The meeting was called to order at 4:20 pm by chair Peter Scha ner. The members present
were Peter Scha ner, Scott Feraro, Christine Williamson, and Ben Adank. Also present was
John Schlesselman, Jim Kafer arrived at 4:35 pm.
Citizen appearance:
John informed the committee of an 8-county meeting he attended on the economic
development of the area. Fountain City was well represented. Of note for Fountain City is
the racetrack that holds events that attract up to ve thousand people. Participants are
looking for things to do between races that occur in the evening. Ask for places to rent
boats, hike, get ice cream, get a tour of the river.
On a motion by C. Williamson, seconded by P. Scha ner to approve the minutes of the
February 19, 2025, meeting. Motion carried and minutes were approved.
Old business:
Review of the draft property management ordinance.
Committee made recommendations to:
a) Remove the wording in 71-10 B. No snow or ice cleared as needed here may be
removed from privet property onto any public street or property.
b) De ne or remove the words in 71-11 B. normal residential use.
c) Remove rewood from 71-11 B.
d) Remove the words Housing and Building Standards Committee from 71-15 A.
New Business:
a) Building Permit fees. Fee needs to cover city costs and not be punitive. The current
cost is $50.00.
b) Board of appeals fee & pay. John spoke and explained our ordinance does not allow
for the payment of board of appeals members. The committee will investigate
changing the ordinance with a recommendation to pay appeal members the same
as a council members committee meeting pay. Cost would be covered by the fee
charged for the appeal process.
c) Burning allow process & fees for extended permit. The committee revisited the
ordinances and made the following recommendations. Permits will be issued by the
city using an on-line process, the permit will be good for a seven-day period. A note
on the web application will require the permit holder to call the Bu alo County
sheri o ice nonemergency number each day they wish to burn, the re department
does not need to be noti ed but it will be noted that 911 should be called if at any
time the permit holder feels they have lost control of the burn.
d) Mobile home Management. Peter will do more research.
e) Vehicle engine breaking. Scott will do research. Possibly get DOT help to enforce
equipment standards.
f) Review parking ordinance. (Ordinance Prohibiting the Parking of Vehicles on Yards of
Residential Lots) Look at combining with current Parking ordinance #33.
Motion to adjourn by C. Williamson, seconded by S. Feraro. Motion carried and the
meeting was adjourned at 5:32 pm.
