Council Meeting
Monday August 2, 2021
Call to order
Gavel strike of President of Council Thomas Murray called tonight’s meeting to order.
Pledge of Allegiance to the Flag
Mayor Andy Tuzinski lead the Pledge of Allegiance.
Roll Call
President Thomas Murray ordered a roll call. Members in attendance were President
Thomas Murray, Vice President Cara Devine, Phil Mertz, Frank Mazza, Jeffrey
McLaughlin, Kristy Dadurka, Dave Sieminski, Borough Manager Bonnie Arnone,
Borough Mayor Andy Tuzinski, Police Chief Dan Hunsinger, Borough Secretary Michele
Pascarella and DPW Supervisor Rick Kamus. There were 19 visitors in attendance.
Swearing in of Tyler Norton as Full Time Police Officer
Mayor Andy Tuzinski swore in Officer Tyler Norton. Tyler’s father pinned his badge onto
his uniform.
GPI Update on Park\Pool Concession Stand Plans-Frank Summa, GPI
Frank Summa gave plans of what has been discussed so far of what is wanted. The
building proposed is 1,000 square feet with a commercial kitchen, ADA bathrooms and
small storage area. A rough estimate is $150,000.00-$175,000.00 and approximately
$36,000.00 fees for the engineering.

Consent Agenda
Matters listed with the consent agenda have been referred to members of the Borough
Council for reading and study, are routine and will be enacted by one motion of Council.
If separate discussion is desired, the item will be removed from the Consent Agenda by
Council action. The resolutions listed below are submitted by Borough Council for the
review and will be adopted by one motion. These items have been presented to the
council at the prior month’s work session for review. Motion to approve and/or accept
the following consent agenda items:

Motion was made by Cara Devine and seconded by Dave Sieminski. All were in favor,
motion passed.
Council Action Items
A motion was made by Phil Mertz of payment of all bills as presented and seconded by
Kristy Dadurka. All were in favor. Motion passed. Jeffrey McLaughlin abstained from
payment of GBM.
A motion was made by Jeffrey McLaughlin to accept Joseph Kozich’s letter of
retirement effective September 1, 2021, and was seconded by Cara Devine. All were in
favor. Motion passed.
A motion was made by Phil Mertz for the bank loan of $25,000.00 for the RC slope
mower and was seconded by Frank Mazza. The 2 signers for the loan will be Council
President Thomas Murray and Borough Manager Bonnie Arnone. All were in favor.
Motion passed.
A motion was made by Cara Devine to go in contract with Municipal Recovery for
Recycling and seconded by Dave Sieminski. The price is $65 per ton. All were in favor.
Motion passed.
New Business
DCED Parks & Recreation Grant awarded for $135,000.00
DCED West Side COG Grant awarded for $442,662.00
America Recue Plan awarded – year one $211,484.14
A motion was made by Cara Devine of PD Requests: In car computers and CODY
Record Management System and seconded by Kristy Dadurka. The pricing for the in-
car computers is $40,411.00 for all 4 police vehicles. The pricing for the CODY Record
Management System is $37,437.00 for install and $7,318.00 for the annual
maintenance. All were in favor. On to question this will be attempted to pay through the
American Rescue Plan Funding. Motion passed.
Re-appointment in Fire & Police Council committee- Chairperson will be Phil Mertz with
Thomas Murray and Cara Devine
Public Meeting with Residents of Virginia Terrace re:Koral Plans-meeting should be
done at the Koral Building
EMA Director Update on Flood Mapping issues- Mayor Any Tuzinski, Thomas Murray
and Phil Mertz met with Chris Bellman and Laura Hollbrick of the Flood Protection
Authority and are appealing to FEMA.
Skip Kozich retirement breakfast- Saturday, September 11, 2021 @ 9:00A.M. at the
Kingston Fire Department
Old Business
8/5/2021 Call with PENNDOT and GPI re: Segment C of Bike Trail construction
8/4/20201 Solicitor interviews and Council Committee- which includes Thomas Murray,
Bonnie Arnone, Cara Devine, and Phil Mertz

Meeting was adjourned at 7:30 pm.
The next meeting will be a work session on Monday August 16, 2021, at 6:00PM.
