PRESENT: Mayor Savage, Councilman Helms, Councilman Wolfe, Councilman Moody, Councilman Hudgins,
and Councilman Garrison were present.
CALL TO ORDER
PLEDGE OF ALLEGENCE
INVOCATION
Mayor Savage provided an invocation.
PUBLIC COMMENT
Pursuant to Section 2-46 of the Code of Ordinances for the Town of Fort Mill, any citizen of the
Town may appear before council for the purpose of providing public comments on any municipal
matter (except personnel matters). Those who wish to speak must sign in outside of the Council
Chambers prior to the start of the meeting. Citizens will be given 3 minutes each to speak.
There were no speakers.

Mission, Vision, and Values Project Kick-Off – Gordon Burnette
Assistant Town Manager Gordon Burnette introduced the Town’s consultants, Fountainworks, for
the Mission, Vision, and Values project. The consultant provided an introduction and kick-off
presentation to Council.

Councilman Wolfe made a MOTION to go into Executive Session. SECONDED by Councilman
Garrison. Passed 6-0.
Councilman Wolfe made a MOTION to come out of Executive Session. SECONDED by
Councilman Garrison. Passed 6-0.
NEW BUSINESS
New Business Item #1
First Reading: An ordinance amending budget for the Town of Fort Mill, South Carolina for the fiscal
year beginning October 1, 2025, and ending September 30, 2026. Amendment # 26-03 – Debbie
Kratochvil
Councilman Wolfe made a MOTION to approve New Business Item #1. SECONDED by
Councilman Moody. Passed 6-0.
New Business Item #2
Consideration to award a Construction Manager at Risk contract to Hood Construction for the construction
of the Fort Mill Community Center project – Cary Vargo
Councilman Garrison made a MOTION to approve New Business Item #2. SECONDED by
Councilman Moody. Passed 4-2 with Mayor Savage and Councilman Hudgins opposed.
New Business Item #3
Consideration to award a Construction Manager at Risk contract to Hood Construction for the construction
of the Operations Center project – Cary Vargo
Councilman Helms made a MOTION to approve New Business Item #3. SECONDED by
Councilman Moody. Passed 4-2 with Mayor Savage and Councilman Hudgins opposed.

Consideration to award a contract to CK Contractors for the utility work associated with the 2025
Infrastructure Project – Cary Vargo
Councilman Garrison made a MOTION to approve New Business Item #4. SECONDED by
Councilman Wolfe. Passed 6-0.

Councilman Hudgins made a MOTION to approve New Business Item #5. SECONDED by
Councilman Garrison. Passed 6-0.

Comprehensive Plan and Downtown Master Plan Update – Chris Pettit
Assistant Town Manager Chris Pettit provided Council with an update on the timelines for
completion of the Comprehensive Plan and Downtown Master Plan.

2026 Events Calendar – Gordon Burnette
Assistant Town Manager Gordon Burtnette gave Council an overview of the calendar of events for
2026.

Councilman Garrison made a MOTION to go into Executive Session. SECONDED by Councilman
Wolfe. Passed 6-0.
Councilman Wolfe made a MOTION to come out of Executive Session. SECONDED by
Councilman Garrison. Passed 6-0.
ADJOURN
Councilman Wolfe made a MOTION to adjourn. SECONDED by Councilman Garrison. Passed 6-
0. The meeting adjourned at 9:30 PM.
