PARK-REC/TOURISM/CITY PROPERTIES/CEMETERY COMMITTEE MEETING March 10, 2026 – 5:00 PM Council Chambers, 42 N. Main Street Minutes prepared by: Christine Williamson Call to Order  Meeting called to order at 5:01 PM by Christine Williamson. Roll Call  Present: Christine Williamson, Scott Feraro, Stephen Qualy, Mayor Ben Adank  Others Present: Jen Tepovich, Heidi Stanton, Mike Adank, Linda Stennes, Samantha Justin/PYAA Pledge of Allegiance  Recited by all attendees. Approval of Minutes  Motion by Scott, second by Stephen to approve the minutes of the November 13, 2025, Park/Rec Committee meeting. Motion carried; minutes approved. CITIZEN COMMENT:  Heidi Stanton addressed the condition of the ballpark, noting excessive weeds and poor field quality impacting playability.  Samantha Justin, representing PYAA, outlined the goal of developing a premier ballfield in the area and noted that student-athletes practice three times per week during the season.  Reported ongoing efforts to obtain bids for field improvements, including application of lime, restriping, and new netting.  Estimated cost of approximately $20,000 to replace and extend batting cage netting by 70 feet.  Additional concerns included deteriorating dugouts, lack of shade structures, and inadequate field lighting. OLD BUSINESS: PYAA Ballfield Maintenance Samantha Justin provided comments during the Citizen Comment portion (see above summary). A request was received from the Rhubarb Fest Committee to schedule ball games on Saturday, June 6, 2026, as part of Rhubarb Fest activities for community viewing. The PYAA committee indicated a goal of securing a minimum of 3 teams to facilitate a four- team round-robin tournament, weather permitting. Next Step: Samantha/PYAA will obtain bids for lime to be applied to ballfield. Responsible Party: Samantha Justin/PYAA Timeline: Report back by next Park & Rec Meeting Water Fountain Donation Proposal A proposal was presented to donate a new bronze, monumental 11’25” “Lady with Jar” tiered fountain to the City of Fountain City. Schaffner’s Plumbing provided an estimated cost of approximately $350 for installation of electrical pumps and water lines to make the fountain operational. Next Step: Obtain bids for installation and utility hookups. Responsible Party: Park & Rec Chairperson Timeline: Pending review by the Urban Planning Commission Development of Social Media and Website Posting Guidelines The Committee discussed the appropriate use of City social media platforms, including the benefits and challenges of posting content beyond official government business (e.g., community events and small business promotion). Consensus was reached to limit City social media accounts to official municipal communications to avoid potential conflicts and maintain clarity of purpose. The Committee agreed to keep community and tourism-related content separate from City communications. Similarly, a distinction will be maintained between the city website and the tourism website, fountaincitywi.gov and visitfountaincity.com, respectively. Note: The City of Fountain City website includes a link located on the right-side header area directing users to the “VisitFountainCity” website where community events calendar is posted for tourism and for public and visitor information. Next Step: Implement and follow established posting guidelines. Responsible Party: Deputy Clerk / City Clerk Timeline: Immediately Resolution 2026-02 – Establishing the Nook & Cranny Library as the official library of the City of Fountain City The Committee reviewed Resolution 2026-02 regarding the designation of the City’s official library. Discussion included revising the proposed name from “Nook & Cranny Library” to “Fountain City Public Library.” A motion was made to recommend approval of Resolution 2026-02, establishing the Fountain City Public Library as the official library of the City of Fountain City. Next Step: Consideration and approval at the March 11, 2026 Common Council meeting. Responsible Party: Park & Recreation Chairperson / Common Council Timeline: March 11, 2026 Establishment of a Municipal Library Board The Committee discussed the establishment of a Municipal Library Board to support oversight and governance of library services for the City. General consensus supported moving forward with the creation of a Library Board in alignment with state guidelines and local needs. Recommendation: Forward to Common Council for consideration and approval at the March meeting. Next Step: Place on the March Common Council agenda for action. Responsible Party: Park & Recreation Chairperson / Common Council Timeline: March 11, 2026 Authorization for Library Participation in the Winding Rivers Library System (WRLS) The Committee discussed the establishment of a Municipal Library Board and authorization for library participation in the Winding Rivers Library System. Discussion also included the TEACH service offered through the state library system at an annual cost of approximately $1,200. A motion was made by Scott and seconded by Stephen to recommend bringing forward authorization to the Common Council for approval. Next Step: Consideration and approval at the March 11, 2026 Common Council meeting. Responsible Party: Park & Recreation Chairperson / Common Council Timeline: March 11, 2026 KIMO’S Portable Toilets – 2026 festivals and events contract The Committee was informed of a change in ownership for KIMO’s Portable Toilets. Discussion noted this as an opportunity to review current pricing and services. The City currently contracts with Affordable Septic Service for portable restroom services. Committee members expressed interest in obtaining updated pricing from KIMO’s and exploring additional vendor options. Next Steps:  Obtain updated pricing from KIMO’s Portable Toilets  Solicit quotes from additional vendors for comparison Responsible Party: Gil Timeline: As soon as possible.
