BOH MEETING MINUTES 1/4/2023 Attending Bridget Sweet, Chair Jeff Harris, Vice-Chair Timothy Cochrane Jr., Member In attendance: Bridget Sweet, Chair; Jeff Harris, Vice-Chair; Timothy Cochrane Jr., Member; Cathleen Liberty, Director; Ginny McNeil, Health Agent; Alicia Sullivan, Public Health Nurse; Cassie Montiero, Metacomet Shared Service Grant Epidemiologist; John Robertson, Shared Service Grant Regional Inspector; Steve Sherlock recording and Alan Earls, Franklin Observer Public Hearing for Bodyworks Reflexology Regulations called to order at 5:00 pm Chair Sweet opening for discussion for the board. No discussion from the board. Alan Earls asked about home businesses being shut down if the regulation is implemented. Director Liberty and Chair Sweet noted that massage businesses are different from bodyworks in that they are licensed through the Department of Public Health. Member, Tim Cochrane noted that draft policy section 8.0’s heading advertisement needs to be amended. Member, Tim Cochrane motioned that the regulations reviewed as proposed with amendment to section 8.0 advertisement be filed with the Department of Environmental Protection (DEP) and enacted in 30 days, second by Vice Chair, Jeff Harris. Roll call vote to accept the motion and adjourn at 5:10pm by Chair, Bridget Sweet. Meeting called to order 5:01 pm  Reading and acceptance of December 7, 2022 minutes. OLD BUSINESS NEW BUSINESS Board Reorganization Member Cochrane motioned to have Bridget Sweet remain as Chair. Jeff second the motion. Roll call vote by Chair, Sweet. Vice Chair Harris motioned to have Tim Cochrane as Vice Chair. Chair Sweet second the motion. Roll call vote by Chair, Sweet Approval of Board of Health Meeting Dates Chair Sweet accepted the board of health meeting dates and noted that July and August meetings may be difficult to attend and will be determined. Cochrane Jr. motions to adjourn, seconded by Vice-Chair, Jeff Harris. Roll call vote to adjourn at 5:45 pm by Chair, Bridget Sweet Metacomet Regional Health Inspector Update John Robertson, updated the board with the monthly report for Franklin the month of December, 2022. Public Health Nurse Update Public Health Nurse Alicia Sullivan updated the board with a public health report for the month of December, 2022. Metacomet Shared Service Grant Epidemiologist Update Cassia Monteiro, Epidemiologist, updated the board with an epidemiologist report for the month of December, 2022. 5) CITIZENS COMMENTARY Stephen Sherlock noted that he suggest that when holding a public hearing it is important to post the draft regulation on line with the agenda to initiate conversation with the public. Director Liberty noted that they did take his recommendation and posted the draft regulation on the health department website and they are available as hard copy as well 6) ADJOURNMENT Vice Chair, Timothy Cochrane motions to adjourn, seconded by Member, Jeff Harris.
