Meeting was held at the Franklin Historical Museum,80 W Central Street, with Ali Rheaume
participating by Zoom.
Appointees/members present: Robert Brown, Dan Brunelli, Julie Cornoni, Matt Keras (arrived late), Leone Mulligan,
Debbie Pellegri, Lynn Pickhover, Ali Rheaume, Charleen Belcher, Swati Rao, Roberta Trahan, Jayson Joyce, Alan Earls.
Also present: Town Manager, Jamie Hellen; Town Clerk, Nancy Danello; Director of Art, Culture, and the Creative
Economy, Cory Shea
Meeting Came to Order at Approx. 7:10 `under the gavel’ of Town Manager Jamie Hellen.
1. MEMBER INTRODUCTIONS around the table and via zoom with Ali Rheaume
2. OATH OF OFFICE - Nancy Danello, Town Clerk administered the oath to those physically present (Rheaume
had been sworn in previously)
a. A commemorative photo of the new committee was taken by Cory Shea
3. COMMITTEE OFFICERS ELECTIONS
Following welcoming remarks and self-introductions, Hellen asked if there was a nomination for Chair. Roberta Trahan
nominated Jayson Joyce, Alan Earls seconded. There was no discussion. Approved by roll-call vote. Unanimous with one
abstention. Hellen then figuratively passed the gavel to Joyce, who asked for a nomination for Vice Chair. Robert Brown
was nominated and seconded and voted unanimously. The Chair asked for a nomination for Clerk, Trahan nominated Earls,
this was seconded and voted unanimously. Joyce asked for a nomination for Treasurer, Charleen Belcher offered that she
had held similar posts in the past. She was nominated, seconded and voted unanimously
4. DISCUSSION ITEMS
a. Status of the state grant of $50,000: Jamie Hellen reported that funds had been held up but have now been
released by the state. Money will likely need to be spent by June 30. He is getting clarification. He recommends
having a spending plan/budget by end of December. It may be possible to encumber funds and/or get an
extension on spending. Kara Keefe is a key person at the State House. Think about things we can spend on now
like a logo of ordering things for a store, perhaps at the town building, which can then generate money going
forward.
b. Future meetings were discussed and by common consent, Dec. 4 and Dec. 18 at 7 pm were selected. The
museum space is tied up so the Committee will meet in the Training Room on the third floor in the Municipal
Building.
c. MGL Chapter 44 Section 53I celebration legal guidance – more to come in future from Jamie for Jayson.
d. Hellen provided example of things other communities have done to raise funds and to celebrate.
e. Joyce went around the table to each person and asked what they hope to see in the Celebration and what ideas
they have...
Adjournment:
The meeting adjourned by unanimous vote at approximately 8:25 pm
