City of Fountain Valley Advisory Committee for Persons with Disabilities MINUTES May 6, 2021 1.CALL TO ORDER Chair John Borack called the May 6, 2021 Regular Meeting for the Advisory Committee for Persons with Disabilities to order at 6:01 p.m. 2. Administration of Oath – Richard King - Administration of Oath – New Committee Member – Richard King, appointed by City Council, was sworn in to become an official member of the Advisory Committee for Persons with Disabilities. 3. INTRODUCTIONS/ROLL CALL Members Present: Herman Ajamian, John Borack, Kayla Borack, Richard King, Philip Nisco, Gary Osterbach, Leonard Santoro, Susanne Seiden, Scott Quinlan, and Jan Werts Members Absent: Ramón Gálvez-Arango and Nora Webb Staff Present: City Liaison, Yvette E. Aguilar, Community Services Manager Neda Alikhani, Recreation Specialist Councilmembers Present: Kim Constantine Public: Lisa Kaufman, Debbie Paul and Muriel Ullman 4. Presentations A. Lisa Kaufman, Caption Call, Account Manager - Lisa Kaufman, Account Manager of Caption Call, presented information on a federally funded national program, which provides free telephones with a transcript feature for the hearing impaired. These Bluetooth-compatible, landline-generating, no-cost phones are facing a distribution obstacle due to a lack of community awareness. Community Services Director, Yvette Aguilar, announced that Ms. Kaufman will present the program at a future senior meal distribution. Chair Borack suggested a partnership to promote the Advisory Committee in conjunction with Caption Call. B. Muriel Ullman, Social Services, Fountain Valley Senior Center - Social Services Liaison, Muriel Ullman, introduced Fountain Valley Senior Center’s new referral program. An eleven-year veteran in homeless care, housing, and low-income proceedings, Ms. Ullman will work in collaboration with counselor Bill Nelson. This subsidized program offers essential referral resources along with engaging activities such as peer counseling sessions, cooking, and music classes. Community Services Director, Yvette Aguilar, will send Lisa Kaufman and Muriel Ullman’s contact information to the Committee. APPROVAL OF MINUTES FROM March 4, 2021 Audit of March minutes included amending minutes with multiple updates made to the draft presented.  Committee Member Santoro moves to approve Meeting Minutes from March 4, 2021, with corrections; Motion seconded by Committee Member Nisco. Motion carried 10-0. 5. OLD BUSINESS A. Social Media Campaign – Spotlight Series- Community Services Manager, Yvette Aguilar, stated that PCTA will contact those featured in the series. a. May 2021 – Terry Coakley - Community Services Manager Yvette Aguilar gave thanks to the May Spotlight Series participant. b. June 2021 – Kayla Borack - Community Services Manager Yvette Aguilar gave thanks to the June Spotlight Series participant. c. July/ August/ September Recommendations – Community Services Manager, Yvette Aguilar, alerted the Committee that the series will “go dark” in July without additional nominees. Committee Member Kayla Borack suggested nominating a fellow Committee Member until further inquiry with special education teachers within the community. B. Disability Friendly Business Awards – Nomination – Committee Member Leonard Santoro nominated Ramon of Pet Supply, however, it was not excepted due to the lack of qualifications cited on the application. Committee Member Phil Nisco noted that if the application was re-written with more in-depth details, it could be approved. Chair Borack wanted clarification on who should be nominated, the employer or the employee. Committee Member Phil Nisco stated that both could be nominated in a bid to diversify the applications. Chair Borack requested the application be updated for accuracy, grammar, and in a writeable PDF format. Community Services Manager, Yvette Aguilar, will make the updates. Talks of delaying the award ceremony presentation to the City Council in October, Disability Awareness Month, were dismissed as Chair Borack noted likely restriction improvements. 6. NEW BUSINESS A. Dances a. Update on Virtual Zoom Dance – Friday, April 9, 2021 - Chair Borack reported that the Spring Formal themed dance saw nearly 40 participants, with numerous song requests, three gift cards raffled, and an engaging chat box. b. Upcoming Virtual Zoom Dance – Friday, June 4, 2021 – Luau Theme Party - Chair Borack stated that the virtual dances are a great substitute but proposed the possibility of in-person events in 2022. Community Services Manager, Yvette Aguilar, agreed and suggested tabling in-person dance planning in September for a possible event in late October. B. OC Board of Supervisor Recognition at City Council Meeting –Tuesday, May 18, 6 p.m.- OC Supervisor Katrina Foley would like to formally recognize and distribute certificates to the Advisory Committee for Persons with Disabilitie, for their essential work on the virtual dances.  C. Discussion about Dance Calendar/Other Recreational Programming Opportunities- Community Services Manager, Yvette Aguilar, discussed the phased reopening for the Senior Center and the effects of mask restrictions on dance participants. With easy community accessibly, Chair Borack suggests that a hybrid, zoom and in-person model should be embraced once in-person dances are reinstated. In-person dance discussion will be tabled until September meeting. Committee Member Kayla Borack reported that the Special Olympics are coming back and there could be an opportunity for programming. 7. PUBLIC COMMENTS No comments. 8.
