Industrial & R-10, One Family Residential District to MXU, Mixed Use Development District; to adopt a Mixed Use Concept Plan and Development Conditions; and other matters relating thereto - Ward 2: Ronnie Helms. Mayor Savage opened the floor for a Public Hearing. No one came forth to speak. Chris Pettit, Assistant Town Manager, informed council that since council’s last review of the development plan, the following changes have been incorporated: • A parking deck has been added to increase the amount of parking provided for the project. Code required +/- 425, provided +/- 500. • Watson Street has been redesigned to have diagonal parking on the commercial side of street, removing concerns that generally accompany parallel parking. The redesign maintained the same number of parking spaces as previously planned for Watson Street; • Maintenance responsibilities have been defined for the future Watson Street, which is currently a Town road. The Town will maintain responsibility from curb to curb, with the developer/owner maintaining landscaping and enhanced hardscaping beyond the curb. This is similar to other commercial projects in Town; • The developer will be resurfacing all streets where they are adjacent to their project boundary including a portion of Railroad Avenue, Watson Street (all new), Williamson Street, and Link Street. • The language in the development conditions has been amended to require any major modifications to the project as portrayed in the concept plans to necessitate Town Council approval via a subsequent MXU application. • The developer has offered an agreement, to be reviewed and executed separate from this rezoning, that would offer Town and Fort Mill School District employees opportunities for reduced rate leases at the facility. Councilman Wolfe recused himself from the voting of this item. Old Business Item #2 Second Reading: An ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2025, and ending September 30, 2026. Amendment # 26-01. Eric Davis, Assistant Town Manager and CFO, stated that this budget amendment is merely establishing the project and accounting structure for the 2025 road and utility improvements that have already been approved at the previous meeting by Town Council. At the September 22nd meeting, Town Council approved contracts for the following: Road Improvements: $ 657,000 Water & Sewer Improvements: $2,203,475 Stormwater improvements: $ 205,365 The budget amendment is rounded up to account for any change orders or unforeseen costs at this time. Councilman Wolfe made a MOTION to approve Second Reading an ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2025, and ending September 30, 2026. Amendment #26-01. SECONDED by Councilman Garrison. Passed 7-0. Old Business Item #3 Second Reading: An ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2025, and ending September 30, 2026. Amendment # 26-02. Mr. Davis stated that This budget amendment will appropriate $6 Million of Water & Sewer Fund cash reserves to undertake the construction of a gravity sewer line near Link Street and replace the water main along Old Nation Road. These two projects were identified by staff and previously presented to Council as the top water and sewer priorities in our utility system. It should be noted that the Town has tried repeatedly for grants on the Link gravity sewer line and were unsuccessful. Councilman Hudgins made a MOTION to approve Second Reading of an ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal year beginning October 1, 2025, and ending September 30, 2026. Amendment # 26-02. SECONDED by Councilman Wolfe. Passed 7-0. NEW BUSINESS New Business Item #1 First Reading: An ordinance amending the Business License Ordinance of the Town of Fort Mill to update the class schedule as required by Act 176 of 2020. Mr. Pettit explained to council that to ensure ongoing compliance with South Carolina Act 176— the Business License Standardization Act—municipalities must periodically update their business Page 3|4  license ordinances to reflect changes to the class schedule associated with the North American Industry Classification System (NAICS). The Town of Fort Mill must adopt the updated class schedule by ordinance before December 31, 2025, so that it applies to the 2026 business license year. Suggested Councilwoman Cook made a MOTION to approve First Reading of an ordinance amending the Business License Ordinance of the Town of Fort Mill to update the class schedule as required by Act 176 of 2020. SECONDED by Councilman Garrison. Passed 7-0. New Business Item #2 Resolution: to appoint and commission Emily Hawkins as a Code Enforcement Officer for the proper security and general welfare for the Town of Fort Mill. Councilwoman Cook made a MOTION to appoint and commission Emily Hawkins as a Code Enforcement Officer for the proper security and general welfare for the Town of Fort Mill. SECONDED by Councilman Wolfe. Passed 7-0. INFORMATION/DISCUSSION Information/Discussion Item #1 Solicitation Website Chris Pettit explained that information regarding the new Solicitation Ordinance was available on the Town’s website. EXECUTIVE SESSION Please Note: Council may take action on Executive Session Items listed on the agenda when they come back into Public Session. Executive Session Item #1 Discussion incident to contractual matters relating to 123 N. White Street. Councilman Wolfe made a MOTION to go into Executive Session. SECONDED by Councilman Garrison. Passed7-0. Councilman Wolfe made a MOTION to come out of Executive Session. SECONDED by Councilman Hudgins. Passed 7-0. Mayor Savage stated that no votes were taken during Executive Session.
